Earnings from farming in low-income countries are depressed partly due to a pro-urban bias in own-country policies, and partly because richer countries (including some developing countries) favor their farmers with import barriers and subsidies. Both sets of policies reduce national and global economic growth and add to inequality and poverty in developing countries. Acknowledgement of that since the 1980s has given rise to greater pressures for reform, both internal and external. Over the past two decades numerous developing country governments have reduced their sectoral and trade policy distortions, while many high-income countries continue with protectionist policies that harm developing country exports of farm products. Recent research suggests that the agricultural protectionist policies of high-income countries reduce welfare in many developing countries. Most of those studies also suggest that full global liberalization of merchandise trade would raise value added in agriculture in developing country regions, and that much of the benefit from global reform would come not just from reform in high-income countries but also from liberalization among developing countries, including in many cases own-country reform. These findings raise three key questions that are addressed in this paper: To what extent have the reforms of the past two decades succeeded in reducing distortions to agricultural incentives? Do current policy distortions still discriminate against farmers in low-income countries? And what are the prospects for further reform in the next decade or so?

Both sets of policies inhibited economic growth and poverty alleviation in developing countries, while doing little to assist small farmers in high-income countries. Since the 1980s, however, many developing countries began to reduce the anti-agricultural bias of sectoral policies, and from the early 1990s the European Union began to move away from price supports to more-direct forms of farm income payments. This paper summarizes a forthcoming book that seeks to explain this evolving pattern of distortions to incentives conceptually and econometrically by making use of new political economy theory and a new globally comprehensive and consistent set of estimates of the changing extent of annual distortions over the past half-century. The distortion estimates involve more than 70 products that cover around 70 percent of the value of agricultural output in each of 75 countries that together account for over 90 percent of the global economy, and they expose the contribution of the various policy instruments (both farm and non-farm) to the net distortion to farmer incentives. Such a widespread coverage of countries, products, years and policy instruments has allowed this collection of studies to test a wide range of hypotheses suggested by the new political economy literature, including the importance of institutions. As a set it sheds much new light on the underlying forces that have affected incentives facing farmers in the course of national and global economic and political development, and hence on how those distortions might change in the future - or be changed by concerted actions to offset political pressures from traditionally powerful vested interests.

'Distortions to Agricultural Incentives in Europe's Transition Economies' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the economies of Eastern Europe and Central Asia that are transitioning away from central planning. The book includes country and subregional studies of the ten transition economies of Central and Eastern Europe that joined the European Union in 2004 or 2007, of seven other large member countries of the Commonwealth of Independent States, and of Turkey. Together these countries comprise over 90 percent of the Europe and Central Asia region's population and GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the dissolution of the Soviet Union in 1991, but price distortions remain. The new empirical indicators in these country studies provide a strong evidence-based foundation for evaluating policy options in the years ahead.

Book excerpt: The thesis analyses the patterns and underlying political economy causes of long-run trends and short-run fluctuations in national distortions to agricultural incentives. It does so by exploiting, revising and expanding a dataset of agricultural distortion measures in developing and developed countries from 1955 to 2004 for developing and 2007 for high-income countries by Anderson and Valenzuela (2008). More specifically, it extends its time period to 2009 for developing countries and 2010 for high-income countries. An essential contribution of the thesis is the update of this database to 2010 in order to capture the most recent international food price spike period. The large dataset makes it possible to analyse insulating behaviour in agricultural markets historically over the past 55 years, and to compare governments' reactions to food market shocks and upwards and downwards price spikes in the most recent years vis-a-vis those in the past. The thesis examines the extent of domestic market insulating behaviour of governments by both food-exporting and food-importing countries. This is because the policies of both country groups contribute substantially to international food price volatility and therefore to economic instability and to trade and welfare fluctuations. The international-to-domestic food price transmission elasticity is used as one indicator of such policy action. The evidence also allows us to test to what extent the policy decisions of governments achieve the goal of protecting domestic producers or consumers from international price spikes in either direction. The results of the analysis are subdivided into the contributions of different regions, country groups and policy instruments. The study also quantifies the extent of the contribution of changes in national agricultural trade restrictions to food price spikes internationally, over and above to the initial exogenous price shock. Reactions of food-exporting and food-importing countries at the same time exacerbate price spikes in international food prices and therefore are a concern for all trading nations because of their nontrivial contribution to domestic and international volatility and uncertainty. To test empirically the political economy causes of such market insulating behaviour of governments, the loss aversion theory of Freund and Oezden (2008), with amendments by Jean, Laborde and Martin (2010) to ensure suitability for agricultural markets, is drawn upon. The focus of this part of the thesis is on the question as to why countries alter assistance levels through variations in trade restrictions to protect one domestic group at the cost to others within the nation, rather than more-direct, more-efficient domestic policy instruments to protect either producers or consumers from price spikes. The final part of the thesis focuses on potential future developments in agricultural market distortions and provides an alternative agricultural protection counterfactual for trade policy modelling than the status quo. After identifying the crucial influencing factors on agricultural distortions in the past, projections of assistance measures are provided for the year 2030. These projections make it possible to model an alternative scenario of the costs based on newly estimated political econometric equations of trade-distorting policies in the future, to compare with one that assumes no future policy changes in their baseline.

To understand the full implications of agricultural policies, it is necessary to correctly measure the extent to which policies and their derivatives distort market prices of commodities, and to understand the implications of protection provided to other sectors that affects agricultural incentives through real exchange rate impacts. Multiple international organizations (IOs) provide assessment and measurement of agricultural incentives. However, a comprehensive and long-term global database would enable analysts and policymakers to compare and interpret the impact of policy across commodities, countries, and time. To facilitate construction and dissemination of such a database, the Ag-Incentives Consortium was formed in 2013 to bring together institutional efforts, including those of the Inter-American Development Bank, International Food Policy Research Institute (IFPRI), Monitoring and Analysing Food and Agricultural Policies program of the Food and Agriculture Organization of the United Nations (FAO-MAFAP), Organisation for Economic Co-operation and Development (OECD), and World Bank, as well as the CGIAR Research Program on Policies, Institutions, and Markets (PIM). The Ag-Incentives Consortium is the “International Organizations Consortium for Measuring the Policy Environment for Agriculture” and is based on the Memorandum of Understanding for Co-operative Activities on Agricultural Incentives Measurement signed by OECD, FAO-MAFAP, IDB, World Bank, and IFPRI. The Consortium has been supported by funding from PIM.

Book excerpt: Bangladesh has substantially liberalized its trade and agricultural pricing policies since independence in 1971, removing most distortions to agricultural incentives by the mid-1990s. Although trade protection for some agricultural and industrial products has increased sharply since 1998, total distortions in agriculture remain small. In particular, domestic and international trade policies for the major staples, rice and wheat, are substantially more liberal than in Pakistan or India. In the early 1970s, Bangladesh pursued a highly restrictive trade and exchange rate policy characterized by import regulations, high import tariffs, export taxes, pervasive quantitative restrictions, and an overvalued exchange rate, similar to policies of the 1960s when it was part of united Pakistan. The policy regime in the 1970s was especially restrictive for the agricultural sector. The government had a monopoly on import of most agricultural commodities and placed major restrictions on exports of raw jute, the major agricultural export. As a result of these distortions, agricultural price incentives were substantially reduced throughout the period (Rahman 1994). This chapter describes the changing structure of distortions to agricultural incentives in Bangladesh, and the forces that have driven it. The next section describes the growth and structural changes of the Bangladesh economy with particular emphasis on the agricultural sector. An overview of the evolution of agricultural policies in Bangladesh since independence is then provided, before reporting time series of estimates of nominal rates of assistance (NRAs) for selected agricultural products. The changing political economy of agricultural price and trade policies is then discussed, followed by some concluding observations.

Book excerpt: After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes, but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. On the contrary, they sometimes counteracted one another, yielding an ‘imperfect storm’ as it were, resulting in more status quo and fewer changes. This book discusses the outcome of the decision-making and the factors that influenced the policy choices and decisions. It brings together contributions from leading academics from various disciplines and policy-makers, and key participants in the process from the European Commission and the European Parliament.
