The authors support the hypothesis that the current regional disparities are principally the result of a long and complex process in which historical, geographical, economic, institutional, and political factors have all worked together. Lessons from the past can aid current debates on regional inequalities, territorial cohesion, and public policies in developing and also developed countries. In contrast with European countries, Latin American economies largely specialized in commodity exports, showed high levels of urbanization and high transports costs (both domestic and international). This new research provides a new perspective on the economic history of Latin American regions and offers new insights on how such forces interact in peripheral countries. In that sense, natural resources, differences in climatic conditions, industrial backwardness and low population density areas leads us to a new set of questions and tentative answers. This book brings together a group of leading American and European economic historians in order to build a new set of data on historical regional GDPs for nine Latin American countries: Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, Peru, Uruguay and Venezuela. This transnational perspective on Latin American economic development process is of interest to researchers, students and policy makers.

Book excerpt: Silviano Santiago has been a pioneer in the development of concepts crucial to the discourse of contemporary critical and cultural theory, especially postcolonial theory. The notions of “hybridity” and “the space in-between” have been so completely absorbed into current theory that few scholars even realize these terms began with Santiago. He was the first to introduce poststructuralist thought to Brazil—via his publication of the Glossario de Derrida and his role as a prominent teacher. The Space In-Between translates many of his seminal essays into English for the first time and, in the process, introduces the thought of one of Brazil’s foremost critics and theorists of the late twentieth century. Santiago’s work creates a theoretical field that transcends both the study of a specific national literature and the traditional perspectives of comparative literature. He examines the pedagogical and modernizing mission of Western voyagers from the conquistadors to the present. He deconstructs the ideas of “original” and “copy,” unpacking their implications for the notions of so-called dominant and dominated cultures. Santiago also confronts questions of cultural dependency and analyzes the problems involved in the imposition of an alien European history, the cultural displacements experienced by the Indians through their religious conversion, and the hierarchical suppression of native and Afro-Brazilian values. As the country celebrated the centenary of its independence, its postabolition whitening ideology took on material form in the urban development project that staged Latin America’s first World’s Fair. The book explores official efforts to reorganize space that equated modernization with racial progress. It also considers the ways in which black and blackened subjects mobilized their own spatial logics to introduce alternative ways of occupying the city. Leu unpacks how the spaces of the urban poor are racialized, and the impact of this process for those who do not fit the ideal models of urbanity that come to define the national project. To illuminate the causal mechanisms at work, Bowman offers a detailed comparison of Costa Rica and Honduras between 1948 and 1998. The case studies not only serve to bolster his general argument about the harmful effects of militarization but also provide many new insights into the processes of democratic consolidation and economic transformation in these two Central American countries.

Book excerpt: This book addresses the need to support decision-makers across Africa by promoting awareness of the importance of space technologies and data to African development through the presentation of existing examples where space supports education and healthcare, and by making recommendations for further roll-out of these efforts. This is necessary because of the enduring misconception that space-related research and expenditure competes with other, more pressing, needs on the continent, when in truth space can play a major role in meeting these needs. Accordingly, the book unpacks the United Nations Sustainable Development Goals (SDGs) 2030 and the critical needs they address in the African context. Secondly, it provides an analysis of the African higher education landscape and considers the network of higher education-related SDGs, their targets, and their indicators. Africa’s own development plan, Agenda 2063, is also explored. The African higher education landscape is then assessed by way of three models – the Space-Education Equation (SEE), the Benefits to Education by Space Transection (BEST), and the Enhanced Education for Sustainable Development Access and Success (EESDAS) model. The critical role of educational technologies and e-learning in bridging the educational access and success gap is appraised, as is the role of the space sector, and its technologies, applications, and data in African higher education. Finally, it explores e-health and provides an analysis of pertinent technologies required by e-health, past and present, and the opportunities and challenges it presents. Space technology can play a critical role in eliminating the barriers that are currently preventing e-health from playing a more significant role in a developing region such as sub-Saharan Africa.
