The book explores how historical, political, ideological, economic, social, and cultural factors affected Nigeria's development and policies. Special attention is devoted to the development paradigms that influenced Nigerian development thinking, the national planning apparatus, nationalist ideology, and the role of world market and multinational corporations. Petroleum and Structural Change in a Developing Country concludes that Nigeria has experienced growth without change and that unless structural change is implemented, real development will remain elusive.

Available in PDF, EPUB and Kindle. Book excerpt: For a growing number of countries in Africa the discovery and exploitation of natural resources is a great opportunity, but one accompanied by considerable risks. Countries dependent on oil, gas, and mining have tended to have weaker long-run growth, higher rates of poverty, and greater income inequality than less resource-abundant economies. For these resource producing economies relative prices make it more difficult to diversify into activities outside of the resource sector, limiting structural change. Mining for Change: Natural Resources and Industry in Africa presents research undertaken to understand how better management of the revenues and opportunities associated with natural resources can accelerate diversification and structural change in Africa. It begins with essays on managing the boom, the construction sector, and linking industry to the major issues that frame the question of how to use natural resources for structural change. It reports the main research results for five countries-Ghana, Mozambique, Uganda, Tanzania and Zambia. Each country study covers managing the boom, the construction sector, and linking industry to the resource. Mining for Change argues that good policy can make a difference and sets out ideas for policy change and widening the options for structural change. . Available in PDF, EPUB and Kindle. Book excerpt: The Paradox of Plenty explains why, in the midst of two massive oil booms in the 1970s, oil-exporting governments as different as Venezuela, Iran, Nigeria, Algeria, and Indonesia chose common development paths and suffered similarly disappointing outcomes. Meticulously documented and theoretically innovative, this book illuminates the manifold factors—economic, political, and social—that determine the nature of the oil state, from the coherence of public bureaucracies, to the degree of centralization, to patterns of policy-making. Karl contends that oil countries, while seemingly disparate, are characterized by similar social classes and patterns of collective action. In these countries, dependence on petroleum leads to disproportionate fiscal reliance on petrodollars and public spending, at the expense of statecraft. Oil booms, which create the illusion of prosperity and development, actually destabilize regimes by reinforcing oil-based interests and further weakening state capacity. Karl's incisive investigation unites structural and choice-based approaches by illuminating how decisions of policymakers are embedded in institutions interacting with domestic and international markets. This approach—which Karl dubs "structured contingency"—uses a state's leading sector as the starting point for identifying a range of decision-making choices, and ends by examining the dynamics of the state itself.

Book excerpt: The rapid development of Pacific Asia over the past twenty years offers an excellent opportunity to analyze the dynamics of economic growth. Trade and Structural Change in Pacific Asia explores the nature and causes of changes that have occurred in the economic structure of Pacific Asia, the relationship between these changes and economic growth, and the implications of these changes for trading relationships. Themes in the research reported here includes the sectoral composition of output and trade; rates of structural change in production and exports and their relation to economic growth; the effect of abundant resource endowments on industrialization and manufactured exports; the nature of the mix between active government policies and market forces; and the balance between demand-determined and supply-determined industrialization and exports. Many of the issues explored have important implications for United States foreign economic policy, and the volume includes a look at the basic economic and political forces influencing shifts in United States trade policy in the postwar period. A timely and informative analysis, the volume probes the causes and consequences of economic growth in Pacific Asia, focusing on the interaction of exports of manufactured goods and the developmental process. The results reported contribute to ongoing research in structural change and economic policy and will be important to economists working on empirical patters in international trade and the process of economic development.

Book excerpt: This book presents a critical analysis of how oil and gas exploitation - with huge negative impacts on environment, development, and human security - has constructed a disturbing terrain of civil agitation, state repression, violent conflicts, and insecurity within Nigeria. Drawing on the nature and content of public policy and corporate social responsibility practices, the book interrogates the conflicts' communal and regional dimensions in terms of causality, dynamics, and interventions. In presenting strategies and mechanisms for resolving the diverse dimensions of the resource conflicts, it charts the way towards sustainable development and conflict transformation - two issues which would remain germane to the resource conflict resolution discourse in the specific case of the Niger Delta and beyond.
