Book excerpt: Canada and the United States exchange the world's highest level of bilateral trade, valued at $1.4 billion a day. Two-thirds of this trade travels on trucks. Heavy Traffic examines the way in which the regulatory reform of American and Canadian trucking, coupled with free trade, has internationalized this vital industry. Before deregulation, restrictive entry rules had fostered two separate national highway transportation markets, and most international traffic had to be exchanged at the border. When the United States deregulated first, the imbalance between its opened market and Canada's still-restricted one produced a surprisingly difficult bilateral dispute. American deregulation was motivated by domestic incentives, but the subsequent Canadian deregulation blended domestic incentives with transborder rate comparisons and concerns about trade competitiveness. Daniel Madar shows that deregulation created a de facto regime of free trade in trucking services. Removing regulatory barriers has enabled Canadian and American carriers to follow the expansion of transborder traffic that began with the Canada-US Free Trade Agreement and continues with NAFTA. The services available with deregulated trucking have also supported sweeping changes in industrial logistics. As transborder traffic has surged, the two countries' carriers -- from billion-dollar corporations to family firms -- have exploited the latitude provided by deregulation. This book is a valuable contribution to our understanding of the policy processes and economic conditions that led to trucking deregulation. As a study in public policy formation and the international effects of reform, it will be of interest to students and scholars of political economy, international relations, and transportation.

Available in PDF, EPUB and Kindle. Book excerpt: North America faces a transportation crisis. Gas-guzzling SUVs clog the highways and air travelers face delays, cancellations, and uncertainty in the wake of unprecedented terrorist attacks. New Departures closely examines the options for improving intercity passenger trains' capacity to move North Americans where they want to go. While Amtrak and VIA Rail Canada face intense pressure to transform themselves into successful commercial enterprises, Anthony Perl demonstrates how public policy changes lie behind the triumphs of European and Japanese high-speed rail passenger innovations. Perl goes beyond merely describing these achievements, translating their implications into a North American institutional and political context and diagnosing the obstacles that have made renewing passenger trains so much more difficult in North America than elsewhere. New Departures links the lessons behind rail passenger revitalization abroad with the opportunity to recast the policies that constrain Amtrak and VIA Rail from providing efficient and effective intercity transportation.

Available in PDF, EPUB and Kindle. Book excerpt: In Missed Opportunities, Marc Raboy reveals the short-sightedness behind the traditional view of Canadian broadcasting policy as an instrument for promoting a national identity and culture. He argues that Canadian broadcasting policy has served as a political instrument for reinforcing a certain image of Canada against insurgent challenges, such as maintaining the image of Canada as a political entity distinct from the United States and acting against internal threats, most notably from Quebec. It has served as a vehicle for the development of private broadcasting industries and to further the general interests of the Canadian state. Most of the time, Raboy maintains, this policy has been the object of vigorous public dispute.

Book excerpt: In 1880 the Canadian Pacific Railway was born with an enormously rich legacy--millions of acres of land, millions in cash and plenty of existing rail lines. From an auspicious beginning it grew immensely wealthy and powerful. Robert Chodos, in an unorthodox company history, explains how the CPR did it. He shows how the Railway's growth came primarily as a result of continued favourable treatment from Ottawa, how it managed to avoid government takeover while receiving enormous public subsidies, how it continued to earn huge profits, and how it turned itself into a highly-diversified conglomerate involved in real estate, pulp and paper, mining, and oil as well as every form of transportation. The CPR: A Century of Corporate Welfare is a sharp, uncompromising account of the rise to power of Canada's most iconic corporation.

Available in PDF, EPUB and Kindle. Book excerpt: Studies of public policy in Canada are traditionally narrow, focusing on a particular policy area or jurisdiction without giving consideration to the significant procedural commonalities that can be identified across the public policy spectrum. Canadian Public Policy provides the first comprehensive, theoretically informed, empirical evaluation of the development of public policy in Canada. It represents the culmination of a fifteen-year program of large-scale primary research into Canadian policy-making by Michael Howlett, an internationally recognized public policy expert. Each of the chapters investigates one stage of the policy process – including agenda setting, policy formulation, decision-making, policy implementation, and policy evaluation – in the Canadian context. The volume is book-ended by an introductory section setting out the logic of the policy cycle model, and a conclusion summarizing the research program and results. Investigating how Canadian experiences can inform and contribute to existing policy models, this unique volume will be a fixture in the Canadian public policy literature for years to come.

Book excerpt: This reference book is primarily a procedural work which examines the many forms, customs, and practices which have been developed and established for the House of Commons since Confederation in 1867. It provides a distinctive Canadian perspective in describing procedure in the House up to the end of the first session of the 36th Parliament in Sept. 1999. The material is presented with full commentary on the historical circumstances which have shaped the current approach to parliamentary business. Key Speaker's rulings and statements are also documented and the considerable body of practice, interpretation, and precedents unique to the Canadian House of Commons is amply illustrated. Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. Available in PDF, EPUB and Kindle. Book excerpt: This study provides Canada's first comprehensive, integrated treatment of the emergence and development of key communication sectors: telegraph telephones, cable TV, broadcasting, communication satellites, and electronic publishing. By focusing on real institutions, actual (and frequently predatory) business practices, and law and regulatory policies, in both historical and contemporary perspectives, Babe helps demystify current communication issues. Stressing the flexibility of communication 'technologies' on the one hand, and the element of corporate power on the other, Babe reintroduces the principle of corporate/governmental responsibility for communication outcomes, a principle that has been largely drowned out by the shrill cries of 'Information Revolution.'
