The author uses previously unpublished research into Red-Green coalitions in the German Lander in order to understand more clearly the nature of the pressures acting upon Germany's first national coalition between the Social Democrats and the Greens. Charles Lees argues that the Red-Green coalition is best understood as part of an ongoing process of political co-operation between two distinct and often antagonistic parties. Grounded and introduced in the context of recent work on coalition theory and public policy analysis, the book examines the trail of political trial and error that has led the two parties from the mutual suspicion of the early 1980s to being partners in national government today. This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.

While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. Book excerpt: Nord Stream – a gas pipeline project situated in the Baltic Sea – has repeatedly attracted attention in public and political arena in recent years. The pipeline brings Russian gas directly to Germany and avoids transit states. The project was initiated by Chancellor Schröder and President Putin as well as several German and Russian energy companies in 2005. Two tubes have been operational since 2011 (Nord Stream 1). Two further tubes (Nord Stream 2) are now added, for which planning started in 2015 and completion is scheduled for 2019. The economic rationale of the pipeline is to reduce transportation costs, create capacities and avoid dependencies on transit states. This project is under intense debate for economic, political and security matters, whereby European and US stakeholders are participating in the discussion. At a time when the post-World War II order has come to an end and alliances are being reshaped, Nord Stream 2 evokes a fundamental international relations question: Has the Nord Stream 2 gas pipeline project divided Germany from its traditional partners and allies in its Russia policy in the long term? This dissertation discusses and illustrates the considerable foreign policy impact of the Nord Stream 2 project on Germany’s international relations in above context and offers possible policy routes forward.
