Book excerpt: This book analyses European foreign policy as the activity of the European Union (EU) as a global actor and explores its efforts to raise its visibility in Southeast Asia through its relations with the Association of Southeast Asian Nations (ASEAN) and Myanmar. Contributors examine the EU’s engagement in a process of dynamic consolidation of its relationship with Asia and the Pacific region. They shed light on how interregional relations with ASEAN and interactions with Myanmar can be viewed as a perfect opportunity to promote the EU’s presence in the region. Chapters examine the EU’s efforts to inspire Myanmar to connect with security cooperation and Myanmar’s engagement with the EU to diversify its foreign relations with China. The book also explores the extent to which the EU has failed regarding the Rohingya crisis and whether the EU’s effort to support the peace process in Myanmar has been beneficial. A timely and important contribution to the growing literature on the EU’s role in the world and its relations with East and Southeast Asia, this book will be of interest to academics in the field of International Relations, European Politics and Foreign Policy, Comparative Regionalism, East Asian and Southeast Asian Studies.

Book excerpt: In this paper, we address the question of market integration of Myanmar with the Association of Southeast Asian Nations (ASEAN) and its other top trading partners. Focusing on agricultural trade, we use indicators – ‘Trade Potential’ and ‘Competition Indices’ to assess the nature and extent of the integration. This study highlights the exports of Myanmar which are competitive in the ASEAN markets and have high export potential. A higher trade potential with lower competition (value or volume) would indicate an opportunity for higher returns for agricultural producers. In the case of Myanmar, “dried legumes and beans,” “crustaceans,” “frozen fish,” “other oilseeds,” “maize,” and “preserved fruits and nuts” are identified as high-potential exports with lower competition in ASEAN markets which can be targeted for trade expansion. Finally, to demonstrate the upward movement in the value chain, possibly due to quality upgradation, we present the dynamics of the unit value of Myanmar’s agricultural exports.

Available in PDF, EPUB and Kindle. Book excerpt: The grim state of the Myanmar economy in the second half of the 1980s forced the previous government of the Burma Socialist Programme Party to liberalize its external and internal trade. Since the military coup following political chaos in the later part of 1988, Japan, the European Community and the United States have suspended new economic aid to Myanmar. This has led to the present military government, the State Law and Order Restoration Council (SLORC), to work towards closer cooperation in diplomatic and trade relations with other Southeast Asian countries and to further liberalize its trade sector. This study explores and analyzes Myanmar's external trade and its trade relations with Southeast Asian nations, many of which are members of the Association of Southeast Asian nations (ASEAN), and raises issues and prospects of economic cooperation with neighbouring countries in the region, including the option for active participation in ASEAN.

Available in PDF, EPUB and Kindle. Book excerpt: During the past decade, ASEAN has shifted its focus from political and military security to economic co-operation and development. Although this change may ease the integration of the four mainland Southeast Asian nations -- Vietnam, Laos, Myanmar, and Cambodia into ASEAN, there remain significant challenges to forge a workable and united ten-member ASEAN. This book examines many of the economic, political, and institutional issues confronting the enlarged regional grouping. The volume is organized into three sections based on the perspectives of the region, subregion, and the newer members. It not only addresses ASEAN's enlargement but also contributes to the debate on ASEAN's shifting role in the twenty-first century.

Available in PDF, EPUB and Kindle. Book excerpt: The Rohingya of Myanmar are one of the world’s most persecuted minority populations without citizenship. After the latest exodus from Myanmar in 2017, there are now more than half a million Rohingya in Bangladesh living in camps, often in conditions of abject poverty, malnutrition and without proper access to shelter or work permits. Some of them are now compelled to take to the seas in perilous journeys to the Southeast Asian countries in search of a better life. They are now asked to go back to Myanmar, but without any promise of citizenship or an end to discrimination. This book looks at the Rohingya in the South Asian region, primarily India and Bangladesh. It explores the broader picture of the historical and political dimensions of the Rohingya crisis, and examines subjects of statelessness, human rights and humanitarian protection of these victims of forced migration. Further, it chronicles the actual process of emergence of a stateless community – the transformation of a national group into a stateless existence without basic rights.

As Myanmar's initial delay in responding to the humanitarian crisis was evident, ASEAN emerged as mediator and convenor, coordinating international and regional efforts. This led to a tripartite cooperation mechanism among the Government of Myanmar, the United Nations and ASEAN. Through June-December 2008, Pavin Chachavalpongpun and Moe Thuzar documented ASEAN's role in helping Myanmar respond to Nargis.

Available in PDF, EPUB and Kindle. Book excerpt: Since its independence in January 1948, Myanmar has tried to find a way to deal with (at one time) ideologically hostile and traditionally chauvinistic China which has pursued a foreign policy aimed at restoring its perceived influence in Myanmar. To counter China's attempts to influence Myanmar's foreign policy options has always been a challenge for the Myanmar government. Since the 1950s, successive Myanmar governments have realized that Myanmar's bilateral relations with the People's Republic of China should best be conducted in the context of promoting the Five Principles of Peaceful Coexistence, the Bandung spirit and the Pauk-Phaw (kinsfolk) friendship. The term Pauk-Phaw is exclusively devoted to denote the special nature of the Sino-Myanmar relationship. This work argues that Myanmar's relationship with China is asymmetric but Myanmar skilfully plays the "China Card" and it enjoys considerable space in its conduct of foreign relations. So long as both sides fulfill the obligations that come under "Pauk-Phaw" friendship, the relationship will remain smooth. Myanmar has constantly repositioned her relations with China to her best advantage. Myanmar's China policy has always been placed somewhere in between balancing and bandwagoning, and the juxtaposition of accommodating China's regional strategic interests and resisting Chinese influence and interference in Myanmar's internal affairs has been a hallmark of Myanmar's China policy. This is likely to remain unchanged.
