Book excerpt: Over the last decades, the most striking changes made by the World Bank and other development institutions are their commitments to improve the quality of governance and most importantly fighting corruption and focusing more on the developing Countries. Driven by case studies that developmental deficiencies in the developing Countries are due to the crisis of governance (seeKhan, 2002); As a result of this, good governance and democracy became a very comparative and embracing ideal admired by most Countries in the World, and has grown rapidly to become a major concern in analysis of what is missing in Countries struggling for economic and political developmentthe developing Countries (Nigeria). Although issues concerning governance failure and corruption vary within Country to Country; nevertheless, researchers have adopted the concept (Good Governance) as a means of enhancing development and exploring institutional failures (seeGrindle, 2010). The issue of good governance is now a major concern, and without good governance, arguably, the developing Countries (Nigeria) have little or no chance to progress. The two words again-democracy and governanceare interwoven in the framework that is the mechanism of political dialogue across the globe. In theory, this book will examine the relationship between democracy and good governance, by critically analyzing the concepts. This book is divided into two sectionsThe first section of this book will attempt to pin down these concepts: democracy and good governance to their manifestations on ground, using Nigeria as a case study. It will be argued in this paper, that there is no doubt that the transition from military to democratic government in 1999, marked a new beginning of democratic governance in Nigeria. However, Nigerias democracy has remained unstable since the Country returned to democratic form of governance. The political terrain and governing procedures has been characterized by corruption. This first section will argue that corruption has undermined democracy and have had grave implications for good (democratic) governance in Nigeria. In comparison with theoretical arguments, this paper will argue that the Nigerias practical scenario ironically portray the theory, due to the menace of corruption. In summary, this section will focus on corruption as a means of exclusion (deficit), and as a stumbling block in the development of Nigerias good (democratic) governance from a nominal to a practical one, and further conclude that the vast discrepancy between Nigerias nominal democracy and corrupt governance practices show that it is much easier to talk the talk, than it is to walk the walk. That is to say, good governance is easier to deliberate in theory, than to effect in practice, looking at the case of Nigeria. Nevertheless, with the few steps that have been taken in the last decade or so of democracy, and the unending and continuous efforts put forward by the present administration, one can expect further improvement in the years to come. The essays brought together in the second section of this book represent a selection of my further contribution to the continuing discussion about the position of public policy and governance in todays world. It tackles issues concerning public administration, public policypolicy implementation, and governance around the globe.

They also emphasize that democracy provides the bedrock for good governance; and succinctly positing democracy and good governance to be inter-related in such a way that the absence of one spells doom for the other. Grassroots Democracy: A Theoretical Discourse Awotokun depicts that grassroot democracy is a mass participatory democracy, which encourages good governance, as people are deeply involved in the governance processes. He opines that it doesn’t only take the government closer to the people but also enables the government to know and serve them better. He emphasizes that unsustainable grassroot democracy can invariably lead to failed democracy. Conceptual Analysis of Accountability and Transparency in Governance Adeyemo and Ihemeje reveal the concept of accountability in the ethics of governance provoke several meanings ranging from responsibility, responsiveness, answerability, enforcement, blameworthiness, liability and other associated terms. They however argue that Governance in its broad context goes beyond leadership and control of people and properties. Also, claims were made on the appearance of transparency in making organizational bodies visible; hence Gerry Stoker theoretical framework was established to furnish the subjects. They further opine that the barriers in Governance viz-a-viz accountability and transparency, and as such, the duo suggested robust principles to enhance better performance viz; public accountability, publicly understandable and acceptability and by extension a comprehensive strategies. This paper examines the concepts of democracy and governance and their affinity or otherwise in our society. It is divided into five parts viz: the introduction, concept of democracy, concept of governance, the relationship between democracy and governance and finally the conclusion.

Available in PDF, EPUB and Kindle. Book excerpt: Questions surrounding democracy, governance, and development especially in the view of Africa have provoked acrimonious debates in the past few years. It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development. Yet, none of the theories and reasons proffered so far seems to have provided enduring solutions to Africa’s diverse complex problems and predicaments. This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.

Book Synopsis The Mild Voice of Reason by : Joseph M. Bessette
Download or read book The Mild Voice of Reason written by Joseph M. Bessette and published by University of Chicago Press. This book was released on 1994 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, many Americans and more than a few political scientists have come to believe that democratic deliberation in Congress—whereby judgments are made on the merits of policies reflecting the interests and desires of American citizens—is more myth than reality. Rather, pressure from special interest groups, legislative bargaining, and the desire of incumbents to be reelected are thought to originate in American legislative politics. While not denying such influences, Joseph M. Bessette argues that the institutional framework created by the founding fathers continues to foster a government that is both democratic and deliberative, at least to some important degree. Drawing on original research, case studies of policymaking in Congress, and portraits of American lawmakers, Bessette demonstrates not only the limitations of nondeliberative explanations for how laws are made but also the continued vitality of genuine reasoning on the merits of public policy. Bessette discusses the contributions of the executive branch to policy deliberation, and looks at the controversial issue of the proper relationship of public opinion to policymaking. Informed by Bessette's nine years of public service in city and federal government, The Mild Voice of Reason offers important insights into the real workings of American democracy, articulates a set of standards by which to assess the workings of our governing institutions, and clarifies the forces that promote or inhibit the collective reasoning about common goals so necessary to the success of American democracy. "No doubt the best-publicized recent book-length work on Congress is columnist George Will's diatribe in praise of term limits in which the core of his complaint is that Congress does not deliberate in its decision-making. Readers who are inclined to share that fantasy would do well to consult the work of Joseph M. Bessette. He turns up massive amounts of material attesting to the centrality of deliberation in congressional life."—Nelson W. Polsby, Presidential Studies Quarterly
