French agreement to the new proposals was a defining event in the evolution of its post-Cold War relationship with the Alliance. Germany feels that traditional nonproliferation means have served the West well so far and there is no hurry to develop more offensively oriented operations. The United Kingdom continues to advocate for a comprehensive political and military approach to the issue of WMD proliferation.
