The other greenhouse gases, notably methane (CH ), nitrous 4 oxide (N 0), HCFCs, HFCs and tropospheric ozone and its precur 2 sors nitrogen oxides (NO), carbon monoxide (CO) and volatile organic compounds (VOCs), may appear collectively to be of equal importance for global warming but have attracted less attention. Nevertheless, a comprehensive approach to climate change respon se, taking into account all sources and sinks of all greenhouse gases, is explicitly allowed in the Framework Convention on Clima te Change. The Netherlands' policy on climate already addresses all greenhouse gases. In order to stimulate the development of international climate policy on this subject, the Dutch Ministry of Housing, Physical Planning and Environment supported the initative of organizing an international symposium on the science and policy of the non-C0 greenhouse gases. An important rationale behind 2 this initative was recognizing that for the non-C0 greenhouse 2 gases, abatement options are available that do not only address other environmental problems but that also do not require the major structural changes in society that an effective CO policy 2 may.

This book is the second volume in this area and addresses three main topics. Firstly, it documents progress with respect to our knowledge of the sources and sinks of NCGGs. Information on this subject is essential in order to reduce the uncertainties in national emissions inventories which serve as the reference values for commitments of countries in the framework of the Kyoto Protocol. Secondly, this volume deals with the control options for the NCGGs and contains a wealth of information in this area. Emerging technologies here provide business opportunities, in particular in connection with the flexible mechanisms for mitigation projects in developing countries which have been agreed in Kyoto. Thirdly, the book treats the policy implementation of mitigation options for greenhouse gas emissions. National integrated approaches, including the ones from the United States Environmental Protection Agency and the Netherlands Ministry of Environment which both sponsored the conference, provide guidance for defining the most effective greenhouse gases mitigation plans in different situations. GHGT-4 was different from its predecessors in that it included all greenhouse gases, not only CO2, and all issues which could contribute to the mitigation of the greenhouse problem - technical, economic and political. The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources. During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem. These proceedings contain ideas for starting demonstration projects and for making better use of the power and flexibility of market measures. The Energy Information Administration of US has forecasted that only in the first two decades of the 21st century, our energy demand will increase by 60% compared to the levels at the end of the 20th century. Fossil fuels have been traditionally the major primary energy sources worldwide, and their role is expected to continue growing for the forecasted period, due to their inherent cost competitiveness compared to non-fossil fuel energy sources. However, the current fossil energy scenario is undergoing significant transformations, especially to accommodate increasingly stringent environmental challenges of contaminants like sulfur dioxide, nitrogen oxides or mercury, while still providing affordable energy. Furthermore, traditional fossil fuel utilization is inherently plagued with greenhouse gas emissions from combustion, especially carbon dioxide from stationary sources as well as from mobile sources. Should worldwide government policies dictate a reduction of greenhouse gas emissions, such as proposed by the Kyoto Protocol and the implementation of carbon taxes, fossil fuels would lose their significant competitive appeal in favor of nuclear energy and renewable energy sources. However, the current non-fossil fuel energy share of the worldwide energy market is merely below 15%, and therefore, it is more likely that fossil fuel energy producers would adapt to the new requirements by developing and implementing emission control technologies, and emission trades among other strategies.

Although not the most powerful greenhouse gas, carbon dioxide (CO) drives climate 2 change due to the enormous volumes of this gas pumped into the atmosphere every day. Produced in almost equal parts by the transportation, industrial and energy-generating sectors, atmospheric CO concentrations have 2 increased by about 50% over the last 300 years, and according to some sources are predicted to increase by up to 200% over pre-industrial levels during the next 100 years. If we are to reverse this trend, in order to prevent significant environmental change in the future, action must be taken immediately. While reduced use of fossil fuels (through conservation, increased efficiency and expanded use of renewable energy sources) must be our ultimate goal, short to medium term solutions are needed which can make an impact today. Various types of CO storage techniques have been proposed to fill this 2 need, with the injection of this gas into deep geological reservoirs being one of the most promising. For example this approach has the potential to become a closed loop system, whereby underground energy resources are brought to surface, their energy extracted (via burning or hydrogen extraction), and the resulting by-products returned to the subsurface.

Understanding these differences may provide for a more informed debate regarding potential policy approaches. However, multiple factors play a role in determining impacts, including alternative design elements of a GHG emissions reduction program, the availability and relative cost of mitigation options, and the regulated entities' abilities to pass compliance costs on to consumers. Three primary variables drive a state's human-related greenhouse gas (GHG) emission levels: population, per capita income, and the GHG emissions intensity. GHG emissions intensity is a performance measure. In this book, GHG intensity is a measure of GHG emissions from sources within a state compared with a state's economic output (gross state product, GSP). The GHG emissions intensity driver stands apart as the main target for climate change mitigation policy, because public policy generally considers population and income growth to be socially positive. The intensity of carbon dioxide (CO2) emissions largely determines overall GHG intensity, because CO2 emissions account for 85% of the GHG emissions in the United States. As 98% of U.S. CO2 emissions are energy-related, the primary factors that shape CO2 emissions intensity are a state's energy intensity and the carbon content of its energy use. Energy intensity measures the amount of energy a state uses to generate its overall economic output (measured by its GSP). Several underlying factors may impact a state's energy intensity: a state's economic structure, personal transportation use in a state (measured in vehicle miles travelled per person), and public policies regarding energy efficiency. The carbon content of energy use in a state is determined by a state's portfolio of energy sources. States that utilise a high percentage of coal, for example, will have a relatively high carbon content of energy use, compared to states with a lower dependence on coal. An additional factor is whether a state is a net exporter or importer of electricity, because CO2 emissions are attributed to electricity-producing states, but the electricity is used (and counted) in the consuming state. Between 1990 and 2000, the United States reduced its GHG intensity by 1.6% annually. Assuming that population and per capita income continue to grow as expected, the United States would need to reduce its GHG intensity at the rate of 3% per year in order to halt the annual growth in GHG emissions. Therefore, achieving reductions (or negative growth) in GHG emissions would necessitate further declines in GHG intensity.
