Book excerpt: Marion Reiser, Everhard Holtmann Local independent lists as political actors are a common phenomenon on the local level in many European countries – in established Western democracies as well as in the ‘new’ democracies in Central and Eastern Europe. In some West European countries, these non-partisan groups have been an established and stable element in the local political system for decades. Ty- cally, they understand themselves as protectors of a harmonious factual political style. In their opinion, good local politics is not compatible with party politics so they consequently perceive themselves as non-parties. During the last two d- ades, presence and success of local lists have steadily increased in these co- tries. Furthermore, during the last years local lists emerged also in countries which had been formerly fully party-politicised on the local level. Explanations offered for these developments are often based on the observation of a general decline of trust in established parties and politicians. Hence, it has been argued that the disenchantment with political parties is a fertile ground for local lists. For the Central and East European countries, this argument can be - ployed only to a certain extent. Local lists established themselves in the early 1990’s as important actors on the local level especially due to a lack of party organisation in the process of democratic consolidation.

It shows how the survival of PMs in chief executive office depends on their interrelations with other actors in three different arenas. The first arena encompasses the linkages between PMs and their parties. In this respect, being a party leader is a major power resource for PMs to retain office even under critical circumstances. At the heart of the second arena is the PMs’ relationship to other parliamentary parties. In this regard, the high fragmentation and fluidity of many post-communist party systems pose enormous challenges for PMs to secure constant parliamentary support. In the third arena, PMs are confronted with state presidents. Given their relatively strong powers in most CEE countries, presidents may use their constitutional powers to interfere in the political domain of PMs and thus jeopardise the stability of party governments. Book excerpt: The Strain of Representation assesses and explains the extent to which political parties across Europe as a whole have succeeded in representing diverse voters. The authors note two important features of the European political landscape that complicate the task of assessing party representation and that require its reassessment: First, the emergence of new democracies in post-Communist Central and Eastern Europe point to the possibility that representation is not only differentially achieved in West and East but may also be attained by different mechanisms. Second, parties in both West and East must now seek to represent voters that are increasingly diverse, specifically between partisan and independent supporters. The book refers to the challenges of representation of diverse voters as 'the strain of representation'. The evidential basis for the empirical analysis are expert surveys conducted in 24 European countries on party positions that have been merged with other available data on voters, party characteristics, and country conditions. The results point to both the representational capacities of parties in West and East and to the strain that parties face in representing diverse voters.
