In turn, many of the NGOs linked to these campaigns have themselves faced demands for greater democratic legitimacy. Global Stakeholder Democracy responds to these challenges by outlining an innovative theoretical and institutional framework for democratizing the many state and non-state actors wielding public power in contemporary global politics. In doing so, the book lays out a promising new agenda for global democratic reform. Its analysis begins with the recognition that we cannot simply recreate traditional constitutional and electoral institutions of democratic states on a global scale, through the construction of a democratic 'super-state'. Rather, we must develop new kinds of democratic institutions capable of dealing with the realities of global pluralism, and democratizing powerful non-state actors as well as states. Through reflecting on the democratic dilemmas surrounding the political power of global NGOs, the book mounts a powerful challenge to the state-centric theoretical assumptions that have underpinned the established democratic theories of both 'cosmopolitan' and 'communitarian' liberals. In particular, it challenges the widespread assumption that 'sovereign' power, 'bounded' (national or global) societies, and 'electoral' processes are essential institutional foundations of a democratic system. The book then re-thinks the democratic project from its conceptual foundations, posing the questions: What needs to be controlled? Who ought to control it? How could they do so? The concept is a useful descriptor of decision-making processes that involve the simultaneous mobilization of public authorities at different jurisdictional levels as well as that of non-governmental organizations and social movements. It has become increasingly relevant with the weakening of territorial state power and effectiveness and the increase in international interdependencies which serve to undermine conventional governmental processes. This book moves towards the construction of a theory of multi-level governance by defining the analytical contours of this concept, identifying the processes that can uniquely be denoted by it, and discussing the normative issues that are raised by its diffusion, particularly in the European Union. It is divided into three parts, each meeting a specific challenge - theoretical, empirical, normative. It focuses on three analytical dimensions: multi-level governance as political mobilization (politics), as authoritative decision-making (policy), and as state restructuring (polity). Three policy areas are investigated in vindicating the usefulness of MLG as a theoretical and empirical concept - cohesion, environment, higher education - with particular reference to two member-states: the UK and Germany. Finally, both the input and output legitimacy of multi-level governance decisions and arrangements and its contribution to EU democracy are discussed. As a loosely-coupled policy-making arrangement, MLG is sufficiently structured to secure coordination among public and private actors at different jurisdictional levels, yet sufficiently flexible to avoid "joint decision traps". This balance is obtained at the cost of increasingly blurred boundaries between public and private actors and a change in the established hierarchies between territorial jurisdictions.

Book excerpt: If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book has for objective to present a unique collective work in bringing together 33 authors coming from 11 countries to share perpectives on civil society governance and will be of interest to an international audience of researchers and policy-makers.
