Book excerpt: These past years, the media have focused public attention on malpractice in the field of organ donation, with the risk of forgetting that organ donation provides an extraordinary hope of saving lives and gives a splendid example of human solidarity. Transplantation was made possible by the development of scientific and medical knowledge together with the dedication of skilled teams throughout Europe. The shortage of organs and tissue is the key factor for all the problems within the system: the size of the European Union will help to deal with this reality and requires the cooperation of medical teams, dispatching organisms and public health authorities at the European level. The transparency of a faultless organization, from the technical and ethical points of view will increase the public's support of organ donation and decrease organ shortage. The development of the European Union, resulting in free movement within the international market, makes harmonisation of the donation system unavoidable. From the Introduction by Magda de Galan, Belgian Minister of Health.

Book excerpt: In May 2007, the European Commission issued a communication relating to organ donation and transplantation. This made a number of proposals for actions which were designed to help increase the supply of donor organs across the EU. The two major elements were: first, the introduction of a directive aimed at setting standards for the quality and safety of organ donation and transplantation across the EU; and, second, the establishment of an action plan for closer cooperation between Member States in sharing experiences and best practice. This Report brings together evidence relating to the Commission's proposals and draws conclusions about their merits. It also sets out evidence received about a range of matters relating to organ donation which are not within Community competence but which are of central relevance to the shortage of organs for donation: the Organ Donation Taskforce's recent recommendations for the re-organisation of the health infrastructure in the UK; and the proposal, by the Chief Medical Officer for England, that current legislation in England should be changed in order to create a "presumed consent" or "opt-out" system for organ donation in place of the existing "opt-in" system. The Committee's conclusion is that the proposals set out in the Commission's communication would help to raise the numbers of organs available for transplantation as well as the overall safety and quality of those organs. The proposed directive should not be overly bureaucratic and should not inhibit the application of expert clinical judgement and informed patient choice.

Book excerpt: Organ transplantation is a much-discussed subject, and the importance of living organ donation is increasing significantly. Yet despite all efforts, too few donor organs are available to help all patients in need. This book analyses whether the national legal regulations are also partly responsible for the organ shortage in the Member States of the European Union. In addition to a detailed analysis of the various national regulations, the main arguments in favour of and against legal restrictions on living organ donation are considered. Furthermore, the European Union’s authority is investigated, namely, whether it is entitled to establish statutory provisions for the Member States with respect to a harmonized regulation of living organ donation. Based on the results of the analysis, the author establishes a Best Practice Proposal for living organ donation.

Book excerpt: This 5th Edition of the Guide to the quality and safety of organs for transplantation collates updated information to provide professionals identifying organ donors, transplant co-ordinators managing the donation process and transplant physicians responsible for organ allocation and utilisation with a useful overview of the most recent advancements in the field. This guide is intended to provide easy-to-use information and guidance to all professionals involved in donation and transplantation of organs so as to maximise their quality and to minimise risks and, thereby, improve the success rate of transplants. The guide applies to the donation and transplantation of organs of human origin for therapeutic purposes. It covers important ethical principles that must always be respected in any donation and transplantation procedure, guidance on the assessment of donors to prevent the transmission of infectious, malignant or other diseases, recent views on donor management, as well as state-of-the-art information to ensure the quality and safety of organs during the multiple relevant procedures that take place from donation to transplantation. The guide makes reference to EU mandatory requirements where appropriate and describes generally-accepted good practice. New information relating to quality and safety standards for tissues and cells for human application are now separately published in the Guide to the quality and safety of tissues and cells for human application

Book excerpt: This supplement to Transplant International contains the Proceedings of the successful 5th Congress of the European Society for Organ Transplantation held in Maastricht from 7-10 October 1991. Of 827 abstracts submitted to the congress, 548 were selected by the Scien tific Committee for either oral or poster presentation. Of these 548 presenta tions, the guest editors selected 212 full papers for publication in this book. Two aspects are important where proceedings are concerned-the quality of the papers and the speed of publication. I thank our authors and guest editors, whose combined expertise has given us a guarantee of quality. I also thank our editorial and production teams for their tremendous efforts to hasten editing, proofreading, printing, and publication. In particular, I would like to express my gratitude to Maurits Booster, M.D., and Sylvia van Roosmalen for their assist ance and support in seeing this supplement through to completion. As a concession to time, we have waived some of our stringent rules of style and limited our correspondence with authors by, for example, page proofs being reviewed and corrected in house only. This enables us to publish two months earlier but has the disadvantage that, given the allotted time, we have not been able to ensure that each and every article has an abstract, nor that every "i" has been dotted in the reference lists or in the addresses/institute affiliations of all the authors.

Book excerpt: The European Union Committee report on increasing the supply of donor organs within the EU (HL 123-I, session 2007-08, ISBN 9780104013168) welcomed the EU Commission's communication, believing the proposed actions would increase the number of organs available for transplantation as well as the overall safety and quality of those organs. The report also dealt with matters outside Community competence, but of central relevance to the shortage of organs for donation. This Government response to the conclusions and recommendations contains chapters on: shortage of donors across the EU; the proposed EU directive relating to organ quality and safety; organisation of organ donation and transplantation services; patient care issues - organ donors and recipients; alternative forms for donor consent; ethnic and cultural aspects; the views of faith groups.

Available in PDF, EPUB and Kindle. Book excerpt: 'Organ and Tissue Donation for Transplantation' is a unique book bringing together detailed analyses of the problems surrounding organ and tissue donation. The increasing number of organs that can be transplanted and the rising number of patients on waiting lists have reached the point where availability of organ donors has surpassed the immunological problems as the major challenge for transplantation. In direct response to these problems, this book addresses all aspects of organ and tissue donation and the methods used to increase donation. 'Organ and Tissue Donation for Transplantation' examines the many different approaches, both at legislative and individual levels, to improve donor rates. The inclusion of a technical section considers the practical aspects of donation and testing to prevent the transmission of disease for living organ donation, cadaver organ donation and tissue and bone marrow donation. Legal and social aspects are considered extensively, as are the various strategies used around the world to increase organ donation, from the United States and Australia, to Spain and the rest of Europe. This book will prove to be an invaluable guide for all transplant co-ordinators, organ procurement agencies, transplant units and intensive care units where knowledge of organ and tissue donation is required.

Book excerpt: Trafficking in human organs is an emerging criminal activity which presents a clear danger to both individual and public health, while breaching human rights and fundamental freedoms. The Council of Europe Convention against Trafficking in Human Organs seeks to protect individual rights by addressing this illegal act from a criminal law perspective. The Convention aims to tackle this crime both at national and international levels by harmonising national legislation, identifying the various offences that constitute trafficking in human organs and laying down the foundation for more efficient cross-border co-operation. It also covers preventive measures and the legal situation of the victims. Wide accession to the Convention is essential in the fight against a crime that is, more often than not, transnational in scope.
