All of the charts presented were obtained directly from the states for this publication. A brief history is presented of the organization of state highway departments. Recent reorganization proposals in a number of states indicate a growing awareness of the fact that a properly designed organizational structure, with a logical grouping of functions and a minimum amount of sub-division, permits an effective management job with a minimum administrative staff. These organization charts are presented with the increasing recognition of the need for giving constant study to the organizational structure.
