It contributes substantially to social and economic development in the areas of job creation, business investment, and online services, among others. Several countries in Latin America and the Caribbean have already initiated reforms of their telecommunications framework to advance broadband towards universal usage. On one hand, the universal access service (UAS) policies that are relatively solid in middle-income or emerging countries will attract significant financial resources to manage the high costs that relate to new infrastructure in rural areas. Depending on the country's topography, however, the possibilities for development may be limited and costly. On the other, UAS policies that are considered advanced or have been long established (and rely considerably on the private sector) will need to address the disbanding of old frameworks. The objective of this publication is to assist national authorities in the region as they bridge the gaps between their countries and those that have developed effective UAS policies.

Book excerpt: This publication identifies the role of digital infrastructure in achieving the Sustainable Development Goals (SDGs)--including education, employment, agricultural sustainability, food security, and spatial inequality--in 12 countries in Latin America and the Caribbean. It identifies a gap between the outcomes achieved for each SDG in the countries studied and those achieved in OECD countries. Moreover, the region still has a long way to go to achieve the SDG targets set in the 2030 Agenda for Sustainable Development. The authors explain how investment in digital infrastructure can help close the gaps between the region and these two benchmarks (OECD countries and SDG targets). They also quantify the investment in telecom in the region between 2008 and 2017 and estimate what amount is still needed to help close these gaps.

This comprehensive look at Peru's economy traces that country's journey from a debt crisis in the 1980s to having buffers in place that allowed it to emerge unscathed from the global financial crisis. The book examines the steps Peru undertook to achieve these results and extracts lessons to be learned. Chapters are written by IMF staff and Peruvian economists.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this collection of essays compares the implementation of urban policies in 15 different countries across the European Union, with most articles’ contributors hailing from their subject nation. The contributors include experts in geography and spatial, town, transport and urban planning, and their contributions reflect fundamental changes in the economy, technology, demography and politics of European towns and cities. They ask four main questions: what the urban development pattern is, what administrative and financial relations between national authorities and cities exist, which issues the national authorities consider to be prominent and how this impacts on the national urban planning policies. Through the provision of national perspectives, they ask what can be learned through the comparison of how each region has tailored its perspective and strategy.

At the same time, markets are changing at an unprecedented pace due to new technologies, the international drive toward carbon-neutral economies, shifts in consumer needs and preferences, and, more recently, the profound changes brought by the COVID-19 pandemic.

Available in PDF, EPUB and Kindle. Book excerpt: Whilst advances in biotechnology and information technology have undoubtedly resulted in better quality of life for mankind, they can also bring about global problems. The legal response to the challenges caused by the rapid progress of technological change has been slow and the question of how international human rights should be protected and promoted with respect to science and technology remains unexplored. The contributors to this book explore the political discourse and power relations of technological growth and human rights issues between the Global South and the Global North and uncover the different perspectives of both regions. They investigate the conflict between technology and human rights and the perpetuation of inequality and subjection of the South to the North. With emerging economies such as Brazil playing a major role in trade, investment and financial law, the book examines how human rights are affected in Southern countries and identifies significant challenges to reform in the areas of international law and policy.

Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this practical guide to cyber law – the law affecting information and communication technology (ICT) – in Spain covers every aspect of the subject, including intellectual property rights in the ICT sector, relevant competition rules, drafting and negotiating ICT-related contracts, electronic transactions, privacy issues, and computer crime. Lawyers who handle transnational matters will appreciate the detailed explanation of specific characteristics of practice and procedure. Following a general introduction, the book assembles its information and guidance in seven main areas of practice: the regulatory framework of the electronic communications market; software protection, legal protection of databases or chips, and other intellectual property matters; contracts with regard to software licensing and network services, with special attention to case law in this area; rules with regard to electronic evidence, regulation of electronic signatures, electronic banking, and electronic commerce; specific laws and regulations with respect to the liability of network operators and service providers and related product liability; protection of individual persons in the context of the processing of personal data and confidentiality; and the application of substantive criminal law in the area of ICT. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable time-saving tool for business and legal professionals alike. Lawyers representing parties with interests in Spain will welcome this very useful guide, and academics and researchers will appreciate its value in the study of comparative law in this relatively new and challenging field.
