Book excerpt: This report examines the nature of polycentric governance and transformative characteristics adaptation options in Sri Lanka. The report focuses on four major climate adaptation projects implemented in recent years, namely Climate Resilient Integrated Water Management Project (CRIWMP), Climate Resilience Improvement Project (CRIP), Climate Smart Irrigation Agriculture Project (CSIAP), and the Northwestern Province Canal Project (NWPCP). The analysis includes institutional mapping of the four projects and an assessment of the extent of polycentric governance and transformational characteristics of three specific transformational adaptation options, namely 1). Forming Cascade management committees and strengthening farmer organizations, 2). Diversification of high-value crops, climate-smart water management, and agricultural practices, and 3). Basin investment planning accounting climate change risks. The analysis found that the national-level ministries and departments dominate the planning and implementation of interventions. The methods and the extent of inputs from local and community-level institutions and farmers can be substantially improved in the planning and implementing adaptation projects. Although the adaptation interventions within the three projects have some transformational characteristics, they can be enhanced with other transformational characteristics and polycentric governance to ensure systemic changes in the socio-ecological system to address the increasing challenges of climate change.

Book excerpt: This technical paper presents three case studies of inland fisheries in the context of a multiple-use of land and water resources in the humid tropics of Asia. Two of the three river basins are situated on islands, i.e. the Agno in the Philippines and the Mahaweli in Sri Lanka; one is on mainland Asia, i.e. the Nam Pong Basin in Thailand. Although the river basins have a number of features in common, such as, for example, their size, forest cover and population density, they differ in a number of other environmental aspects and changes induced by the development taking place in their basins. Inland fisheries in all three catchments is represented both by capture and culture components with reservoir fisheries gaining in importance. The studies have shown that while the major constraint to the riverine fisheries has been identified as being the high level of transported sediments originating from eroding lands and mine waste discharge (the Agno Basin), in the reservoirs of Nam Pong and Mahaweli basins it has been the high fishing pressure, in one case non-regulated (Nam Pong), which has caused deterioration of fish stocks. Another constraint in force until recently was of a social (religious) character (Mahaweli Basin). The three studies have shown that in most situations inland fisheries can successfully develop under conditions of the multiple use of the resource.

Book excerpt: The Yellow River basin, located in the semi-arid and arid climate zones in northern China is confronted with serious problems of water deficit as well as water pollution. Due to increasing population levels, rising living standards, increasing pressure of expanding irrigation areas and developing industries in the basin, efficient water resource allocation has become a pressing issue here. On the surface it appears to be domestic, but in reality the problem is one of international proportions because it may impact other countries through trade. Development in the basin is restricted by acute water shortage, salinity damage and pollution. There are many scenarios for the allocation of water resources. One extreme is industry-oriented and the other is agriculture-oriented. The allocation between upstream and downstream is also another issue. In order to understand the current state of water resources in the basin and to provide a way of thinking about the issues, this book systematically explains the methods of modeling, mechanism of water circulation on each element and several technologies for water saving. It also introduces cutting-edge research results of the five-year project "improving the sustainability in utilizing and controlling water in the Yellow River basin" sponsored by Japan Science and Technology Corporation (JST).

This study aims to fill this gap in knowledge, based on observations and data obtained in field surveys conducted in major and minor irrigation schemes in the dry zone of Sri Lanka. This report gives the key findings of this study into the pattern, extent and causes of the spread and use of agro-wells and pumps in traditional villages and irrigated settlement schemes. It investigates farmer investments in agro-wells and pumps, the private internal rate of return to these investments, the economic viability of investments and incentives for farmers to make investments.
