Book excerpt: Water - and its governance - is becoming a global concern partly because it is turning into a goods in short supply, with devastating effects on literally billions of people, but also because it is the "carrier" of global warming; whether through irregular weather patterns or through flooding, water is how global warming will be 'felt'. The lion's share of the globally available fresh water resources is to be found in transboundary systems. In spite of its significance, the generated knowledge on how to deal with transboundary waters is weak and leaves policy makers with seemingly unavoidable, trade-off dilemmas and prioritizations, often with detrimental effects. In order to disentangle this predicament this volume works with one case: the Lower Mekong Basin and covers state-of-the-art academic and practitioners' knowledge and hence appeals to a wide audience. The topic this volume addresses is situated in the nexus of an IR- (International Relations) approach focussing on transboundary politics and its inclination to remain within the sphere of state sovereignty and national interest on the one hand, and Development studies, with its imperatives on participation, planning, and intervention, on the other. The dilemma, we argue, of better understanding transboundary water management lies in how to understand how these two rationalities can be simultaneously nurtured. Audience: This book will be relevant to scholars, as it provides cutting-edge research, and students, since it covers the primary debates in the field, interested in resource management, regional politics, and development issues in the area. While these debates correctly discussed power imbalances and relational obstacles to human development they have remained abstract because they focused only on the international level. In this regard, discussions have not adequately examined mechanisms that facilitate or block the emergence of sustainable development as a political priority, nor do they address specific policy proposals to link environmental justice to human development strategies. Book excerpt: In Southeast Asia, China’s growing economic and political strength has been accompanied by adept diplomacy and active promotion of regional cooperation, institutions and integration. Southeast Asian states and China engage in ‘strategic regionalism’: they seek regional membership for regime legitimation and collective bargaining; and regional integration to enhance economic development, regarded as essential for ensuring national and regime security. Sino-Southeast Asian regionalism is exemplified by the development plans for the Mekong River basin, where ambitious projects for building regional infrastructural linkages and trade contribute to mediating the security concerns of the Mekong countries. However, Mekong regionalism also generates new insecurities. Developing the resources of the Mekong has led to serious challenges in terms of governance, distribution and economic externalities. Resource-allocation and exploitation conflicts occur most obviously within the realm of water projects, especially hydropower development programmes. While such disputes are not likely to erupt into armed conflict because of the power asymmetry between China and the lower Mekong states, they exacerbate Southeast Asian concerns about China’s rise and undermine Chinese rhetoric about peaceful development. But the negative security consequences of developing the Mekong are also due to the shared economic imperative, and the Southeast Asian states’ own difficulties with collective action due to existing intramural conflicts.

Their plans and interventions should provide some benefits, but also pose multiple burdens and risks to millions of people dependent on wetlands, floodplains and aquatic resources, in particular, the wild capture fisheries of rivers and lakes. This book examines how large-scale projects are being proposed, justified, and built. How are such projects contested and how do specific governance regimes influence decision making? The book also highlights the emergence of new actors, rights and trade-off debates, and the social and environmental consequences of 'water resources development'. In order to support these projects, dam developers must find appropriate ways to ensure adequate livelihood reconstruction for resettled individuals. Resettlement causes both short-term and long-term effects (both positive and negative) for the relocated populations, meaning that in order to evaluate the larger impact of such projects long-term post-project evaluations must be carried out. However, post-project evaluations by international donors have typically been conducted within a few years after completion; the long-term impact of such projects is seldom evaluated.This book aims to fill this gap. A study team composed of researchers from Indonesia, Japan, Lao PDR, Sri Lanka, and Turkey has conducted ten case studies focusing on resettled individuals satisfaction, opportunities offered, and income generation. The volume provides an overview of the ten case studies, which were carried out across five countries. It also discusses how a compensation programme should be designed and what sort of options should be presented to resettled individuals for their maximum benefit.This book was originally published as a special issue of the International Journal of Water Resources Development.
