Available in PDF, EPUB and Kindle. Book excerpt: This report presents findings of a 1985 national study of the local school board. Information was gathered from case studies in nine major metropolitan areas, questionnaires administered to over 200 school board chairpersons, and literature on board governance. Chapter 1 offers an overview and questionnaire results. Chapter 2 summarizes major findings. The historical role of school boards is discussed in chapter 3. Chapter 4, on the working board, interprets challenges faced in developing operating structures. The board-superintendent relationship is explored in chapter 5. The report probes, in chapter 6, issues confronting boards. Board members' and citizens' satisfactions and dissatisfactions with board service and practices are analyzed in chapter 7. The need for increased attention to board development for individuals and for boards is stressed in chapter 8, along with recommendations. The final chapter presentes 15 indicators of an effective board. Major findings are that citizens support the ideal of local governance of education through school boards, but not necessarily the board of their own community. Despite this approval, the public knows little about boards' functioning. States' increased visibility in education creates further confusion about responsibilities. Difficulties are forecast as student populations diversify and management becomes more complex. Local governance needs informed support from communities. Thirty-nine references are included. (CJH)

Available in PDF, EPUB and Kindle. Book excerpt: The importance of positive board/superintendent relationships cannot be understated. The need to balance competing political pressures to create the best possible learning opportunities for students is ever present. Most importantly, board/superintendent relationships should be cultivated with openness and transparency among each other and the public. This book is a resource for both board members and superintendents, and explores issues related to the board/superintendent relationship and superintendent hiring practices. The book includes contributions from experienced and new superintendents and board members on a wide range of topics that boards and superintendents must navigate together successfully in order to move districts in a positive direction for students, staff, parents, and communities. This book is unique in that the intended audience is both boards and superintendents. It is not a resource wherein “experts” tell board members how they should conduct board business, nor a resource that informs superintendents how to “manage” school boards. Instead, the book promotes and encourages a productive working relationship and partnership that moves school districts forward in a positive manner.

This revised edition... provides the information and tools necessary to successfully evaluate all types of educational leaders and improve both individual and organizational performance. Incorporating the 10 Dimensions of Leadership, this field-tested resource is based on research, theory, and best practices in leadership, organizational effectiveness, and personnel evaluation. The author, a national expert on educational leadership and accountability, focuses on three critical concepts of leadership: the dramatic impact of leadership on student achievement, equity, and staff morale; the role of both personal predispositions and acquired knowledge skills on effectiveness; and how evaluation can be used to improve performance instead of merely rendering an assessment...This updated edition includes new features such as: sample hallmarks of performance excellence; practical insights into the distinction between evaluating and assessing leaders; a new leadership assessment and coaching tool for providing confidential feedback to senior leaders; examples of real-world applications. By implementing this multidimensional leadership assessment system, school districts can improve teaching, learning, and leadership at every level!"--Publisher's website.

Book excerpt: Growing discontent with the performance of educational institutions is common in the USA today and little is being done to address the real problem - that of the need to reform and restructure the entire educational system. A key issue in this reform is the training and development of leaders in educational administration; as experienced "leaders" retire, so new professionals are called to assume the mantle of the "old hands" and vital new opportunities exist for those willing to take up the challenge.; This vitally practical text is about the selection, preparation and professional development of aspiring school leaders over the course of their careers, concentrating on ways to increase their overall effectiveness - particularly in changing times. It looks at changes that have been made and considers what can be adapted from existing systems in order to make radical improvements for those in leadership positions.; It is intended for use by postgraduate students in education, teacher trainings, heads of education faculties and teachers in leadership positions, school board members and aspirant superintendents.

This book introduces a top-down power mechanism called defined autonomy, a concept that focuses on district-defined, nonnegotiable, common goals and a system of accountability supported by assessment tools. Defined autonomy creates an effective balance of centralized direction and individualized empowerment that allows building-level staff the stylistic freedom to respond quickly and effectively to student failure.
