Book excerpt: The master plan for the Naval Air Station Norfolk, is one of eleven individual master plans dealing with a major activity at Naval Base Norfolk. Complete master plan documentation for the Naval Base Norfolk Complex consists of two volumes. Volumes I addresses the Naval Base as a single geographic entity and considers planning concerns from a base-wide perspective. It addresses items such as land use planning, utility systems support, and the transportation network, none of which can be adequately covered from an individual activity viewpoint. Volume II is comprised of the eleven individual activity master plans which deal with only those planning matters that are unique to the activity and its operational domain. Several functions on the Naval Air Station impose constraints on planning and facility use on adjoining military activities within the Naval Base Norfolk Complex as well as the adjacent civilian residential areas. Facilities Planning System (SFPS) and recommends future land uses and a systematic plan for upgrading, replacing, and constructing facilities over a five-year time frame. This master plan aslo examines the long term requirements of the Air Station, including its expansion potential.

The hub of NSC activity is located on the waterfront in facilities situated with W143 with intermixed Naval Station and Public Works Center Norfolk functions and facilities. Naval Base Norfolk owns, and therefore controls the land (Class 1 Property), NSC owns the majority of the facilities (Class 2 property) it uses exceptions being the facilities at NAS and administrative space in a couple of NAVSTA Norfolk facilities. Naval Fuel Terminal Craney Island is located on the west side of the Elizabeth River, across from Naval Base Norfolk. The activity is composed of 873 acres of land with 2.9 million barrels of fuel storage and 2900 feet of berthing at the fueling pier and fueling wharf. The Naval Fuel Terminal Yorktown is located in New York County, Virginia, at the mouth of the York River approximately 20 miles from the Naval Base Complex. The activity includes 110 acres of land, 1.3 million barrels of fuel storage and 600 feet of berthing at the fueling pier.

The master plan is a guide for orderly development of Naval Amphibious Base (NAB) Little Creek to meet mission requirements: The plan supports the ships assigned to Little Creek in the FY 1992 Amphibious Ships Homeporting Plan. These ships include the new LSD-41 class which is nearly 60 feet longer than current LSD's. The plan shows the facility, road and utility support required for the 12,887 military and civilian personnel authorized for FY 1990. New units like SEAL Team 8 and the LCAC Assault Craft Unit Four are responsible for significant growth over the current population of 10,800 personnel. The previous master plan for NAB (approved in 1979) was based on an FY 1987 projection of 9,040 total civilian and authorized military billets.

The military activities in Iceland are located primary along the southwest coast on the Reykyanes Peninsula with three small radar stations located on the northwest, northeast and southeast coasts. The main activity is at Keflavik, which supports the airport complex and most command headquarters. H1A, H2A, H3A, and H4A are radar sites, Naval Security Group Acitvity, Keflavik and Communication Station Receiver site are located in the northwest corner of the Agreed Area, Grindavik is a transmitter communications site, and the POL depot facilities are located at Hvalfjordur and Helguvik. The objective for the U.S. Naval Complex, Iceland master plan is to provide a realistic and orderly long-range development plan for the U.S. Navy at its shore facilities in the country of Iceland. The plan provides a land use scheme as a guide for future development and identifies sites for all significant programmable facility requirements to support the mission and tasks of each activity which comprises the Naval Complex in Iceland. The master plan is based on requirements generated by the most recent Shore Facilities Planning System (SFPS) documents which were generated as part of this update. The proposed land use plan allocates sufficient areas to site all basic facility requirements. This master plan addresses all the U.S./NATO military facilities in Iceland for which the U.S. Naval Air Station is the host activity.
