Book excerpt: "The Menominee Tribe has lived in northeast Wisconsin and on Michigan's Upper Peninsula for generations, where ancestral tribal lands once encompassed more than 10 million acres. Following several treaties and land cessions, the Menominee people established a Reservation in 1854 totaling 235,000 acres of predominantly timber land. Since then, the backbone to the economy of the Menominee Nation has been its forests and the industry surrounding the sustainable management of that resource. The Menominee Tribal Enterprises (MTE) has been an engine of the Menominee economy over the last 140 years and, within the last 30 years, has pioneered the implementation of sustainable forest management (SFM) throughout the Menominee Forest. Today, the Menominees remain the only Native American tribe to have their forestlands independently certified as being sustainably managed. They are also the only forestlands operation in the United States and Canada that holds dual environmental certification from both the Forest Stewardship Council-approved SmartWood and Scientific Certification Systems (SCS). The concepts of sustainability in forest ecosystems and surrounding the communities that the Menominee have practiced for so many years include three components of a sustainable forest system: The forest must be sustainable for future generations. The forest must be cared for properly to provide for the many varying needs of people over time. All the pieces of the forest must be maintained for diversity. Looking closely at what MTE has accomplished in SFM and product development during the last twenty-five years provides unique insight into the economic opportunities and constraints that face other forest products operations considering SFM practices. With a twenty-five-year track record, MTE is one of the few examples in the world where realized forest management performance over time can be compared with intended results to determine whether SFM actually does what it is purported to do: Increase the quality and volume of wood grown in a forest system over time. Provide more consistent and stable annual harvested timber volumes while maintaining or improving forest ecosystems. Maintain or improve a forest ecosystem health that recognizes the value of multiple uses of a forest. Sustain communities that surround the forest through job generation and the creation of educational opportunities. Increase the value per unit of wood products produced from SFM forest resources through documented performance in the marketplace. MTE's forest management choices may not apply to all forest products concerns. MTE's management and decision-making structure does not appear to be well suited to the management of larger private forestry operations in North America and Europe. It could, however, be applicable to forest businesses owned and/or operated by other tribal or native entities throughout North and South America, and smaller privately-owned forest products concerns worldwide. Equally important, MTE's process of managing tribal forests and the techniques it uses may be well suited for managers of public forestland throughout the world, especially those required to balance the multiple use of forests and deal with the issues of community and public stakeholder trust in the management of the forests."

For the next hundred years the tribe attempted to regain control of its destiny, enduring successive policy attacks by governmental, religious, and local business sources. ΓΈ The Menominee?s rich forests became a battleground on which they refused to cede control to the U.S. government. The struggle climaxed in the mid-twentieth century when the federal government terminated its relationship with the tribe. Throughout this time the Menominee fought to maintain their connection to their past and to regain control of their future. The lessons they learned helped them through their greatest modern disaster?termination?and enabled them to reconstruct a government and a reservation as the twentieth century drew to a close. The Struggle for Self-Determination reinterprets that story and includes the viewpoint of the Menominee in the telling of it.

Book excerpt: For many indigenous communities forests have powerful cultural, historical, and economic meanings. In this dissertation I explore the meanings of forest management for two indigenous communities. I address three fundamental questions: How do indigenous communities understand their relationship with forests and forest management? Why have they engaged in forest management? How does history shape definitions and practices of sustainability? To answer these questions I use combine historical and qualitative research methods using a case study approach. The first case study centers on the Menominee Indian Tribe of Wisconsin. I discuss the composition of the Menominee forest in the mid-1800s and argue that differing perceptions of the forest had profound effects on forest management. I discuss the 1890 and 1908 laws that limited harvesting on the Menominee reservation. These laws were the first to set harvest limits in the United States. I also use oral history interviews to understand Menominee perceptions of forest management, sustainability, and the legacy of Menominee forest management. I show how tribal members have used forest management to further Menominee goals, cultural values, and community well-being. Finally, I explore multiple tribal perspectives on forest management in relation to ecological changes. The second case study centers on forestry in Bolivia. I explore the cultural, historical, and environmental influences that affect forest management and perceptions of sustainability among lowland communities. I explore how lowland indigenous people expressed their demands for territory through a 1990 protest march and outline the Bolivian government's subsequent decision to enact multiple laws including the 1996 Forestry Law. I then use community documents and oral history interviews with Guarayos people to explore their perspectives of sustainability, forest management, and the 1996 Forestry Law. I show that Guarayos people view community forest management as a tool to control their territory and provide community benefits. Despite different histories, cultures, ecosystems, and values, there are several similarities between Menominee and Guarayos perceptions of forest management. Both the communities have used active forest management--harvesting trees for timber--to foster territorial control; strengthen community well-being; protect the forest; and bolster cultural connections between past, present, and future generations.
