Book excerpt: In Police, Provocation, Politics, Deniz Yonucu presents a counterintuitive analysis of contemporary policing practices, focusing particular attention on the incitement of counterviolence, perpetual conflict, and ethnosectarian discord by the state security apparatus. Situating Turkish policing within a global context and combining archival work and oral history narratives with ethnographic research, Yonucu demonstrates how counterinsurgency strategies from the Cold War and decolonial eras continue to inform contemporary urban policing in Istanbul. Shedding light on counterinsurgency's affect-and-emotion-generating divisive techniques and urban dimensions, Yonucu shows how counterinsurgent policing strategies work to intervene in the organization of political dissent in a way that both counters existing alignments among dissident populations and prevents emergent ones. Yonucu suggests that in the places where racialized and dissident populations live, provocations of counterviolence and conflict by state security agents as well as their containment of both cannot be considered disruptions of social order. Instead, they can only be conceptualized as forms of governance and policing designed to manage actual or potential rebellious populations.

Lyons, Jr. explores the complex issues associated with the establishment and operation of community policing, an increasingly popular method for organizing law enforcement in this country. Stories about community policing appeal to a nostalgic vision of traditional community life. Community policing carries with it the image of a safe community in which individual citizens and businesses are protected by police they know and who know them and their needs. However, it also carries an image of community based in partnerships that exclude the least advantaged, strengthen the police, and are limited to targeting those disorders feared by more powerful parts of the community and most amenable to intervention by professional law enforcement agencies. The author argues that the politics of community policing are found in the construction of competing and deeply contested stories about community and the police in environments characterized by power inbalances. Community policing, according to the author, colonizes community life, increasing the capacity of the police department to shield itself from criticism, while manifesting the potential for more democratic forms of social control as evidenced by police attention to individual rights and to impartial law enforcement. González shows that authoritarian policing persists not in spite of democracy but in part because of democratic processes and public demand. When societal preferences over the distribution of security and coercion are fragmented along existing social cleavages, politicians possess few incentives to enact reform.

Based on ethnographic research, the chapters analyze this complex with respect to marginalized young men in Haiti, community policing members and national politicians in Swaziland as well as other individual and collective actors engaged in policing and politics in Indonesia, Swaziland, Ghana, South Africa, Mexico, Bolivia, Haiti and Sierra Leone. What these contexts have in common is a plurality of order-making practices. Not one institution monopolizes the means of violence or a de facto sovereign position to do so. A number of interests are played out simultaneously, entailing re-negotiations over the very definition of what ‘order’ is. How and by whom a particular order is enforced is contested, at times violently so, and is therefore inherently political. In the existing literature on weak states, legal pluralism and policing in the Global South it is seldom made explicit that making order is a route to power and positions of political decision-making. It is this gap in the literature that this anthology fills, as it analyses the politics at stake in processes of order-making.

In 1998, Indonesia, the third largest country in the world, faced just such a challenge. Policing had long been managed under the jurisdiction of the military, as an instrument of the Suharto regime – and with Suharto abruptly removed from office, this was about to change. Here we see how it changed, and how far these changes were for the better. Based on direct observations by a scholar who was involved in the last days of the New Order and who saw how the police responded to regime change, this book examines the police, the new regime, and how the police was disassociated from the military in Indonesia. Providing a comprehensive historical overview of the position of police in this change of regime, the book focuses on two key areas: the differences between local and national levels, and the politicisation associated with decentralisation. Arguing that the disassociation of the Indonesian National Police from the military has achieved only limited success, the book contends that there is continued impetus for the establishment of a professional police force and modern and democratic policing, which will entail effective public control of the police. A pioneering study of the police in Indonesia, examining key issues in the post-Suharto era, this book will be of interest to scholars of Southeast Asian politics and of policing and politics in the developing world.

She found that officers in predominantly white neighborhoods provided responsive service and engaged in community problem-solving, while officers in predominantly Black communities reproduced long-standing patterns of over-policing and under-protection. Such differences have marked US policing throughout its history, but policies that were supposed to alleviate racial tensions in River City actually widened the racial divides. Policing the Racial Divide tells story of how race, despite the best intentions, often dominates the way policing unfolds in cities across America. Drawing on in-depth interviews and hundreds of hours of ethnographic observation, Gordon offers a behind-the-scenes account of how the police are reconfiguring segregated landscapes. She illuminates an underexplored source of racially disparate policing: the role of law enforcement in urban growth politics. Many postindustrial cities are increasing the divisions of segregation, Gordon argues, by investing in downtowns, gentrified neighborhoods, and entertainment corridors, while framing marginalized central city neighborhoods as sources of criminal and civic threat that must be contained and controlled. Book excerpt: The urgent need to professionalize Mexican police has been recognized since the early 1990s, but despite even the most well-intentioned promises from elected officials and police chiefs, few gains have been made in improving police integrity. Why have reform efforts in Mexico been largely unsuccessful? This book seeks to answer the question by focusing on Mexico's municipal police, which make up the largest percentage of the country's police forces. Indeed, organized crime presents a major obstacle to institutional change, with criminal groups killing hundreds of local police in recent years. Nonetheless, Daniel Sabet argues that the problems of Mexican policing are really problems of governance. He finds that reform has suffered from a number of policy design and implementation challenges. More importantly, the informal rules of Mexican politics have prevented the continuity of reform efforts across administrations, allowed patronage appointments to persist, and undermined anti-corruption efforts. Although many advances have been made in Mexican policing, weak horizontal and vertical accountability mechanisms have failed to create sufficient incentives for institutional change. Citizens may represent the best hope for counterbalancing the toxic effects of organized crime and poor governance, but the ambivalent relationship between citizens and their police must be overcome to break the vicious cycle of corruption and ineffectiveness.

This book was inspired by events following the Los Angeles Police Department's brutal treatment of Rodney King, a Black motorist whose beating by LAPD officers was captured from the balcony of a nearby resident, George Holliday, who happened to have a video camera (this, of course, was in the era before digital phones). First aired by a local television station, scenes from that videotape were shown repeatedly on national news outlets for weeks, giving rise to an unprecedented public reaction. "When George Holliday's video surfaced," one Black journalist observed, "it signaled to a lot of citizens just how bad police violence visited upon marginalized communities actually was" (Smith 2015). The officers' subsequent trial and acquittal, and the uprising in Los Angeles that followed, kept the issues of race and policing in the news for many weeks. That tumult was eventually replaced by relative silence on the issue, occasionally punctuated by news coverage of other violent police-citizen encounters, such as the brutal NYPD assault on Haitian immigrant Abner Louima in 1997 and the death of Guinean immigrant Amadou Diallo in 1999, hit with 19 bullets fired by NYPD officers. But as is the case with other policy problems not championed by elites, coverage of police brutality was limited, sporadic, and largely tied to the occasional incident that became a major news story. Then, in the summer of 2014, 18-year-old Michael Brown was shot by a white police officer in Ferguson, Missouri. Though what exactly lead up to Brown's death may have been unclear, the aftermath was captured on a bystander' cell phone video. It showed Brown's body left uncovered and unattended, face-down in the street, while neighbors grew agitated and police seemed to mill casually about. Suddenly, the issue again became national news. Brown's death and the intense social media activity and protest it evoked within and beyond Ferguson prompted another, more prolonged and more searing national argument about police brutality"--
