Download or read book Nuclear Non-proliferation written by Robert L. Beckman and published by Routledge. This book was released on 2019-03-08 with total page 319 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the Nuclear Non-Proliferation Act of 1978 and other stringent non-proliferation laws that seek to tighten U.S. nuclear export criteria and strengthen the international non-proliferation regime. It juxtaposes efforts of nuclear managers with those of reformers who remain intent on strengthening safeguards to prevent horizontal proliferation. Dr. Beckman looks at the development of the Atoms for Peace program, the mindset that grew up along with it, and the shifts in congressional thought about the promise and problems of the peaceful nuclear fuel cycle.

This book was released on 2012-02-06 with total page 110 pages. Available in PDF, EPUB and Kindle. Book excerpt: The worldwide expansion of nuclear energy has been accompanied by concerns about nuclear weapons proliferation. If sited in states that do not possess nuclear weapons technology, some civilian nuclear technologies could provide a route for states or other organizations to acquire nuclear weapons. Metrics for assessing the resistance of a nuclear technology to diversion for non-peaceful uses-proliferation resistance-have been developed, but at present there is no clear consensus on whether and how these metrics are useful to policy decision makers. In 2011, the U.S. Department of Energy asked the National Academies to convene a public workshop addressing the capability of current and potential methodologies for assessing host state proliferation risk and resistance to meet the needs of decision makers. Proliferation Risk in Nuclear Fuel Cycles is a summary of presentations and discussions that transpired at the workshop-held on August 1-2, 2011-prepared by a designated rapporteur following the workshop. It does not provide findings and recommendations or represent a consensus reached by the symposium participants or the workshop planning committee. However, several themes emerged through the workshop: nonproliferation and new technologies, separate policy and technical cultures, value of proliferation resistance analysis, usefulness of social science approaches. The workshop was organized as part of a larger project undertaken by the NRC, the next phase of which (following the workshop) will be a consensus study on improving the assessment of proliferation risks associated with nuclear fuel cycles. This study will culminate in a report prepared by a committee of experts with expertise in risk assessment and communication, proliferation metrics and research, nuclear fuel cycle facility design and engineering, international nuclear nonproliferation and national security policy, and nuclear weapons design. This report is planned for completion in the spring of 2013.

Book excerpt: The U.S. President and nearly all his critics agree that the spread of nuclear weapons and the possibility of their seizure and potential use is the greatest danger facing the United States and the world. Looking at the way government and industry officials downplay the risks of civilian nuclear technology and materials being diverted to make bombs, one would get almost the opposite impression. In fact, most governments have made the promotion of nuclear power's growth and global development a top priority. Throughout, they have insisted that the dangers of nuclear weapons proliferation are manageable either by making future nuclear plants more "proliferation-resistant" or by strengthening International Atomic Energy Agency safeguards and acquiring more timely intelligence on proliferators. How sound is this view? How useful might civilian nuclear programs be for states that want to get nuclear weapons quickly? Are current International Atomic Energy Agency nuclear safeguards sufficient to block military nuclear diversions from civilian programs? Are there easy fixes to upgrade these controls? How much can we count on more timely intelligence on proliferators to stem the further spread of nuclear weapons? This volume taps the insights and analyses of 13 top security and nuclear experts to get the answers. What emerges is a comprehensive counternarrative to the prevailing wisdom and a series of innovative reforms to tighten existing nuclear nonproliferation controls. For any official, analyst, or party concerned about the spread of nuclear technology, this book is essential reading.
