The Gender Development Index (GDI) and Gender Empowerment Measure (GEM) put forward by the United Nations Development Programme (UNDP 1995) measure some aspects of women empowerment and found that both are sufficient to measure women empowerment at the individual level. Women are the victims of social, political, religious, and economic subordination and deprivation in Indian society. Also, they are treated unequally and cannot participate in democratic activities equally with men. Women throughout the world have been struggling to break away the shackles of bondage, subjugation, oppression and all kinds of ill treatment both within and outside of their families. Without bringing them into the corridors of power where they can formulate policies and programs and implement them, the survival of women is very difficult. In our society, women's political participation as well as representation is very low. Women are also considered second-rate people throughout the world. The low representation of women is a consequence of many factors. Traditional cultural values, obligations to families and children to raise their children, lack of awareness and education, lack of political socialization etc. The constitutional, legal as well as administrative arrangements have led to many changes in women's lives in our society. Women's political empowerment implies the decentralization of power and authority in the deprived, oppressed and powerless people who have not been able to participate in the decision-making processes and implementation of policies and programs of both government organizations as well as familial and societal matters. The 73rd and 74th constitutional amendment also created significant steps towards women's political participation. Today, women receive 'easy tickets' for elections by booking. This challenge lets women come back from the public sphere by present male rule and by other factors. But the quality of her performance is essential to inspect their quantity representation. Other women as a "proxy or rubber stamp" should increase their ability to make decisions and to perform in other important areas. For women who first enter the deep sea called politics, there should be many challenges. It is essential to ensure and improve one's participation in all those obstacles that are needed, particularly in the early stages of representation and the development of the support system.

Book excerpt: Women the world over are being prevented from engaging in politics. Women’s political leadership of any sort is a rarity and a career in politics rarer still. We have, however, begun to understand what it takes to create an enabling environment for women’s political participation. In this exciting and pioneering collection, writers from Africa, Latin America, and the Middle East are brought together for the first time to talk explicitly about women’s participation in the political scene across the global South. Answering such questions as how women can get political apprenticeship opportunities, how these opportunities translate into the pursuit of a political career, and how these pursuits then influence the kind of political platform women advocate once in power, Women in Politics is essential reading for anyone interested in what it means to engage politically.

Book excerpt: Women’s minimal leadership role in national and local political spheres remains a serious concern worldwide. The Commonwealth Gender Plan of Action for Gender Equality 2005–2015 calls on governments to introduce measures to promote at least 30 per cent representation of women in parliament, government and business. The Impact of Women’s Political Leadership on Democracy and Development describes the barriers to women’s political participation and explains why the contribution of women is so crucial to democracy. It identifies established strategies – electoral reform (New Zealand), party voluntary quotas (South Africa), and legislative quotas (Bangladesh and India) – that have helped these Commonwealth countries to meet the global target of 30 per cent and thus to effectively advance the participation of women in decision-making at all levels.

Book excerpt: Recent years have witnessed a concern at the marginal presence of women in Politics. The concern has been voiced through international for a on the one hand and national and local level women groups and academics on the other. The involvement of women in politics in now regarded as an important factor for a healthy democracy. No democracy can be termed as healthy, if half on the population does not participate in the political process. It is also being increasingly realized that participation as mere voters is not enough. It has to be followed by large scale participation in the policy-formulation and decision making process. This book is an attempt at analyzing the problems related to women's political participation in the Indian context. Gender and patriarchy have been used as the conceptual framework. The environmental factors-socio-economic, political and cultural-are in some way or the other, directly related to the norms of gender and patriarchy . This dual focus makes this the first book to combine historical overviews of debates about enfranchising women alongside analyses of more contemporary efforts to increase women’s political representation around the globe. Chapter authors map and assess the impact of these groundbreaking reforms, providing insight into these dynamics in a wide array of countries where women’s suffrage and representation have taken different paths and led to varying degrees of transformation. On the eve of many countries celebrating a century of women’s suffrage, as well as record numbers of women elected and appointed to political office, this timely volume offers an important introduction to ongoing developments related to women’s political empowerment worldwide. It will be of interest to students and scholars across the fields of gender and politics, women’s studies, history and sociology.

Book excerpt: As epitomized in the 2016 U.S. Presidential election, women in politics may hit a “glass ceiling” or in the case of former U.K. Prime Minister, Theresa May in 2019, go over a “glass cliff”. Even though women are starting to experience more success gaining offices at state and local levels, women’s participation in the political arena is still disproportionately low. This book explores current research findings, development practices, theory, and the lived experience to deliver provocative thinking that enhances leadership knowledge and improves leadership development of women around the world.
