Book excerpt: Over the last decades, the most striking changes made by the World Bank and other development institutions are their commitments to improve the quality of governance and most importantly fighting corruption and focusing more on the developing Countries. Driven by case studies that developmental deficiencies in the developing Countries are due to the crisis of governance (seeKhan, 2002); As a result of this, good governance and democracy became a very comparative and embracing ideal admired by most Countries in the World, and has grown rapidly to become a major concern in analysis of what is missing in Countries struggling for economic and political developmentthe developing Countries (Nigeria). Although issues concerning governance failure and corruption vary within Country to Country; nevertheless, researchers have adopted the concept (Good Governance) as a means of enhancing development and exploring institutional failures (seeGrindle, 2010). The issue of good governance is now a major concern, and without good governance, arguably, the developing Countries (Nigeria) have little or no chance to progress. The two words again-democracy and governanceare interwoven in the framework that is the mechanism of political dialogue across the globe. In theory, this book will examine the relationship between democracy and good governance, by critically analyzing the concepts. This book is divided into two sectionsThe first section of this book will attempt to pin down these concepts: democracy and good governance to their manifestations on ground, using Nigeria as a case study. It will be argued in this paper, that there is no doubt that the transition from military to democratic government in 1999, marked a new beginning of democratic governance in Nigeria. However, Nigerias democracy has remained unstable since the Country returned to democratic form of governance. The political terrain and governing procedures has been characterized by corruption. This first section will argue that corruption has undermined democracy and have had grave implications for good (democratic) governance in Nigeria. In comparison with theoretical arguments, this paper will argue that the Nigerias practical scenario ironically portray the theory, due to the menace of corruption. In summary, this section will focus on corruption as a means of exclusion (deficit), and as a stumbling block in the development of Nigerias good (democratic) governance from a nominal to a practical one, and further conclude that the vast discrepancy between Nigerias nominal democracy and corrupt governance practices show that it is much easier to talk the talk, than it is to walk the walk. That is to say, good governance is easier to deliberate in theory, than to effect in practice, looking at the case of Nigeria. Nevertheless, with the few steps that have been taken in the last decade or so of democracy, and the unending and continuous efforts put forward by the present administration, one can expect further improvement in the years to come. The essays brought together in the second section of this book represent a selection of my further contribution to the continuing discussion about the position of public policy and governance in todays world. It tackles issues concerning public administration, public policypolicy implementation, and governance around the globe.

It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development. Yet, none of the theories and reasons proffered so far seems to have provided enduring solutions to Africa’s diverse complex problems and predicaments. This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.

Book excerpt: The year 1999 was a watershed in the history of Nigeria as it witnessed the peaceful transfer of power from the military to the political class. Given Nigerias tumultuous history of successive military interventions, this development was the first genuine transition that saw the military elite transferring political power to civilians without itching to stage a comeback. This edited volume, composed of 22 chapters discusses the form, trajectory and substance of democratic governance in post-military Nigeria between 1999 and 2014. It is a compilation of well researched essays and narratives on Nigerian government and politics. The book is a multi-disciplinary assessment of Nigerias democratic strides, including contributions from scholars in a broad range of disciplines such as history, sociology and anthropology, political science, economics, international relations, among others. The book examines the factors responsible for the resilience of the current democratic governance structures, in spite of centripetal and centrifugal forces frustrating democratic consolidation in the country. It equally interrogates these factors and makes appropriate recommendations for overcoming them. Key themes covered in the book in the Boko Haram insurgency, governance and corruption, militancy, sharia law, Islamic banking amongst others. It sheds light on contending issues affecting, afflicting and retarding the countrys progress. Issues like ethnicity, electoral corruption, human rights abuses, privatization of national assets, kidnapping and armed robbery, overbearing leadership personality and many more are critically discussed. Local government autonomy and the challenges of grassroots development and civil service administration are also thoroughly analysed. Democratic Governance and Political Participation in Nigeria 1999-2014 is a detailed, exhaustive, deep, stimulating and captivating narrative of the Nigerian situation. It is enthusiastically recommended for those who wish to know more about contemporary Nigerian history. As a collection of contemporary issues on the Nigerian government and politics, the book is recommended for courses in politics and governance in Nigeria in particular and Africa in general. It is an invaluable companion for both graduate and undergraduate students as well as scholars of African politics.

Book excerpt: There is a paradoxical relationship between democracy and development in Nigeria. In the twenty years of electoral democracy, poverty, inequality, unemployment, underemployment and insecurity have increased. The hopes of citizens that democracy would lead to improved living standards have been dashed. Social justice and inclusive sustainable development have also been elusive. The economy has remained dependent on 2 primary sectors - agriculture and oil - and low value added services. The aspiration that by 2020, Nigeria would become one of the twenty leading economies in the world has not been achieved, the political elite have captured the state for personal gains and unsurprisingly, Nigeria remains one of the most corrupt countries in the world.

As good governance improves, national security also improves, in that challenges to national security become lesser and lesser in such a society. It concludes that for most of Africa, this is not happening fast enough. Thus, creating fertile grounds for their citizens, especially the youths, to resort to self-help measures, some of which include violence and militancy. These have further complicated the issues of national security, good governance and democracy in Africa. Praise for the Book This book is a must read. Dr. Dan Mou, a world-class trained political scientist, who has served at various ministries and parastatals in Nigeria before retirement, has made stunning revelations. Lead Times Africa Magazine. Book excerpt: Research Paper (undergraduate) from the year 2008 in the subject Politics - International Politics - Topic: Development Politics, grade: none, University of Jaume I, language: English, abstract: In contemporary time, democracy has turned out to be the most supported political tool for development and social change, which has attained near global acclaim and admiration by many world leaders. Although it is contestable, the reasons for this vary. First, democracy has gained acceptability as a form of government based on equity and justice. Secondly, it purports to uphold the rule of law, and as well, guarantee the preservation of human rights. As it is assumed that effective strategies adopted and properly implemented by a nation have the tendency to accelerate progress in the development of the said nation, this work examined some strategies for sustainable development in Nigeria. It highlighted existing strategies for development in the country, examined progress and challenges in implementing the strategies, and further identified measures which when adopted and implemented, will likely change the social, economic, and political condition of the country for economic growth and sustainable development.
