Available in PDF, EPUB and Kindle. Book excerpt: This book explores the largely neglected issue of responses to the US Strategic Defence Initiative (SDI, or the 'Star Wars' missile defence programme) across NATO. The chapters here explore the reactions of different Western allies to the announcement of the SDI in 1983 and especially the 1985 invitation to participate. While existing studies have explored the origins of the American programme and the role it may have played in ending the Cold War, this volume breaks new ground by considering the impact of the SDI on transatlantic relations in the 1980s. Based on newly available archival sources, this volume re-evaluates the responses of eight NATO member-state governments, as well as the Soviet leadership, to the SDI. In addition to looking at ‘top-down’ governmental reactions, the volume also explores the ‘bottom-up’ response to the SDI of civil society and peace activists on both sides of the Atlantic. The volume examines how the American initiative – derisively named ‘Star Wars’ by its detractors – provoked a crisis in relations with its allies during the final decade of the Cold War and how those tensions within NATO were ultimately resolved. This book will be of much interest to students of Cold War history, strategic studies, foreign policy and international history.

Available in PDF, EPUB and Kindle. Book excerpt: The Strategic Defense Initiative (SDI) to develop a ballistic missile defense (BMD) system has both short-range and long-range risks as well as potential benefits. For the most part, however, strategic, technological, and political issues relevant to SDI have been analyzed in isolation from one another. This book provides a more inclusive framework for assessing the possible development and deployment of a BMD system by the United States or the Soviet Union. Contributors discuss the risks for arms race stability, probable reactions of the Soviet Union to any U.S. space-based defense system, and implications for the stability of extended deterrence commitments to NATO European allies. They also evaluate Soviet research and development programs in missile defense that must be considered in any extrapolation of the requirements for U.S. deterrence in the next several decades.

Available in PDF, EPUB and Kindle. Book excerpt: The Nuclear and Space Talks revolutionized arms control. The Cold War endgame commenced with the umbrella negotiations’ that linked START and INF negotiations to a regulation on the weaponization of space. This volume reveals a US grand strategy to replace deterrence with a collective security order. An entente of the superpowers was needed to transform bipolarity. The US planned the replacement of mutually assured destruction by mutually assured security. A global astrodome was to protect a nuclear disarmed world. The Franco-German special relationship in European affairs had to be amended by a US-SU special relationship to replace classic bloc politics. The Reagan Administration planned a global zero agenda, a joint development of a global protective system and a creation of a Common House of Europe. In brief, the superpowers prepared ‘the velvet revolution’ that eliminated the Cold War structures. Neither containment nor convergence offers a valid explanation of the Cold War endgame. Co-creation is the key to decipher the end of the Cold War. NATO Europe challenged the transformation of bipolarity. The European NWS resisted to a multilateralization of strategic arms control. In Europe the classic Cold War thinking survived the fall of the Iron Curtain. European conservatism contributed to the geopolitical catastrophe of the first order: the downfall of the Soviet Union. The Reagan Administration developed a Grand Strategy to end the Cold War. The US-SU co-creation of an astrodome was meant to ease a global zero agenda. A global collective security structure under the United Nations was to replace deterrence. The superpower project collapsed due to the penetration of US decision-making by NATO Allies. The European NWS totally objected to a multilateralization of strategic arms control to preserve their relative position in the international system.

Book Synopsis NATO's Anti-tactical Ballistic Missile Requirements and Their Relationship to the Strategic Defense Initiative by : David Rubenson
Download or read book NATO's Anti-tactical Ballistic Missile Requirements and Their Relationship to the Strategic Defense Initiative written by David Rubenson and published by RAND Corporation. This book was released on 1987 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report attempts to structure the broad range of issues affecting the potential development of anti-tactical ballistic missile (ATBM) systems by evaluating the relationship among NATO's potential needs for ATBMs, the technologies under development in the Strategic Defense Initiative (SDI) program, and the political constraints in the Federal Republic of Germany (FRG), where ATBMs would be deployed. The authors conclude that planners attempting to improve NATO's air defenses and those attempting to advance SDI research goals are faced with distinctly different problems. Since NATO's requirements have little connection to SDI, an ATBM system intended to advance SDI goals must be based almost entirely on SDI objectives and could cause controversy in the FRG. Conversely, the limited systems of most interest to NATO stand outside the political debate.

Book excerpt: Hughes presents a comprehensive view of European attitudes toward the controversial Strategic Defense Initiative (SDI). Discusses major issues raised by Europeans, analyses arguments, and examines the often voiced European objection that SDI might encourage war fighting rather than maintain deterrence. Also illuminates the new threat posed by missiles in the hands of more nations that will possess them by the mid-1990s. Concludes by discussing the possibility that the Soviets in particular may find such defenses to be in their own interest.

Available in PDF, EPUB and Kindle. Book excerpt: Missile Defenses and Western European Security is an important contribution to the current debate on how new weapons initiatives will affect prospects for world peace. Soofer generously sprinkles the book with relevant quotes from high-ranking NATO officials, respected academicians, and military policy experts, thus enhancing the readers understanding of the subject. Friday Review of Defense Literature The NATO alliance has come under increasing strain since President Reagan's announcement of plans for the strategic defense initiative (SDI) in March 1983. This study examines the logic underlying Western European reactions to SDI and assesses the validity of European anxieties about missile defenses. Systematically analyzing the positions of France, Britain, and West Germany on the full spectrum of NATO defense issues, the author attempts to determine whether strategic and tactical missile defenses can in fact contribute to U.S. and Western security. In his introduction, the author traces the history of NATO's doubts concerning the strategic nuclear guarantee, which were frequently expressed after the Soveits' first successful missile launches in the late 1950s. He next looks at Western European reactions to the SDI announcement and NATO's strategic thinking on deterrence and escalation. He discusses the relation between arms control considerations and the strategic defense initiative, focusing on NATO fears that SDI would lead to the abrogation of the 1972 ABM Treaty and with it the end of the arms control process. Turning to antitactical missile defense, Soofer argues that despite political opposition, there exists a substantial strategic rationale for missile defenses deployed in Western Europe. Offering clarification and new perspectives on many complex defense issues. Missile Defenses and Western European Security will be an important contribution to the current debate on how new weapons initiatives will affect prospects for world peace. This timely book is for specialists, students, and academics in the fields of strategic studies, peace studies,, arms control, diplomacy, and international relations.
