Book excerpt: This anthology explores the political nature of making order through policing activities in densely populated spaces across Africa, Asia and Latin America. Based on ethnographic research, the chapters analyze this complex with respect to marginalized young men in Haiti, community policing members and national politicians in Swaziland as well as other individual and collective actors engaged in policing and politics in Indonesia, Swaziland, Ghana, South Africa, Mexico, Bolivia, Haiti and Sierra Leone. What these contexts have in common is a plurality of order-making practices. Not one institution monopolizes the means of violence or a de facto sovereign position to do so. A number of interests are played out simultaneously, entailing re-negotiations over the very definition of what ‘order’ is. How and by whom a particular order is enforced is contested, at times violently so, and is therefore inherently political. In the existing literature on weak states, legal pluralism and policing in the Global South it is seldom made explicit that making order is a route to power and positions of political decision-making. It is this gap in the literature that this anthology fills, as it analyses the politics at stake in processes of order-making.

Urban society, beset by increases in crime and violence and the growing irrelevancy of primary socializing agents, must look to the police, the institutionalized control agency, for the preservation of peace, order, and tranquility in the community. The dilemma of a democratic society is how to give the police sufficient power to perform their role effectively, while at the same time maintaining restraints on the police in order to prevent abuses to democratic principles. This book looks at the discretionary conduct of policemen and whether adequate accountability measures exist -- and, if not, whether they can be realized, while allowing for the necessary development of police capabilities in the performance of requisite functions. In its focus on the behavior of police officials and the relationship of the police bureaucracy to the urban political system, the work strives to be both descriptive and prescriptive. The author uses examples from a cross-section of American cities and focuses on Memphis, Tennessee to illustrate the political events and social factors which effect policing. Collective police power is measured by the extent of their discretionary authority and freedom from external controls, individual power is perceived by the rational strategies on the part of police officials striving to attain or consolidate their personal power positions in the organization. Implicit in the police's struggle for power -- both personal and collective -- is the existence of conflict with challenging institutional and environmental forces and actors.

Book excerpt: In Police, Provocation, Politics, Deniz Yonucu presents a counterintuitive analysis of contemporary policing practices, focusing particular attention on the incitement of counterviolence, perpetual conflict, and ethnosectarian discord by the state security apparatus. Situating Turkish policing within a global context and combining archival work and oral history narratives with ethnographic research, Yonucu demonstrates how counterinsurgency strategies from the Cold War and decolonial eras continue to inform contemporary urban policing in Istanbul. Shedding light on counterinsurgency's affect-and-emotion-generating divisive techniques and urban dimensions, Yonucu shows how counterinsurgent policing strategies work to intervene in the organization of political dissent in a way that both counters existing alignments among dissident populations and prevents emergent ones. Yonucu suggests that in the places where racialized and dissident populations live, provocations of counterviolence and conflict by state security agents as well as their containment of both cannot be considered disruptions of social order. Instead, they can only be conceptualized as forms of governance and policing designed to manage actual or potential rebellious populations.

Book excerpt: Most incidents of urban unrest in recent decades - including the riots in France, Britain and other Western countries - have followed lethal interactions between the youth and the police. Usually these take place in disadvantaged neighborhoods composed of working-class families of immigrant origin or belonging to ethnic minorities. These tragic events have received a great deal of media coverage, but we know very little about the everyday activities of urban policing that lie behind them. Over the course of 15 months, at the time of the 2005 riots, Didier Fassin carried out an ethnographic study in one of the largest precincts in the Paris region, sharing the life of a police station and cruising with the patrols, in particular the dreaded anti-crime squads. Far from the imaginary worlds created by television series and action movies, he uncovers the ordinary aspects of law enforcement, characterized by inactivity and boredom, by eventless days and nights where minor infractions give rise to spectacular displays of force and where officers express doubts about the significance and value of their own jobs. Describing the invisible manifestations of violence and unrecognized forms of discrimination against minority youngsters, undocumented immigrants and Roma people, he analyses the conditions that make them possible and tolerable, including entrenched policies of segregation and stigmatization, economic marginalization and racial discrimination. Richly documented and compellingly told, this unique account of contemporary urban policing shows that, instead of enforcing the law, the police are engaged in the task of enforcing an unequal social order in the name of public security.

What is the impact of gender diversity and political orientation on a police students’ career aspirations and attitudes to policing? These are some of the questions addressed by this longitudinal project, following police students in seven European countries. The unique data material makes it possible to explore a wide range of topics relevant to the future development of policing, police education and police science more generally. Part I presents an overview of the different goals and models of police education in the seven participating countries. Part II describes what type of student is attracted to police education, taking into consideration educational background, political orientation and career aspirations. Part III shows the social impact of police education by examining students’ orientations towards emerging competence areas; students’ career aspirations; and students’ attitudes concerning trust, cynicism and legalism. The overall results show that police students are strikingly similar across different types of police education. Students in academic institutions are at least as interested in street patrolling as students in vocational training institutions. Gender and recruitment policies matters more in relation to career preferences than education models. The national context plays a more important role than the type of police education system. Written in a clear and direct style, this book will appeal to students and scholars in policing, criminology, sociology, social theory and cultural studies and those interested in how police education shapes its graduates.

Book excerpt: In June 1943, the city of Los Angeles was wrenched apart by the worst rioting it had seen to that point in the twentieth century. Incited by sensational newspaper stories and the growing public hysteria over allegations of widespread Mexican American juvenile crime, scores of American servicemen, joined by civilians and even police officers, roamed the streets of the city in search of young Mexican American men and boys wearing a distinctive style of dress called a Zoot Suit. Once found, the Zoot Suiters were stripped of their clothes, beaten, and left in the street. Over 600 Mexican American youths were arrested. The riots threw a harsh light upon the deteriorating relationship between the Los Angeles Mexican American community and the Los Angeles Police Department in the 1940s. In this study, Edward J. Escobar examines the history of the relationship between the Los Angeles Police Department and the Mexican American community from the turn of the century to the era of the Zoot Suit Riots. Escobar shows the changes in the way police viewed Mexican Americans, increasingly characterizing them as a criminal element, and the corresponding assumption on the part of Mexican Americans that the police were a threat to their community. The broader implications of this relationship are, as Escobar demonstrates, the significance of the role of the police in suppressing labor unrest, the growing connection between ideas about race and criminality, changing public perceptions about Mexican Americans, and the rise of Mexican American political activism.

Lyons, Jr. explores the complex issues associated with the establishment and operation of community policing, an increasingly popular method for organizing law enforcement in this country. Stories about community policing appeal to a nostalgic vision of traditional community life. Community policing carries with it the image of a safe community in which individual citizens and businesses are protected by police they know and who know them and their needs. However, it also carries an image of community based in partnerships that exclude the least advantaged, strengthen the police, and are limited to targeting those disorders feared by more powerful parts of the community and most amenable to intervention by professional law enforcement agencies. The author argues that the politics of community policing are found in the construction of competing and deeply contested stories about community and the police in environments characterized by power inbalances. Community policing, according to the author, colonizes community life, increasing the capacity of the police department to shield itself from criticism, while manifesting the potential for more democratic forms of social control as evidenced by police attention to individual rights and to impartial law enforcement.
