Book excerpt: Excerpt from The Russians at the Gates of Herat In my "Russian Advance Towards India," published in 1882, I made these remarks: - "In my writings on Russia I try to be impartial. I know I have a greater love for Russia, the country of my youth, and a better appreciation of the Russian people, than the so-called 'Russophile' traders in politics, who lauded her indiscriminately in 1877, from motives of self or party interest, and abandoned her afterwards to false attacks; and the public know, from my writings, that I am a vigilant and anxious observer of the Russian advance toward India. I am thus, I suppose, both a Russophile and a Russophobe. As for my local opinions, my youth was passed in a country which has no political parties corresponding with our Liberal and Conservative factions, and does not want them; while my studies have led me to survey politics from the standpoint of one who considers himself more in the light of a citizen of the English Empire - of that great empire that embraces the five empires of England, of Canada, of Australia, of South Africa, and of India - than merely a Liberal or Conservative Englishman of Lesser England only. Being, in this sense, an Imperialist, and a non-party writer, I claim immunity from any charge of unduly favouring Liberal or Conservative policy in my remarks on the Central Asian Question. Book excerpt: Excerpt from A Thousand Years of Russian History There are few people in England, probably, who have not read some book or article on Russia, and some aspects of the life of that country are well known to English people; yet it is not too much to say that great ignorance prevails about Russia as a whole. The thing lacking is a knowledge of history, for history alone explains the present by the past, and offers the right vantage ground from which to view the great drama in action at this time. History alone will explain, for example, why Russia is so irresistibly drawn towards Constantinople, and why so much blood has been shed in vain attempts to gain possession of the latchkey to her own front door which the Western Powers have prevented her again and again from getting into her hands. The ancient story of Oleg the Wise hanging his shield on the gate of Byzantium in 911 is a symbol of Russia's policy. A knowledge of, history will also enable the reader to understand the living bond which exists between Russians and Balkan Slavs, who are all members of the same race and of the same Church, and how this bond has always reasserted itself when the weaker brothers had reason to call upon the stronger for help against Turkish Moslems. There are also other vital points which have to be ex plained before Russia's political position can be rightly understood; for the mighty Russian Empire has not been built in a day - from a small beginning and by a number of different processes it has grown to its present dimensions. The Dnieper runs south, passing by Kief, and empties in the Black Sea, near Odessa. The Dwina runs northward, seeking the icy Arctic, which it enters by way of the \vhite Sea near Archangel. The Diina takes a westerlv course towards the Gulf of Riga where it empties near the city of that name. Of greater importance are the small streams which feed Lakes Ladoga and Onega, because they connect Central Russia with the Baltic Sea by means of the Neva. European Russia is usually divided into four zones or belts, from the character of the soil and the nature of its productions; their general direction is from south west to northeast. In the north, as a Screen against the Arctic blast, is the policssa or forest region, densely covered with lindens, birches, larches, and sycamores, with oaks on the southern fringe. These forests are invaluable to Russia where, in the absence of mountains, stone is scarce. The houses are built of wood, and fires are of common occurrence. Both lumber and fuel are supplied by these forests which originally extended to Novgorod, Moscow, and Jaroslaf. The increase in population together with the growing demand for lumber, have caused extensive clearings; but the area covered by the forests is so large, that the supply is well-nigh inexhaustible. Book excerpt: Excerpt from Free Russia Svobodnaya Rossia - Free Russia-is a word on every lip in that great country; at once the Name and Hope of the new empire born of the Crimean war. In past times Russia was free, even as Germany and France were free. She fell before Asiatic hordes; and the Tartar system lasted, in spirit, if not in form, until the war; but since that conflict ended, the old Russia has been born again. This new country - hoping to be pacific, meaning to be Free - is what I have tried to paint. My journeys, just completed, carried me from the Polar Sea to the Ural Mountains, from the mouth of the Vistula to the Straits of Yeni Kale, including visits to the four holy shrines of Solovetsk, Pechersk, St. George, and Troitsa. My object being to paint the Living People, I have much to say about pilgrims, monks, and parish priests; about village justice, and patriarchal life; about beggars, tramps, and sectaries; about Kozaks, Kalmuks, and Kirghiz; about workmen's artels, burgher rights, and the division of land; about students' revolts and soldiers' grievances; in short, about the Human Forces which underlie and shape the external politics of our time. Two journeys made in previous years have helped me to judge the reforms which are opening out the Japan-like empire of Nicolas into the Free Russia of the reigning prince. Book excerpt: Excerpt from Russia's Power of Attacking India IN the Spring of this year I wrote these words in The Russians at the Gates of Hem: Let me make the appeal that, if you thoroughly appreciate the'importance of preserving Herat, you will not Simply content yourself with silent acquiescence. The press and the platform are open to you to give publicity to your support, and if you have means you can help in the dissemina tion of pamphlets to keep alive public feeling to the danger of the Russian advance. I have never rejected anyone's co-opera tion in the sacred task of safeguarding India from the menace from the north, and gratefully place on record the encourage ment which has been given to my efforts by the sympathy con veyed to me by my readers. With your help I may be able to do more than I am doing; without it, I remain just as determined as ever not to allow Russia to have Herat while my tongue and my pen can prevent it. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Russia of the Russians The fundamental difference between Russian and English history is the difference between the great plain and the island. English history tells of the upbuilding by an island people of the greatest maritime empire in the world. Russian history tells how a people whose original home lay between the slopes of the Carpathians and the Dnieper gradually, with toil, pain and effort, secured possession of the greatest plain in the world and so created the broadest of land empires. There are curious analogies, striking points of resemblance in the process of empire-building in both countries. But the fundamental difference between the island and the plain, between a sea and a land empire makes itself constantly felt, and largely accounts for striking differences between the two nations in character, social structure and political development. The island constitutes a secure physical basis for national effort. It guarantees seclusion and privacy. It renders intercourse with the outside world dependent far less on the will of outsiders than on the islanders themselves. The island nation is largely protected against outside interference. It is in a much better position than continental nations to concentrate its energies on ques ions of internal development. Its social structure is compact and highly organised. Imperial expansion beyond the seas does not alter the essential characteristics of the structure, it only throws them into greater relief. In thinking of the British Empire one thinks primarily and mainly of England. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. It lays no claim to be either exhaustive or even of any practical use to the serious student of the Russian Evolution. It is written for the ignorant, and with the object of helping them to decide whether they wish to take an interest in what is now happening in Russia, or not. I cannot take them into the house and show them all over it from floor to ceiling with the knowledge and authority of a master-builder all I can do is to open a small window and ask them to look through it and observe certain things, pointing out how far these things are typical of the whole and my hope is that the glimpses I have given them will enable them to decide whether they wish to go and knock at the front door and investigate for themselves. Those who confound the Russian Nation with the Bureaucratic System by which she is governed, will be inclined to dispute a number of apparently improbable facts which I have cited in order to bring out the character of Contemporary Tsardom. It is my duty to put them on their guard against such generous impulses. This book is not a pamphlet, but an account of the general conditions prevailing at the out break of the Russian Revolution. In these, the personal action of the Executive - Tsar, Princes, Ministers, and Generals - is the capital factor. Analysis of this Execu tive was, therefore, incumbent on me, by juxtaposition of the most typical facts relating to its action. The facts do not make pretty reading. But they are authentic, historical, exact. And it is facts alone that are of importance. The personages themselves are uninterest ing, and I regard them merely as the casual actors of a historic part. From this standpoint, therefore, I discuss them freely, solely in view of the accuracy of the picture I have drawn of contemporary Russian politics.
