Book excerpt: One of the towering classics of twentieth-century French literature, Phantom Africa is a singular and ultimately unclassifiable work: a book composed of one man's compulsive and constantly mutating daily travel journal--by turns melodramatic, self-deprecating, ecstatic and morose--as well as an exhaustively detailed account of the first French state-sponsored anthropological expedition to visit sub-Saharan Africa. In 1930, Michel Leiris was an aspiring poet drifting away from the orbit of the Surrealist movement in Paris when the anthropologist Marcel Griaule invited him to serve as the 'secretary-archivist' for the Mission Dakar-Djibouti, a major collecting and ethnographic journey that traversed the African continent between May 1931 and February 1933. Leiris, while maintaining the official records of the mission, documenting the team's acquisitions and participating in the research, also kept a diary where he noted not only a given day's activities and events but also his impressions, his states of mind, his anxieties, his dreams and even his erotic fantasies. Upon returning to France, rather than compiling a more conventional report or ethnographic study, Leiris decided simply to publish his diary, almost entirely untouched aside from minor corrections and a smattering of footnotes. The result is an extraordinary book: a day-by-day record of one European writer's experiences in an Africa inexorably shaded by his own exotic delusions and expectations on the one hand, and an unparalleled depiction of the paradoxes and hypocrisies of conducting anthropological field research at the height of the colonial era on the other. Never before available in English translation, Phantom Africa is an invaluable document. If the book is 'a stone marking a bend on a path that is entirely personal', as Leiris himself described it years later, it is also a book whose broad canvas bears witness to the full range of social and political forces reshaping the African continent in the period between the World Wars.

Book excerpt: Tracing recent bouts of globalised Mugabephobia to Robert Mugabes refusal to be neoimperially penetrated, this book juxtaposes economic liberalisation with the mounting liberalisation of African orifices. Reading land repossession and economic structural adjustment programmes together with what they call neoimperial structural adjustment of African orifices, the authors argue that there has been liberalisation of African orifices in a context where Africans are ironically prevented from repossessing their material resources. Juxtaposing recent bouts of Mugabephobia with discourses on homophobia, the book asks why empire prefers liberalising African orifices rather than attending to African demands for restitution, restoration and reparations. Noting that empire opposes African sovereignty, autonomy, and centralisation of power while paradoxically promoting transnational corporations centralisation of power over African economies, the book challenges contemporary discourses about shared sovereignty, distributed governance, heterarchy, heteronomy and onticology. Arguing that colonialists similarly denied Africans of their human essence, the tome problematises queer sexualities, homosexuality, ecosexuality, cybersexuality and humanoid robotic sexuality all of which complicate supposedly fundamental distinctions between human beings and animals and machines. Provocatively questioning queer sexuality and liberalised orifices that serve to divert African attention from the more serious unfinished business of repossessing material resources, the book insightfully compares Robert Gabriel Mugabe, Thomas Sankara and Julius Kambarage Nyerere who emphasised the imperatives of African autonomy, ownership, control and sovereignty over natural resources. Observing Africans interest in repossessing ownership and control over their resources, the book wonders why so much, queer, international attention is focused on foisting queer sexuality while downplaying more burning issues of resource repossession, human dignity, equality and equity craved by Africans for whom life is not confined to sexuality. With insights for scholars in sociology, development studies, law, politics, African studies, anthropology, transformation, decolonisation and decoloniality, the book argues that liberal democracy is a faade in a world that is actually ruled through criminocracy.

Calls for a new international cultural order go back to decolonization. However, for decades, the issue has been treated as a matter of comity or been reduced to a Shakespearean dilemma: to return or not to return. Confronting Colonial Objects seeks to go beyond these classic dichotomies and argues that contemporary practices are at a tipping point. The book shows that cultural takings were material to the colonial project throughout different periods and went far beyond looting. It presents micro histories and object biographies to trace recurring justifications and contestations of takings and returns while outlining the complicity of anthropology, racial science, and professional networks that enabled colonial collecting. The book demonstrates the dual role of law and cultural heritage regulation in facilitating colonial injustices and mobilizing resistance thereto. Drawing on the interplay between justice, ethics, and human rights, Stahn develops principles of relational cultural justice. He challenges the argument that takings were acceptable according to the standards of the time and outlines how future engagement requires a re-invention of knowledge systems and relations towards objects, including new forms of consent, provenance research, and partnership, and a re-thinking of the role of museums themselves. Book excerpt: A new history of French social thought that connects postwar sociology to colonialism and empire In this provocative and original retelling of the history of French social thought, George Steinmetz places the history and development of modern French sociology in the context of the French empire after World War II. Connecting the rise of all the social sciences with efforts by France and other imperial powers to consolidate control over their crisis-ridden colonies, Steinmetz argues that colonial research represented a crucial core of the renascent academic discipline of sociology, especially between the late 1930s and the 1960s. Sociologists, who became favored partners of colonial governments, were asked to apply their expertise to such “social problems” as detribalization, urbanization, poverty, and labor migration. This colonial orientation permeated all the major subfields of sociological research, Steinmetz contends, and is at the center of the work of four influential scholars: Raymond Aron, Jacques Berque, Georges Balandier, and Pierre Bourdieu. In retelling this history, Steinmetz develops and deploys a new methodological approach that combines attention to broadly contextual factors, dynamics within the intellectual development of the social sciences and sociology in particular, and close readings of sociological texts. He moves gradually toward the postwar sociologists of colonialism and their writings, beginning with the most macroscopic contexts, which included the postwar “reoccupation” of the French empire and the turn to developmentalist policies and the resulting demand for new forms of social scientific expertise. After exploring the colonial engagement of researchers in sociology and neighboring fields before and after 1945, he turns to detailed examinations of the work of Aron, who created a sociology of empires; Berque, the leading historical sociologist of North Africa; Balandier, the founder of French Africanist sociology; and Bourdieu, whose renowned theoretical concepts were forged in war-torn, late-colonial Algeria.

Book excerpt: Probably the best known of all Phantom comics in the U.S.A., this series of 73 colour comics was published between Nov 1962 and Jan 1977, under three different publishers. The series began under the Gold Key label, published by K.K.Publications as a quarterly 12c comic. With issue #11 in 1965, the series changed to a bi-monthly. In 1966, the release schedule returned to a quarterly basis, and only lasted two more issues before the first change of publisher occurred. In total, there were 17 Phantom comics with the Gold Key label. All sported beautiful painted covers by George Wilson. Three of these covers are reported to have been painted by another unknown artist (#5, #12, #13). Most of the stories were adaptations of original Lee Falk newspaper strip stories, with new artwork by Bill Lignante. King Features Syndicate became the new publisher of The Phantom comics, releasing their first issue in September 1966 under the King Comics label. They continued the numbering sequence from the Gold Key series, labelling this issue #18. It was published as a 12c bi-monthly until issue #23 in mid-1967 when it changed to a monthly schedule. Issue #28 was the last to be published under the King Comics label (cover price 15c), only 6 issues into the monthly schedule. Of the 11 Phantom comics published by King, all but one of the stories were illustrated by Bill Lignante. The first two issues contained adaptations of older Lee Falk stories, and thereafter, the stories were original. Issue #25 contained a story entitled The Cold Fire Worshippers which was reprinted from the Italian comics series American Adventures published by Fratelli Spada, and drawn by Senio Pratesi. The cover artwork on the first three of these comics were by Bill Lignante, while all others appear to have been lifted directly from panels of Sy Barry's newspaper strips. The reigns of The Phantom comic were picked up again over a year later (February 1969), by Charlton Press using the Charlton Comics label. They continued with the same numbering sequence but skipped #29 and began with #30. This first issue featured uncredited artwork, but the covers and all but two of the stories in the next year of bi-monthly issues were by Jim Aparo. Issue #33 was the first to contain a story by Pat Boyette, and Bill Lignante was brought back to illustrate his last Phantom story which appeared in #35. From issue #39 onwards (August 1970), the cover and story artwork was exclusively by Pat Boyette. With only a handful of exceptions, each issue then contained three 7-page stories. The art and stories during this period can best be described as woeful. Despite a considerable volume of negative feedback from readers, Charlton persisted with Pat Boyette until #59 in December 1973. The declining sales must have struck a nerve with Charlton (who'd changed their name to Charlton Publications after #56), and the comic was revived six months later in #60 as The New Phantom. In their search for new artists and writers, Charlton first relied on stories from the Italian publisher Fratelli Spada, before introducing us to the work of Don Sherwood and ... more notably ... Don Newton. In total, Don Newton contributed six beautifully illustrated 22-page stories (#67, #68, #70, #71, #73, #74) complete with painted cover artwork, plus the cover for #69. Sales improved, but not enough to save the flagging title. The last issue of The Phantom comic was #74, in January 1977. A complete index of the individual stories in each issue of Charlton Comics is available HERE. An analysis of the circulation data and the cover price builds an interesting picture of how this series eventually failed. Cover price for the series commenced at 12c, and was raised to 15c from #34, 20c from #46, 25c from #60, and finally 30c from #70 -- this was common for all American comics at the time. At the same time, the number of comics being printed was gradually falling, but at a lesser rate than the number that were being sold. This graph shows what happened. By 1976, the paid circulation was less than 40%, compared with a peak of 65% in 1965. Not even the brilliant efforts of Don Newton were enough to save the title ... the damage had already been done. Simply put, the editors at Charlton were too slow to make the necessary corrections. The Phantom was subsequently absent from American newsstands, at least in comic book form, for the next 10 years. Book excerpt: In 1973, Yashev Raval wrote The Power of Wisdom, correctly pointing out that collusion between East and West had kept not only the balance of terror but provided the glue that kept geographic spheres of influence stable. Africa was part of that arena for global rivalry. With the collapse of the Union of Soviet Socialist Republics in 1991, the stifling grip the superpowers had exercised throughout the world was fundamentally altered. The transformation of the international security system, coupled with political democratization, allowed the partial reorganisation of the security establishments on the African continent to embark upon the New African Civil Military Relations (ACMR). In the last decade and half, the implosion of African states exposed to forces of democratization has escalated, manifest in Algeria, Egypt, Mali, Madagascar, Somalia, South Sudan, Central African Republic and Lesotho. At the heart of the states’ implosion has been weak, fragile and partisan defence and security institutions – a phenomenon that requires urgent research intervention to guide the much-needed reforms. In 2014, the Russian Academy of Sciences hosted the bi-annual African Studies Conference, with the lead author accorded the responsibility of organizing a Session on ACMR. From amongst some of the exciting Abstracts presented, authors submitted these as full chapters for this book which captures International African Studies Perspectives, managed by the African Public Policy & Research Institute (APPRI). This process was further facilitated by one of the presenters and now co-editor, Maj Henrik Laugesen from the Royal Danish Defence College, who agreed to lead on the fundraising – succeeding in securing support from the Royal Danish Defence College. The result is this book.
