Download or read book New Departures written by Anthony Perl and published by University Press of Kentucky. This book was released on 2014-10-17 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: North America faces a transportation crisis. Gas-guzzling SUVs clog the highways and air travelers face delays, cancellations, and uncertainty in the wake of unprecedented terrorist attacks. New Departures closely examines the options for improving intercity passenger trains' capacity to move North Americans where they want to go. While Amtrak and VIA Rail Canada face intense pressure to transform themselves into successful commercial enterprises, Anthony Perl demonstrates how public policy changes lie behind the triumphs of European and Japanese high-speed rail passenger innovations. Perl goes beyond merely describing these achievements, translating their implications into a North American institutional and political context and diagnosing the obstacles that have made renewing passenger trains so much more difficult in North America than elsewhere. New Departures links the lessons behind rail passenger revitalization abroad with the opportunity to recast the policies that constrain Amtrak and VIA Rail from providing efficient and effective intercity transportation.

Book excerpt: "The public-private partnerships of the future will need to embody a triple-bottom-line approach that focuses on the new P3: people-planet-profit. This book is for anyone who wants to improve the way that we live in cities, without waiting for the glacial pace of change in government or corporate settings. If you are willing to go against the tide and follow some basic lessons in goal setting, experimentation, change management, financial innovation, and communication, real change in cities is possible."--Publisher's description.
Book Synopsis Economic Foundations for 21st Century Freight Rail Rate Regulation by : John W. Mayo
Download or read book Economic Foundations for 21st Century Freight Rail Rate Regulation written by John W. Mayo and published by . This book was released on 2019 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Staggers Rail Act of 1980 made a substantial break from an almost century-old policy of pervasively regulating the prices for freight rail services provided in the United States. In particular, rather than regulators establishing prices, Staggers permits shippers and railroads to voluntarily negotiate rates, terms and conditions, with regulation providing a fallback if negotiation fails or is too onerous for what is at stake on the shipment. While largely deregulating the rate-setting process, the statute requires that rates be “reasonable” in the event of a complaint filed by a shipper and where a railroad is found to be market dominant - a requirement that necessitates that regulators determine a method for assessing whether a given rate or set of rates is, in fact, reasonable. In the wake of the passage of Staggers, the Interstate Commerce Commission (ICC) [now the Surface Transportation Board (STB)] established the method for determining whether a rate is “reasonable,” in which case the rate is allowed to stand; or whether the rate is unreasonable and must be reduced. The system, known as Constrained Market Pricing (CMP), was established largely on a bedrock of economic theory and has been in place now for almost thirty-five years. Yet, absent a refresher, the passage of time creates the prospect that the economic foundations of CMP will fade. The purpose of this paper is to provide that refresher. Along the way we seek to re-establish the fundamental economic appeal of CMP, reflect on criticisms and alternatives that have been proffered, and offer refinements for rail regulation moving forward.

Available in PDF, EPUB and Kindle. Book excerpt: The status of America’s infrastructure is graded every four years by the American Society of Civil Engineers (ASCE) and reports are provided on the various categories. In this book, prominent women engineers discuss many of the eighteen infrastructure categories from the 2021 ASCE Infrastructure Report Card providing background, analysis of the issues facing the category and projections for the future. Categories covered include aviation, bridges, dams, water and wastewater, energy, hazardous waste, inland waterways, levees, ports, public parks, rail, roads, solid waste, and transit. Case studies from the authors’ work are included throughout. These topics touch on many of the challenges facing the world today and these solutions by women researchers and practitioners are valuable for their technical excellence and their non-traditional perspective. As an important part of the Women in Engineering and Science book series, the work highlights the contribution of women leaders in many of the infrastructure categories, inspiring women and men, girls and boys to enter and apply themselves to secure our future infrastructure.
