The Gender Development Index (GDI) and Gender Empowerment Measure (GEM) put forward by the United Nations Development Programme (UNDP 1995) measure some aspects of women empowerment and found that both are sufficient to measure women empowerment at the individual level. Women are the victims of social, political, religious, and economic subordination and deprivation in Indian society. Also, they are treated unequally and cannot participate in democratic activities equally with men. Women throughout the world have been struggling to break away the shackles of bondage, subjugation, oppression and all kinds of ill treatment both within and outside of their families. Without bringing them into the corridors of power where they can formulate policies and programs and implement them, the survival of women is very difficult. In our society, women's political participation as well as representation is very low. Women are also considered second-rate people throughout the world. The low representation of women is a consequence of many factors. Traditional cultural values, obligations to families and children to raise their children, lack of awareness and education, lack of political socialization etc. The constitutional, legal as well as administrative arrangements have led to many changes in women's lives in our society. Women's political empowerment implies the decentralization of power and authority in the deprived, oppressed and powerless people who have not been able to participate in the decision-making processes and implementation of policies and programs of both government organizations as well as familial and societal matters. The 73rd and 74th constitutional amendment also created significant steps towards women's political participation. Today, women receive 'easy tickets' for elections by booking. This challenge lets women come back from the public sphere by present male rule and by other factors. But the quality of her performance is essential to inspect their quantity representation. Other women as a "proxy or rubber stamp" should increase their ability to make decisions and to perform in other important areas. For women who first enter the deep sea called politics, there should be many challenges. It is essential to ensure and improve one's participation in all those obstacles that are needed, particularly in the early stages of representation and the development of the support system.

The measuring empowerment framework, rooted in both conceptual discourse and measurement practice, illustrates how to gather data on empowerment and structure its analysis. The framework can be used to measure empowerment at both the intervention level and the country level, as a part of poverty or governance monitoring. The authors first provide a definition of empowerment and then explain how the concept can be reduced to measurable components. Empowerment is defined as a person's capacity to make effective choices--that is, the capacity to transform choices into desired actions and outcomes. The extent or degree to which a person is empowered is influenced by personal agency (the capacity to make purposive choice) and opportunity structure (the institutional context in which choice is made). Asset endowments are used as indicators of agency. These assets may be psychological, informational, organizational, material, social, financial, or human. Opportunity structure is measured by the presence and operation of formal and informal institutions, including the laws, regulatory frameworks, and norms governing behavior. Degrees of empowerment are measured by the existence of choice, the use of choice, and the achievement of choice. Following the conceptual discussion and the presentation of the analytic framework, the authors show how the measuring empowerment framework can be applied using examples from four development interventions. Each example discusses how the framework guided analysis and development of empowerment indicators. They also present a draft module for measuring empowerment at the country level. The module can be used alone or be integrated into country-level poverty or governance monitoring systems that seek to add an empowerment dimension to their analysis. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. This report lays out the recommendations of the UN Millennium Project Task Force on Education and Gender Equality. The Task Force recommends seven strategic priorities: strengthen postprimary education for girls while ensuring universal primary education; guarantee sexual and reproductive health and rights; reduce women's and girls' time burdens; guarantee property and inheritance rights; eliminate gender inequality in employment; increase women's participation in government; and significantly reduce violence against women. Action on these priorities will enable countries in every region of the world to achieve gender equality and women's empowerment by 2015.
