Available in PDF, EPUB and Kindle. Book excerpt: This study explores the British and American attempts to suppress both piracy and slavery in the equatorial Atlantic in the period 1816 to 1865. It aims to demonstrate the pivotal role of naval policy in defining the Anglo-American relationship. It defines the equatorial Atlantic as the region encompassing the coastal zones of the Gulf of Mexico, Central America, Northern Brazil, and the African coast from Cape Verde to the south of the Congo River. It explores the use of sea power by both nations in pursuit of their goals, and the Anglo-American naval relations during this relatively co-operative period. At its core, it argues that naval activities result from national interests - in this instance protecting commerce and furthering economic objectives, a source of tension between America and Britain during the period. It confirms that the two nations were neither allies nor enemies during the period, yet learnt to co-exist non-violently through their strategic use of sea power during peacetime. The study consists of an introductory chapter, eight chapters of analysis, and a select bibliography.

Book excerpt: NATIONAL BESTSELLER • A riveting, adrenaline-fueled tour of a vast, lawless, and rampantly criminal world that few have ever seen: the high seas. There are few remaining frontiers on our planet. But perhaps the wildest, and least understood, are the world's oceans: too big to police, and under no clear international authority, these immense regions of treacherous water play host to rampant criminality and exploitation. Traffickers and smugglers, pirates and mercenaries, wreck thieves and repo men, vigilante conservationists and elusive poachers, seabound abortion providers, clandestine oil-dumpers, shackled slaves and cast-adrift stowaways—drawing on five years of perilous and intrepid reporting, often hundreds of miles from shore, Ian Urbina introduces us to the inhabitants of this hidden world. Through their stories of astonishing courage and brutality, survival and tragedy, he uncovers a globe-spanning network of crime and exploitation that emanates from the fishing, oil, and shipping industries, and on which the world's economies rely. Both a gripping adventure story and a stunning exposé, this unique work of reportage brings fully into view for the first time the disturbing reality of a floating world that connects us all, a place where anyone can do anything because no one is watching.

Book excerpt: From a brilliant Brookings Institution expert, an “important” (The Wall Street Journal) and “penetrating historical and political study” (Nature) of the critical role that oceans play in the daily struggle for global power, in the bestselling tradition of Robert Kaplan’s The Revenge of Geography. For centuries, oceans were the chessboard on which empires battled for supremacy. But in the nuclear age, air power and missile systems dominated our worries about security, and for the United States, the economy was largely driven by domestic production, with trucking and railways that crisscrossed the continent serving as the primary modes of commercial transit. All that has changed, as nine-tenths of global commerce and the bulk of energy trade is today linked to sea-based flows. A brightly painted forty-foot steel shipping container loaded in Asia with twenty tons of goods may arrive literally anywhere else in the world; how that really happens and who actually profits from it show that the struggle for power on the seas is a critical issue today. Now, in vivid, closely observed prose, Bruce Jones conducts us on a fascinating voyage through the great modern ports and naval bases—from the vast container ports of Hong Kong and Shanghai to the vital naval base of the American Seventh Fleet in Hawaii to the sophisticated security arrangements in the Port of New York. Along the way, the book illustrates how global commerce works, that we are amidst a global naval arms race, and why the oceans are so crucial to America’s standing going forward. As Jones reveals, the three great geopolitical struggles of our time—for military power, for economic dominance, and over our changing climate—are playing out atop, within, and below the world’s oceans. The essential question, he shows, is this: who will rule the waves and set the terms of the world to come?

Available in PDF, EPUB and Kindle. Book excerpt: Maritime Security and the Law of the Sea examines the rights and duties of states across a broad spectrum of maritime security threats. It provides comprehensive coverage of the different dimensions of maritime security in order to assess how responses to maritime security concerns are, and should be, shaping the law of the sea. The discussion canvasses passage of military vessels and military activities at sea, law enforcement activities across the different maritime zones, information sharing and intelligence gathering, as well as armed conflict and naval warfare. In doing so, this book not only addresses traditional security concerns for naval power but also examines responses to contemporary maritime security threats, such as terrorism, weapons of mass destruction, piracy, drug-trafficking, environmental damage and illegal fishing. While the protection of sovereignty and national interests remain fundamental to maritime security and the law of the sea, there is increasing acceptance of a common interest that exists among states when seeking to respond to a variety of modern maritime security threats. It is argued that security interests should be given greater scope in our understanding of the law of the sea in light of the changing dynamics of exclusive and inclusive claims to ocean use. More flexibility may be required in the interpretation and application of the UN Convention on the Law of the Sea if appropriate responses to ensure maritime security are to be allowed.

Book excerpt: The massive uprising following the police killing of George Floyd in the summer of 2020--by some estimates the largest protests in US history--thrust the argument to defund the police to the forefront of international politics. It also made The End of Policing a bestseller and Alex Vitale, its author, a leading figure in the urgent public discussion over police and racial justice. As the writer Rachel Kushner put it in an article called "Things I Can't Live Without", this book explains that "unfortunately, no increased diversity on police forces, nor body cameras, nor better training, has made any seeming difference" in reducing police killings and abuse. "We need to restructure our society and put resources into communities themselves, an argument Alex Vitale makes very persuasively." The problem, Vitale demonstrates, is policing itself-the dramatic expansion of the police role over the last forty years. Drawing on first-hand research from across the globe, The End of Policing describes how the implementation of alternatives to policing, like drug legalization, regulation, and harm reduction instead of the policing of drugs, has led to reductions in crime, spending, and injustice. This edition includes a new introduction that takes stock of the renewed movement to challenge police impunity and shows how we move forward, evaluating protest, policy, and the political situation.

Book excerpt: First published in 2007, this book focuses on the security of sea lanes of communication. It was a joint publication between the Maritime Institute of Malaysia (MIMA) and the Indian Ocean Research Group (IORG) and is an important book for three particular reasons. First, it takes a step forward in identifying key policy themes that can be applied to interstate cooperation around the Indian Ocean Region (IOR). Second, the particular theme discussed is not only central to the economic well-being of Indian Ocean countries, but also to many of the world’s most important trading states, and finally the various discussions within the book raise a host of issues to which regional as well as non-regional policy-makers should give serious consideration.

Book excerpt: Praise for the previous edition: “A complete overview of the subject which does not intimidate the reader but rather spurns interest and understanding in the subject.” European Energy and Environmental Law Review “...(the book is) scholarly yet accessible and very readable; thoroughly recommended.” Law Institute Journal Description The law of the sea provides for the regulation, management and governance of the ocean spaces that cover over two-thirds of the Earth's surface. This book provides a comprehensive assessment of the foundational principles of the law of the sea, a critical overview of the 1982 United Nations Convention on the Law of the Sea and an analysis of subsequent developments including many bilateral, regional, and global agreements that supplement the Convention. The third edition of this acclaimed text has been thoroughly revised and updated, and now incorporates a dedicated chapter on natural and artificial islands. All of the main areas of the law of the sea are addressed including the foundations and sources of the law, the nature and extent of the maritime zones, the delimitation of overlapping maritime boundaries, the place of archipelagic and other special states in the law of the sea, navigational rights and freedoms, military activities at sea, marine scientific research, and marine resource and conservation issues such as fisheries, marine environmental protection and dispute settlement. The book also takes stock of contemporary oceans governance issues not adequately addressed by the Convention. Overarching challenges facing the law of the sea are considered, including how new maritime security initiatives can be reconciled with traditional navigational rights and freedoms, the need for stronger legal and policy responses to protect the global ocean environment from climate change and ocean acidification, and work on a new agreement for the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a unique and scholarly perspective on a little-studied subject: maritime crime and policing. The seas and oceans cover 70 percent of the earth’s surface and 90 percent of world trade by volume travels by sea. Furthermore, the refugee crisis has produced an inflow of people attempting to find a better life, particularly in Northwest Europe and the UK, which has had an impact on the maritime domains of European ports. While there has been attention paid to the role of maritime policing by scholars in maritime security studies, little attention has been paid by criminologists and policing studies scholars. This book aims to fill this gap. Bringing together a range of international scholars, this book covers a variety of topics pertinent to maritime crime and its policing, such as fraud, piracy and armed robbery at sea, illegal and unregulated fishing, smuggling, people trafficking, illegal immigration, illegal dumping and pollution, arms trafficking, terrorism, and cargo theft. It brings together new perspectives on several key criminological themes such as transnational organised crime, criminalisation, and securitisation and provides a bold new direction for the landlocked discipline of criminology and policing studies. An accessible and compelling read, this book will be of interest to students and scholars of criminology, policing, sociology, politics, migration studies, and all those interested in the policing of the sea.

Book excerpt: Policing the Open Road examines how the rise of the car, that symbol of American personal freedom, inadvertently led to ever more intrusive policing--with disastrous consequences for racial equality in our criminal justice system. When Americans think of freedom, they often picture the open road. Yet nowhere are we more likely to encounter the long arm of the law than in our cars. Sarah Seo reveals how the rise of the automobile transformed American freedom in radical ways, leading us to accept--and expect--pervasive police power. As Policing the Open Road makes clear, this expectation has had far-reaching political and legal consequences.--

Book excerpt: Even as you read this book, mariners somewhere are being attacked by armed pirates, their faces masked and the weapons deadly. Organized crime has taken over where Blackbeard left off. Piracy today is just as brutal, perhaps even more so. Crew-members may be murdered, tortured, seized as hostages or simply dumped overboard to sink or swim. To the big-time gangsters behind much of the crime, life is cheap and must not stand in the way of profit. Attacking and stealing tankers or other cargo is a multi-billion industry. International law enforcement has yet to show sufficient concerted will to beat organised crime at sea, though it is awakening from its years of slumber. Additionally since 9-11, a new and fearful maritime threat has emerged- international terrorism. Experts agree that civilised nations, American ports and cities far from the sea, are vulnerable to a variety of terrifying risks from use of the sea and ships. The book looks at the dangers and what is being done to defeat the terrorists. The Brutal Seas brings to real life all the terror of an attack by pirates armed with rocket-launchers and automatic machine-guns. It tells of disappearing phantom ships and of a cigarette fraud run by a fraudster from New Jersey. As it enters the mysterious world of the Triads, some of the most bloody, cunning and lucrative attacks, frauds and schemes of the past twenty years are brought to the page in an exciting and refreshing way. Written with an unprecedented degree of co-operation from the ICC International Maritime Bureau, a non-Government agency dedicated to tackling the problems, it is no surprize that The Brutal Seas has been called the benchmark on crime at sea by the Bureau's founder Eric Ellen.
