Book excerpt: This synthesis report will be of interest to department of transportation ( DOT) administrators, planning supervisors, managers, and staffs, as well as to planning consultants that work with them. It provides information for practitioners interested in the results of attempts to apply multimodal considerations at the statewide level and identifies key research findings. It covers post-ISTEA (Intermodal Surface Transportation Efficiency Act of 1991) processes and projects and both passenger and freight activities. The report examines the application of three multimodal aspects: alternatives, modal mix, and integration into three statewide planning functions, which include state planning, corridor studies, and financing, budgeting, and programming. The emphasis is on implementation. This report of the Transportation Research Board documents processes and research currently under development, using three approaches: a literature review, results of a survey of state DOTs, and five case studies. It cites the following states with exemplary practices in multimodal/intermodal transportation based on a 1998 report by the policy research project at the University of Texas on Multimodal/ Intermodal Transportation: Florida, Minnesota, Oregon, Pennsylvania, Virginia, Washington, and Wisconsin.

Book excerpt: Two conferences on Refocusing Transportation Planning for the 21st Century were held in 1999 following passage of the Transportation Equity Act for the 21st Century (TEA-21). The first conference focused on the identification of key trends, issues, and general areas of research. The results of Conference I, which produced stand-alone products, were used as input for Conference II. The second conference had the specific objective of producing research problem statements. Its mission was to review the results of the first conference by developing these statements. Conference II produced a number of detailed research statements that form the basis for the National Agenda for Transportation Planning Research. The proceedings of both conferences are presented in this report.

Book excerpt: A multi-disciplinary approach to transportation planning fundamentals The Transportation Planning Handbook is a comprehensive, practice-oriented reference that presents the fundamental concepts of transportation planning alongside proven techniques. This new fourth edition is more strongly focused on serving the needs of all users, the role of safety in the planning process, and transportation planning in the context of societal concerns, including the development of more sustainable transportation solutions. The content structure has been redesigned with a new format that promotes a more functionally driven multimodal approach to planning, design, and implementation, including guidance toward the latest tools and technology. The material has been updated to reflect the latest changes to major transportation resources such as the HCM, MUTCD, HSM, and more, including the most current ADA accessibility regulations. Transportation planning has historically followed the rational planning model of defining objectives, identifying problems, generating and evaluating alternatives, and developing plans. Planners are increasingly expected to adopt a more multi-disciplinary approach, especially in light of the rising importance of sustainability and environmental concerns. This book presents the fundamentals of transportation planning in a multidisciplinary context, giving readers a practical reference for day-to-day answers. Serve the needs of all users Incorporate safety into the planning process Examine the latest transportation planning software packages Get up to date on the latest standards, recommendations, and codes Developed by The Institute of Transportation Engineers, this book is the culmination of over seventy years of transportation planning solutions, fully updated to reflect the needs of a changing society. For a comprehensive guide with practical answers, The Transportation Planning Handbook is an essential reference.

Book excerpt: Federal planning legislation and regulations now mandate that state departments of transportation and metropolitan planning organizations consider the needs of freight when planning and programming transportation investments. While there are standard techniques used to forecast the movement of people, less attention has been paid to forecasting freight movements, and there are consequently fewer standardized techniques that state and local agencies can adapt to their local situation. This Toolkit is designed to provide transportation planners with the information they need to prepare forecasts of freight transportation by highlighting techniques successfully developed by state agencies across the country.

Book excerpt: TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. TR News 303 features an article on Interregional Travel: A New Perspective for Policy Making. A video about the research is now available: At the 2016 TRB Annual Meeting, January 10-14, 2016, a session entitled Interregional Travel: Policymaking from a New Perspective was webcast live. These videos provide an overview of various components of the project. Introduction: Part 1: Overview of Project Scope Part 2: Data and Information Needs Part 3: Intercity Bus Operations Question and Answer Session Presenters: Tom Deen Nancy McGuckin Joe Schweiterman Moderated by: Martin Wachs
