The seas have long played a vital role for the Japanese, helping to support the economic and social life of a nation that possesses few resources and little arable land, and sustain a population that has nearly tripled in the last century. Fish are a distinctive feature of the Japanese diet, constituting nearly half of all animal protein consumed – the highest rate in the world. The industry itself has provided an impetus for coastal community growth and national economic development over the past century, while fisheries have worked their way into Japanese culture and customs, serving as a dominant symbol in traditional arts and folklore. This book explores the overarching rationale that motivated Japanese international fisheries policy throughout the post-war period until today, highlighting the importance of international fisheries to Japan and the stature this resource has occupied as a national interest. It provides a comparative view of Japanese foreign policy at various ocean conferences, treaty negotiations, bilateral diplomatic initiatives and other maritime relations that constitute ocean policy over half a century, and investigates the domestic constituents of national policy. Roger Smith argues that the rationale for international fisheries policy may be best viewed as deriving from Japan’s unique defence strategy for its national interests: comprehensive security. Encompassing non-military elements and most importantly defence of economic interests, Japan’s international fisheries policy provides an interesting case study of how comprehensive security is conceptualised and carried out. This book examines the concept of “reconstructive postmodernism,” a perspective that has emerged from a normative approach to international relations that emphasizes the need to democratize and humanize the secularistic civilizations based on the reconstruction of spirituality and religiosity. The author shows how Cuong De had great hopes that imperial Japan would advance the cause of Vietnamese independence from France, especially during the Japanese occupation of Vietnam in 1941-5. But these hopes were disappointed as Japan's Indochina policy gave primacy to Japan's own economic and strategic self-interest. This book provides many fascinating insights into the development of Vietnamese nationalism and the long, harsh struggle for independence, from the perspective of an interesting and undeservedly neglected figure.

Book excerpt: English summary: Images of war dancers enliven the third-century Shuryo-mon kyo bronze mirror in the Tokyo National Museum.The dancers are celebrating the great "Eastern Campaign" of Jimmu Tenno, Japan's legendary first emperor, according to the authors' detailed analysis and archaeological documentation. The mirror's images match, point by point, Jimmu's victorious campaign as described in the eighth-century accounts of the Kojiki and Nihon shoki. It follows that, contrary to the prevailing view, the written legend too goes back to the actual historical events, and that Jimmu Tenno, the founder of Japan as a country and of its ruling dynasty, was a historical figure who lived in the later third century of our era. Other mirrors, paintings, and rock-carvings of the Kofun Period (250-600) also depict Jimmu's deeds and myths: The Goroyama paintings record Jimmu's victory at Tomi, the Takaida drawings his Yamato campaign, and the "Sea-Dance" mirrors reflect the help he got from the sea gods. Works of art of this period even portray Amaterasu as Jimmu's main goddess, they show Jimmu's journey as Hikohohodemi to the palace of the sea god, his woman-shaman Sarume, his Wani sea steed, and the monkey god Sarutahiko. Some hitherto missing parts of ancient Japanese myth are thereby recovered and for the first time early Shinto religion is richly illustrated. As for military history, these works of art offer wealth of information and illustration about Japanese warfare from a time long before that of the Samurai. Altogether, this study (120 pages, 47 figures in the text, 16 color plates) greatly contributes to our knowledge of Japanese history, art, and religion by revealing that the previously nebulous, legendary beginnings of Japan, are historical events, firmly set in time and place, and colorfully recorded by images from those times. Published by the German Archaeological Institute, this is a scholarly, archaeological work. It deliberately sidesteps the political issue, that nevertheless will arise: Jimmu Tenno is the idol of Japan's rightwingers. His rule was a point of faith until 1945, when he was "massacred." A country once heralded for evolving a superior form of capitalism and seemingly ready to surpass the United States as the world’s largest economy lost its way in the early 1990s. The bursting of the bubble in 1991 ushered in a period of political and economic uncertainty that has lasted for over two decades. There were hopes that the triple catastrophe of March 11, 2011—a massive earthquake, tsunami, and accident at the Fukushima Daiichi nuclear power plant—would break Japan out of its torpor and spur the country to embrace change that would restart the growth and optimism of the go-go years. But several years later, Japan is still waiting for needed transformation, and Brad Glosserman concludes that the fact that even disaster has not spurred radical enough reform reveals something about Japan's political system and Japanese society. Glosserman explains why Japan has not and will not change, concluding that Japanese horizons are shrinking and that the Japanese public has given up the bold ambitions of previous generations and its current leadership. This is a critical insight into contemporary Japan and one that should shape our thinking about this vital country.
