Available in PDF, EPUB and Kindle. Book excerpt: During the past decade, ASEAN has shifted its focus from political and military security to economic co-operation and development. Although this change may ease the integration of the four mainland Southeast Asian nations -- Vietnam, Laos, Myanmar, and Cambodia into ASEAN, there remain significant challenges to forge a workable and united ten-member ASEAN. This book examines many of the economic, political, and institutional issues confronting the enlarged regional grouping. The volume is organized into three sections based on the perspectives of the region, subregion, and the newer members. It not only addresses ASEAN's enlargement but also contributes to the debate on ASEAN's shifting role in the twenty-first century.

Book excerpt: With the accession of Cambodia in April 1999, the Association of South-East Asian Nations (ASEAN) finally achieved its founding vision: the incorporation of all ten South-east Asian states. However, ASEAN-10 faces an unprecedented series of challenges, stemming from the organization's rapid enlargement since 1995, economic crisis among key members, and political upheavals in Indonesia, its largest and most important member. ASEAN in 1999 is a pale imitation of the more confident organization which emerged from the end of the Cold War as one of the world's most successful experiments in regionalism. This paper asks whether ASEAN can remain relevant to the management of regional problems.

In the decades that followed, ASEAN's scope evolved to include an ambitious and progressive economic agenda. In December 2015, the ASEAN Economic Community (AEC) was formally launched. Although AEC has enjoyed some notable successes, the vision of economic integration is yet to be fully realized. This publication reviews the evolution of ASEAN economic integration and assesses the major achievements. It also examines the challenges that emerged during the past decade and provides recommendations on how to overcome them.

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses the important role of the Association of Southeast Asian Nations (ASEAN) in the management of regional political, security and economic relations. The author argues that ASEAN’s prominent role in the region, spanning 50 years, is largely due to the acquiescence of the great powers who endorsed ASEAN, accepted its regional position and accorded the institution a legitimacy and durability that, otherwise, it would not have. This text offers a key intervention into the debate regarding ASEAN and regional order by showing how ASEAN’s contribution to order management is part of a negotiated division of labour with the great powers. The author applies an innovative social roles analysis, which captures the dynamic interactions between ASEAN and the great powers from the Cold War to the present day.

Book excerpt: Published in 1999, this text investigates whether FDI caused spill over effects which have led to the economic growth of the ASEAN-5 economies, and if that it so, whether the ASEAN Preferential Trade Agreement (APTA) had a significant effect in attracting FDI to the region. It takes into account the different levels of economic development of the countries under analysis. The results from the structural (static) model suggest that FDI has stimulated economic growth through the human factors followed by technology transfer, international trade, and learning by doing, and that the formation of APTA had a lagged influence on FDI inflows into the advantage of the more developed member countries and the disadvantage of the less developed countries. Those from the multiplier (dynamic) effects analysis demonstrate that whereas the impact is immediate in the more developed, politically stable and foreign investment friendly economies, there is a time lag in those economies which are less developed and more hostile to FDI. The analysis presents an empirical comparison of how the level of economic development affects the interaction of FDI, regionalism and economic growth.

Available in PDF, EPUB and Kindle. Book excerpt: Member states of ASEAN - the Association of South-East Asian Nations - have developed a distinctive approach to political and security co-operation, which builds on the principles of sovereign equality, non-intervention and non-interference, quiet diplomacy, mutual respect, and the principle of not involving ASEAN in mediating bilateral disputes among the membership. This book examines the origins of ASEAN's diplomatic and security culture and analyses how over time its key principles have been practised and contested as ASEAN states have responded to regional conflicts as well as challenges posed by the major regional powers, ASEAN's enlargement, and the Asian financial crisis. The book goes on to assess whether ASEAN's diplomatic and security culture is likely to remain salient as the political, economic and security context in which regional leaderships operate is undergoing further change.

This book was released on 2006-10-23 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Essay from the year 2006 in the subject Politics - International Politics - Region: South Asia, grade: 68% (credit), The University of Sydney, course: Dilemmas of Development in Southeast Asia, language: English, abstract: Singapore’s Prime Minister Goh Chok Tong opened the 6thSummit of the Association of Southeast Asian Nations (ASEAN) in Hanoi with the words: "This has been a traumatic year for ASEAN members." Indeed, the financial crisis of 1997 marked the end of an extraordinary decade of internationally oriented economic growth throughout Southeast Asia, and came as a shock for the Southeast Asian countries. Although Paul Krugman had warned that Asian growth, like that of the Soviet Union in its high-growth era, seemed to be driven by extraordinary growth in inputs like labour and capital rather than by gains in efficiency, his was a lone voice in academic discussion. The severity of the crisis inevitably raised the question of how it would affect ASEAN. Ross Garnaut commented that the largest long-term effect of the crisis would be its effect on policy formulation. Since its formation in 1967, ASEAN has occupied a central role in the international relations of Southeast Asia.5It was the first regional organization in Asia, and is a crucial factor in East Asian and Asia-Pacific regionalism. From the beginning, ASEAN’s mission was regional resilience against great power interests. Economic development in the region was perceived as means to ward off communist and ethnic rebellions. However, after three decades of promoting peaceful intra-regional relations, ASEANone of the most successful regional organizations in the developing world-has needed to seriously reinvent itself since 1997. As the Deputy Prime Minister of Singapore, Shanmugam Jayakumar, noted in April 2006: “we have to rethink and remake ASEAN”. According to Jayakumar, ASEAN has to deepen and accelerate the process of integration to stay competitive in the face of the challenges confronting the regional grouping, or face the risk of being marginalised. Furthermore, he claimed that ASEAN must adopt a different paradigm with both bold and practical ideas for the future. This essay will examine four reasons why ASEAN must redefine its future aims, strategies and paths. The first part deals with its failure to react to the financial crisis, while the second outlines its norms, especially non-interference. Parts three and four analyse external factors: the rise of China, the emergence of East Asian regionalism and other geopolitical factors.

Book excerpt: Does the proliferation of security communities around the world presage a new era of competition between regions or an era of intensified global integration? This important new study assesses the relationship between security communities and their neighbours and asks whether processes of regional integration will contribute to a global 'clash of civilizations'. Drawing on four detailed case studies (Western Europe, Southeast Asia, the Persian Gulf and North America), Alex J. Bellamy argues that the more mature a security community becomes, the less likely it is to become a 'regional fortress'.

Book excerpt: Emmers questions the dichotomy implicit in this interpretation and investigates what role the balance of power really plays in such cooperative security arrangements and in the calculations of the participants of ASEAN and the ARF. He offers a thorough analysis of the influence the balance of power has had on the formation and evolution of the ASEAN and ARF and reveals the co-existence and inter-relationship between both approaches within the two institutions. The book contains case studies of Brunei's motives in joining the ASEAN in 1984; ASEAN's response to the Third Indochina Conflict; the workings of the ARF since 1994 and ASEAN's involvement in the South China Sea dispute. It will interest students and researchers of the ASEAN and ARF, the international politics of Southeast Asia, Regionalism and the Balance of Power theory.
