The report reviews electro-optic (E-O) modulators, especially the zero-gap directional coupler. A nonlinear material with a reliable coefficient of 10 pm/V was needed. That was never achieved, therefore, after four years the CRDA was cancelled.

It is shown that a conducting cladding layer for the rectangular waveguides could significantly improve the operation performance of nonlinear optical, poled polymer waveguides.
