In North America the damage due to these winds is more than 65% of total wind damage, and there are no guidelines or code implementations to deal with such catastrophic events. As we enter the third decade of the twenty-first century, current research is in its first phase of addressing these types of events, from their characterization, simulation, and loading, to collapse-mode effects on buildings and structures, as well as socioeconomic implications. The need is clear to better understand non-synoptic local winds; properly simulate them; assess the difference in loading between these events and synoptic large-scale winds that have been part of the wind engineering practice for more than five decades; determine their statistics and associated risks; and apply this through guidelines, codes, risk mitigation, and adaptation responses to socioeconomic impact. Book excerpt: The U.S. Gulf Coast provides a valuable setting to study deeply connected natural and human interactions and feedbacks that have led to a complex, interconnected coastal system. The physical landscape in the region has changed significantly due to broad-scale, long-term processes such as coastal subsidence and river sediment deposition as well as short-term episodic events such as hurricanes. Modifications from human activities, including building levees and canals and constructing buildings and roads, have left their own imprint on the natural landscape. This coupled natural-human coastal system and the individual aspects within it (physical, ecological, and human) are under increased pressure from accelerating environmental stressors such as sea level rise, intensifying hurricanes, and continued population increase with its accompanying coastal development. Promoting the resilience and maintaining the habitability of the Gulf Coast into the future will need improved understanding of the coupled natural-human coastal system, as well as effective sharing of this understanding in support of decision-making and policies. Understanding the Long-term Evolution of the Coupled Natural-Human Coastal System presents a research agenda meant to enable a better understanding of the multiple and interconnected factors that influence long-term processes along the Gulf Coast. This report identifies scientific and technical gaps in understanding the interactions and feedbacks between human and natural processes, defines essential components of a research and development program in response to the identified gaps, and develops priorities for critical areas of research.

Book excerpt: On September 28, 1998, Hurricane Georges made landfall in the Ocean Springs/Biloxi, Mississippi area. On October 2, 1998, the Federal Emergency Management Agency (FEMA) Mitigation Directorate deployed a Building Performance Assessment Team (BPAT) to the Gulf Coast to assess damages caused by Hurricane Georges. The team included FEMA Headquarters and Regional Office engineers, planners, and a coastal geologist; consulting engineers; floodplain management specialists; and a forensic engineer. The BPAT.s mission was to assess the performance of buildings in the Gulf Coast area and make recommendations for improving building performance in future hurricanes. The assessment included areas of the Gulf Coast from Pensacola Beach, Florida, to Gulfport, Mississippi (including Mobile Bay, Alabama). In addition, a supplemental assessment of manufactured home performance was conducted in the Florida Keys. The assessment also included inland areas along major streams and rivers that experienced flooding. The BPAT process is intended to provide guidance to state and local governments on post-hurricane reconstruction and new construction with the goal of enhancing future building design and construction. This report presents the Federal Emergency Management Agency's (FEMA) Building Performance Assessment Team's (BPAT) observations on the success and failure of buildings in the Florida Keys and Gulf Coast areas of the United States to withstand the wind and flood forces generated by Hurricane Georges. Recommendations to improve the building performance in future natural disasters in this area are included as well.

Book excerpt: On September 22, 1992, at the request of the Mayor of Kauai County, the Federal Coordinating Officer for the Iniki disaster tasked the Federal Emergency Management Agency's (FEMA's) Federal Insurance Administration (FIA) to assemble a team of experts to assess the performance of buildings. The team was tasked with surveying the performance of primarily residential structures under wind and water forces generated during Hurricane Iniki. The goal of this effort is to provide guidance and offer recommendations for reducing damage from future hurricanes. This goal is best met through learning from both failures and successes of building performance. During the field assessment, the team investigated primarily structural systems (i.e., systems in a building that resist lateral and vertical forces. For all buildings, the performance of exterior architectural systems, such as roofing, windows, and doors was analyzed. The analysis also included the effects of windborne and waterborne debris and the quality of construction and materials. The majority of building types observed were one- and two-story, wood-frame, single-family and multi-family residential structures. However, pre-engineered steel commercial and industrial buildings, as well as resort hotels and condominiums constructed of reinforced concrete and masonry, were also examined. This report includes detailed engineering discussions of building failure modes and successful building performance. It also provides detailed recommendations for enhancing building performance under hurricane and flood conditions.
