The current study was an exploration of successful treatment foster families from the perspective of professionals. Concept mapping, a mixed methods research design which involves participants generating ideas and stating the relationship between those ideas, was utilized in this study. Data collection occurred in two phases, idea generation and statement structuring. Participants included professionals employed with a private, not-for-profit agency who provide support to treatment foster families as part of their regular job duties. There was a total of 33 participants in the idea generation phase of data collection and 21 participants in the statement structuring phase of data collection The Concept Systems CS Global MAX TM proprietary software was used to collect and analyze the data. Findings of this study suggest that professionals view treatment foster family success as a combination of the treatment foster parents' parenting skills, qualities the treatment foster family possesses, supports the foster youth needs from the treatment foster family, supports the treatment foster family needs from others, and the match between the foster youth and treatment foster family. Additional research regarding treatment foster family success is needed and future research should include the perspectives of treatment foster families and treatment foster youth.

Book excerpt: Foster care is a fundamental component of the child welfare system. Traditionally, foster care has been viewed as the primary mechanism for caring for children placed outside of their home, and is considered one of the central intervention strategies for child welfare practitioners. Foster care services are regularly recommended for children who are abused and neglected. In 2011, there were an estimated 401,000 youths in foster care and approximately 646,000 youth were served by the foster care system. Yet, despite the importance of foster care to child welfare, social work literature in general, and child welfare literature specifically, is devoid of a well-defined, conceptual framework for what success in foster care really means, from the perspective of those most impacted: foster youth. This study delineated a conceptual domain for successful foster care, from the perspective of teens in foster care, and explored differences in this conceptualization, based on maltreatment type. Method: This study utilized a sample of youth, currently in foster care in Kentucky and employed a mixed-method approach known as Concept Mapping (CM). CM combines multi-dimensional scaling with hierarchical cluster analyses to form factors relevant to an area of study. This method allowed for foster youth to actively be involved in the study, and is suited to delineate a conceptual framework for defining success in foster care. Results: Data were analyzed utilizing The Concept Systems proprietary software. Results indicate that teens in foster care conceptualize success based on four distinct clusters: Social Work, Foster Parent(s), Foster Agency, and Foster Youth. Further, based on rating analyses, participants in foster care for abuse (to include physical and sexual), did not conceptualize success differently when compared to youth in foster care for neglect. Conclusion: This study revealed that success is a complex, multi-faceted construct. Youth in this study conceptualized success based on a number of distinct deas. Stakeholders involved with foster care research, programming, and policy development must take into account this multi-dimensional conceptualization. Further, this study demonstrated that foster youth are able to take part in research studies, and should be involved in foster care research and programming endeavors.

This study examined the views and experiences of foster parents who care for children in foster care with behavior problems, explored foster parents' relations with biological parents and child welfare services, and explored foster parents' view of mental health professionals who work with children with behavior problems. Using a qualitative research methodology, the researcher conducted face-to-face interviews with 14 foster parents from one foster family agency in the Los Angeles County. Findings revealed that many times it is difficult for foster parents to know how to care for children with challenging behavior problems. This study also revealed that the majority of foster parents have positive relations with child welfare workers and challenging relationships with children's biological parents. Lastly, this study revealed that foster parents have a difficult time understanding the therapeutic process of mental health professionals who provide services to the children. These results can help social workers and policy makers in providing support and implement better training to foster parents in order to reduce multiple placements of children in foster care.

Book excerpt: Each year tens of thousands of teenagers are released from the foster care system in the United States without high school degrees, homes, or strong family relationships. Two to four years after discharge, half of these young people still do not have either a high school diploma or equivalency degree, and fewer than ten percent enter college. Nearly a third end up on public assistance within fifteen months, and eventually more than a third will be arrested or convicted of a crime. In this richly detailed and often surprising exploration of the foster care system, Betsy Krebs and Paul Pitcoff argue that the existing foster care system sets teens up to fail by inadequately preparing them for adult life. They contend that the primary goal of foster care for teenagers should be preparation for a fully productive adult life, and that current policies and practice are misguided.
