Going beyond traditional analyses, Kelley examines the pivotal engagement by the European Union, the Organization for Security and Cooperation in Europe, and the Council for Europe in the creation of such policies. Following language, education, and citizenship issues during the 1990s in Latvia, Estonia, Slovakia, and Romania, she shows how the combination of membership conditionality and norm-based diplomacy was surprisingly effective at overcoming even significant domestic opposition. However, she also finds that diplomacy alone, without the offer of membership, was ineffective unless domestic opposition to the proposed policies was quite limited. As one of the first systematic analyses of political rather than economic conditionality, the book illustrates under what conditions and through what mechanisms institutions influenced domestic policy in the decade, preparing the way for the historic enlargement of the European Union. This thoughtful and thorough discussion, based on case studies, quantitative analysis, and interviews with nearly one hundred policymakers and experts, tells an important story about how European organizations helped facilitate peaceful solutions to ethnic tensions--in sharp contrast to the ethnic bloodshed that occurred in the former Yugoslavia during this time. This book's simultaneous assessment of soft diplomacy and stricter conditionality advances a long overdue dialogue between proponents rational choice models and social constructivists. Compared with other policy areas, the Europeanization process in minority rights is much slower and more problematic. Turkey, though, differs from the majority of the member states by showing positive development, although admittedly it is still characterised by both accelerations and slowdowns. This book examines how minority protection, as a highly sensitive and controversial issue, is promoted or constrained in the EU’s neighbourhood, by focusing on the case of Turkey. It draws on current external Europeanization theories and suggests a rationalist model comprising both the role of the EU and also domestic factors. It integrates two models of external Europeanization provided by Schimmelfennig and Sedelmier (2005), i.e. the external incentives and lesson-drawing models, and the framework of the pull-and-push model of member state Europeanization by Börzel (2000), to derive a comprehensive model for external Europeanization. The book argues that the push by EU conditionality and the pull by domestic dissatisfaction are influential in promoting change. Without one or the other, domestic change remains incomplete, as it is either shallow or selective. Focusing on the Turkish case, the book enhances the theoretical understanding of external Europeanization by shifting focus away from EU conditionality to voluntarily driven change, and by providing a theoretical model that is applicable to other countries. It will therefore be a valuable resource for students and scholars studying minority rights and Turkish and European ethnic politics.

With nation states demanding undivided loyalty of its citizens, there has been discrimination and racism, which has often led to persecution, at its most extreme in the Nazi crusade against the Jews. This is a history of European minority communities. It deals with the dispersed minorities, the Jews and the gypsies, as well as the muslims of the Balkans and the diaspora of Germans in eastern Europe from the Middle Ages to 1945. Almost all countries have disadvantaged ethnic and linguistic minorities; whether minorities without their own states, such as the Breton, Scots, Vlachs and Kurds; or those such as the Russians in Estonia or the Greeks in Turkey, who form linguistic groups different from the native majorities. During wars the existence of alien communities often led to persecution, in turn bringing huge refugee migrations. The result has been the resettlement of European populations. Since World War II the demand for cheap labour has led to an influx of immigrants from outside Europe. This followed a wave in which workers from the poor Mediterranean countries travelled north to industrial heartlands. Although all EEC countries now operate strict controls on immigrants, there is pressure from the east, following the fall of Communism, and from the Third World, where birth rates outstrip that of Europe. The existence of this pressure is a determinant of Europe's history in the 21st century.
