Available in PDF, EPUB and Kindle. Book excerpt: Until recently, the study of legislative leadership has been the study of men. Scholars have taught students that legislative leadership is transactional, a kind of competitive bargaining procedure to broker particular interests. When Women Lead: Integrative Leadership in State Legislatures brings to light the important contributions that women as legislative leaders make to the institutions in which they operate. Cindy Simon Rosenthal shows us how (and where) women are "integrating" the ranks of the legislative hierarchy, a forum in which they have been all but absent. She also argues that women are "doing leadership" in an innovative, inclusive style that subtly redefines both the appearance and meaning of political leadership. Contradicting the assumption that legislative leadership is inherently transactional, Rosenthal posits an integrative style emphasizing collaboration, shared problem-solving, and consensus. Further, she argues that women committee chairs come to their roles from different life experiences, and so employ motivations, tactics, and visions of leadership that differ in important ways from their male counterparts. Her findings suggest that women tend to see political leadership as something more than the act of satisfying particular interests. This study of women who chair state legislative committees examines one of America's largest cohorts of women in institutional leadership roles, thus making an important contribution to our understanding of gender, organizational leadership, and state legislatures. Rosenthal ably demonstrates that legislatures are not gender-neutral and that legislative leadership must be understood within a gendered context. Numbers and power therefore constitute critical variables throughout this study. While stereotyping has not disappeared in some states, women across the country--as illustrated in When Women Lead--are effectively redefining the framework and the assumptions central to political leadership in other locales.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook provides a sweeping overview of U.S. campaign and election reform efforts, past and present, from the introduction of the secret ballot to touch-screen voting. Emphasizing the major electoral reforms since 2000, this second edition of Campaign and Election Reform investigates the development of the American electoral system from colonial times to the present. It chronicles efforts to expand suffrage, reform campaign financing, and prevent vote fraud, and traces the development of election technology from the paper ballot to the lever voting machine, from the punch-card ballot to the optical-scan and touch-screen systems. The book also explores alternative voting systems, such as preference voting and proportional representation, and compares the U.S. electoral process with the voting systems of selected European democracies. Campaign and Election Reform, Second Edition is essential reading for any citizen who wants to understand the U.S. electoral system, what's wrong with it, and how it might be fixed.

Book excerpt: The Washington Information Directory (WID) is a "directory," with a unique profile - it is topically organized, and within the taxonomic structure the relevant organizations are listed not only with contact information but with a brief paragraph describing what the organization (whether government or non-governmental) does related to that topic. It focuses on Washington - in order to be listed, an organization must have an office in the Washington metropolitan area. These descriptions are not boilerplate advertising material from the organizations; rather, they are hand-crafted by a talented freelance research team. In addition, WID pulls together 55 organization charts for federal agencies, congressional resources related to each chapter topic, hotline and contact information for various specific areas of interest, and an extensive list of active congressional caucuses and contact details. WID has two appendices, one with thorough information on congresspersons and committees, and the second with governors and embassies.
