Book excerpt: On September 28, 1998, Hurricane Georges made landfall in the Ocean Springs/Biloxi, Mississippi area. On October 2, 1998, the Federal Emergency Management Agency (FEMA) Mitigation Directorate deployed a Building Performance Assessment Team (BPAT) to the Gulf Coast to assess damages caused by Hurricane Georges. The team included FEMA Headquarters and Regional Office engineers, planners, and a coastal geologist; consulting engineers; floodplain management specialists; and a forensic engineer. The BPAT.s mission was to assess the performance of buildings in the Gulf Coast area and make recommendations for improving building performance in future hurricanes. The assessment included areas of the Gulf Coast from Pensacola Beach, Florida, to Gulfport, Mississippi (including Mobile Bay, Alabama). In addition, a supplemental assessment of manufactured home performance was conducted in the Florida Keys. The assessment also included inland areas along major streams and rivers that experienced flooding. The BPAT process is intended to provide guidance to state and local governments on post-hurricane reconstruction and new construction with the goal of enhancing future building design and construction. This report presents the Federal Emergency Management Agency's (FEMA) Building Performance Assessment Team's (BPAT) observations on the success and failure of buildings in the Florida Keys and Gulf Coast areas of the United States to withstand the wind and flood forces generated by Hurricane Georges. Recommendations to improve the building performance in future natural disasters in this area are included as well.

As such, they are an important tool for individuals, businesses, communities, and government agencies to understand and deal with flood hazard and flood risk. Improving map accuracy is therefore not an academic question-better maps help everyone. Making and maintaining an accurate flood map is neither simple nor inexpensive. Even after an investment of more than $1 billion to take flood maps into the digital world, only 21 percent of the population has maps that meet or exceed national flood hazard data quality thresholds. Even when floodplains are mapped with high accuracy, land development and natural changes to the landscape or hydrologic systems create the need for continuous map maintenance and updates. Mapping the Zone examines the factors that affect flood map accuracy, assesses the benefits and costs of more accurate flood maps, and recommends ways to improve flood mapping, communication, and management of flood-related data.
