If recent interventions and peacekeeping efforts by the military are indications of future deployments, then the US Army must realize the likelihood of conducting military operations on urban terrain (MOUT). Urban combat is violent, destructive, and filled with ambiguity. Only well prepared and trained units will succeed in combat in the urban environment. As the Army seeks direction in organizing and preparing itself for the next war, armor and mechanized maneuver units, or the mounted forces have to grasp the complexities of urban combat and then decide what skills its junior leaders will need in order to accomplish the mission in future conflicts. This monograph asks whether or not the mounted force is prepared to contribute to the next urban combat operation. The monograph compares the current and evolving doctrinal guidance, unit training and leadership development philosophies with the relevant lessons learned from recent cases of high intensity urban combat. Ultimately, the monograph seeks to define the critical skills that mounted force leaders will need to master to succeed in future urban environments. The monograph examines and analyzes four main areas. One, the paper reviews three examples of contemporary high intensity urban combat in order to understand the complexities and difficulties of urban warfare. Two, the monograph reviews current US Army doctrine and the guidance concerning MOUT. Three, the paper reviews Army unit training and leadership development philosophy. Four, it compares eclectically the mounted force s doctrine, training, and leader development with the future requirements and emerging demands of mounted leaders operating in the urban environment. This monograph seeks to evaluate the capability of the mounted force to exceute urban combat operations.

Urban operations include major offensive and defensive operations in urban environments as well as stability or civil support operations ranging from peace operations and counterterrorism to disaster relief and humanitarian assistance. In the past half-century, the classic military conflict of armies maneuvering in the field has been replaced by conflicts that center on, rather than avoid, heavily populated areas. Modern military conflict more frequently is not just a fight to control villages or cities, but a variation on the timeless wish to control populations and the hearts of nations. The hardware and mass orientation of the levée en masse and industrial-age armies is being replaced by sophisticated terrorists, information warfare, and the politics of mass persuasion. This is reshaping the face of warfare. America's own military history demonstrates the soldier's dilemma in fighting among populations. The U.S. Army's experience is extensive but often forgotten. First called on to defend settlements against Indian attacks, it later laid siege to or captured cities in Mexico and during the American Civil War. During World War II, the Army liberated or seized thousands of towns and hundreds of cities on the European continent. Fighting in or around village hamlets or cities was a frequent occurrence in Southeast Asia operations. Strangely, our doctrine and cultural focus have remained preoccupied with the classic "fight in the woods" or the seizure of high ground. Urban operations or operations among a foreign populace were always considered "possible" but were not formally incorporated into regular annual training for most combat units. That trend is ending. The required change has been a long time coming. During the 1970s the classic defense issues of the European General Defense Plan became more and more affected by the "urban sprawl" that changed the face of Europe. As post-Cold War planners surveyed contingencies, it became apparent that the growing urbanization of man affected not just developed but also underdeveloped nations. True maneuver possibilities sought by our technology-rich Army remained only in deserts. The emerging future would be different. The battlefield would most likely be a populated area. Modern military forces may fight sophisticated armies and air forces, but cities and populations will no longer be innocent bystanders. The complex terrain of urban centers will be critical in any modern operation, and their populations will become involved. Our national policy to promote, defend, and, if need be in some circumstances, install democracy demands a multitasked force that will provide stability and peace to populations in the battle area. As the armed forces become more involved in stability operations, and with the increasing likelihood that possible opponents will seek shelter in urban areas, it is imperative that our soldiers be skilled in a wide array of urban centered operations ranging from forced entry to peacekeeping. As such, our armed forces must be expert in the tactics and techniques of urban operations throughout the spectrum of peace and war missions. Soldiers in Cities clearly delineates the problems facing modern armed forces entering an urban environment. That we will enter that environment during future contingencies is a given. That we are ready to adapt our techniques, technology, and training to that day is a decision we have already made in the positive. The Association of the United States Army is proud to have been a co sponsor of the conference that produced this fine work and confidently recommends it to defense professionals.

With the fall of the Berlin Wall came the end of the Cold War and increased involvement by the U.S. Army in Military Operations Other Than War (MOOTW). How the U.S. Army should address MOOTW tasks in training while maintaining the skills necessary to fight a high intensity conflict (HIC) is an issue of much debate. This monograph examines the question of whether a tactical unit focused on High Intensity Conflict (HIC) can become proficient in tasks required in the execution of MOOTW (specifically Peace Operations) through training to successfully execute MOUT (Military Operations on Urban Terrain) To examine this question, the monograph presents the doctrinal terms and environments of High Intensity Combat (HIC), Military Operations Other Than War (MOOTW) and Military Operations On Urban Terrain (MOUT) to highlight the similarities and differences between them and surveys the frequency with which each has occurred since 1932. The monograph presents a summary of a comparison of sixty rifle battalion, forty-five rifle company, and fifty rifle Platoon and Squad HIC tasks from seven different division's Mission Essential Task Lists (METLs) with current U.S. Army MOOTW Doctrine. The monograph concludes that the majority of HIC and MOOTW tasks are redundant. Furthermore, the monograph finds that MOUT provides a unique environment in which to train infantry rifle battalions, companies, platoons and squads simultaneously for HIC and MOOTW. The monograph presents recommendations outlining changes that need to be made to the current U.S. Army MOUT doctrine to support MOUT as a training environment for both HIC and MOOTW. --Abstract.
