Book excerpt: Reviews the readiness of DoD prepositioning programs by which military stores, or prepositions, reserves of military equipment and supplies would be located near potential conflict areas. During a crisis, prepositioning would speed U.S. response times because only the troops and a relatively small amount of materiel would need to be brought to the conflict area. This report examines (1) the basis for the program requirements and (2) the rates of inventory fill and maintenance condition of prepositioned stocks and the reliability of this readiness data. Focuses on the Army and the AF programs because of concerns about the condition and mgmt. of their stocks.

Book excerpt: The U.S. military stores, or prepositions, reserves of military equipment and supplies near potential conflict areas to ensure that the material would be quickly available to forces in the event of a crisis. During a crisis, prepositioning would speed U.S. response times because only the troops and a relatively small amount of materiel would need to be brought by air to the conflict area. As a result, the Department of Defense (DOD) could field heavily equipped, combat-ready forces in days rather than the weeks it would take if the forces and all necessary equipment and supplies had to be brought from the United States. Collectively, the services spent over $1 billion in fiscal year 1997 to operate and maintain their prepositioning programs. The Chairman, Subcommittee on Readiness, Committee on Armed Services, U.S. Senate, asked GAO to assess the readiness of prepositioning programs. Specifically, GAO examined (1) the basis for program requirements and (2) the rates of inventory fill and maintenance condition of prepositioned stocks and the reliability of this readiness data. GAO focused its review on the Army and the Air Force programs because of concerns that emerged about the sufficiency, condition, and management of their prepositioned stocks. Information on the Marine Corps and the Navy programs is in appendix I.

Available in PDF, EPUB and Kindle. Book excerpt: Defense Transportation: Algorithms, Models and Applications for the 21st Century contains papers divided into three general sections according to the title of this text: algorithms, models, and applications. The first section on algorithms contains papers that are theoretical in nature or contain new techniques that relate to Defense Transportation System (DTS) processes. A sampling of the papers contained in this section deals with group theoretic "tabu" search techniques, shortest path sailing distance algorithms, and strategic airlift model validation methods. The second section contains papers on various transportation models used throughout the DoD and transportation industry, as well as some newly developed transportation modelling methods that may eventually find their way into larger scale transportation models. A review of the major strategic mobility models is also contained in this section. The third section contains papers on various transportation applications that have been used to support various DTS studies and analyses. This section also contains a diverse set of topics, with articles ranging from a paper on North Atlantic Treaty Organization (NATO) strategic lift requirements to an analysis paper on theater reception, staging, onward movement, and integration. Preface by General John W. Handy, Commander, United States Transportation Command Focus on land, sea, and air transportation models and methods Manuscripts written by analysts and researchers active in the field and directly supporting the United States Defense Transportation System Research methods were instrumental in defining the in-place DTS that so efficiently deployed forces for Operation Enduring Freedom and Operation Iraqi Freedom
Book Synopsis The United States, NATO, and a New Multilateral Relationship by : Frank R. Douglas
Download or read book The United States, NATO, and a New Multilateral Relationship written by Frank R. Douglas and published by Bloomsbury Publishing USA. This book was released on 2007-11-30 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: Formed in the aftermath of WWII and in the face of the emerging threat posed by the Soviet Union, the transformation that has taken place in recent years within NATO has been neither natural nor easy for the multi-national organization or the United States. When the Soviet Union ceased to exist it seemed NATO would disappear too. The rationale for a large American military deployment in Europe, described by President Eisenhower as a temporary move, no longer could be supported. This work documents the transition of the United States relationship with NATO from a focus on the defense of Western Europe to an inclusive military and political organization concerned with the security of all of Europe with the real potential for employment of its military power beyond the European continent. Despite budgeting and economic concerns raised by key members of the U.S. Congress, President George H.W. Bush supported the status quo and was caught completely off guard when the Berlin Wall fell. He and Defense Secretary Dick Cheney had not fully understood the changed strategic environment in Europe but the U.S. Congress did and offered many suggestions. NATO was saved. President Bill Clinton continued to promote the validity of NATO, expanded NATO eastwards, reduced the U.S. troop level in Europe to 100,000, and gave NATO a mission beyond warfare with the peacekeeping task in Bosnia. A new Atlantic relationship had been forged for the post-Cold War period.
