Moreover, economic inequalities are no longer redressed by national governments in a world where markets are dominant and relevant decisions have been taken out of domestic politics. Citizens vote, but their choice is hardly relevant. This has led to widespread demands for 'more' democracy. But what does that mean in practice? Can democracies introduce greater 'representation' of citizens' interests? Do politicians operate as an autonomous caste hardly challenged by voters? And turning beyond the nation-state, has the European Union changed the scope of policy alternatives and influenced the accountability of politicians? Book excerpt: Since 1950, devolution reforms have been widespread across Western Europe, leading to constitutional transformation in Belgium, Italy, Spain, and the United Kingdom, as well as the potential for state breakup, as witnessed by independence referendums in Scotland and Catalonia. Over the same period, European integration has transferred power upwards to what is now the European Union. The simultaneous occurrence of these seemingly contradictory trends raises fundamental questions. Is state restructuring a uniform process? Has it been fuelled by European integration and, if so, how? Restructuring the European State uses a comparative analysis to present a systematic investigation of the connections between European integration and state restructuring. Paolo Dardanelli argues that there are two distinct dynamics of state restructuring: “bottom up,” where one or more regions demand self-government; and “top down,” where the central government decides to devolve power. Through quantitative analyses of thirteen key phases of state restructuring in Belgium, Denmark, France, Italy, Spain, and the United Kingdom he shows that European integration has a powerful influence only in bottom up cases. Dardanelli points to a striking paradox of integration, whereby an ethos of Europe growing ever closer to union has become associated with fragmentation, divergence, and increased complexity, rather than a seamless system of multilevel governance. Discussing the AES’s approaches to capitalism, the nation state and the working class, it argues that existing academic accounts have significantly overstated the radicalism of the strategy. Perhaps more notable, especially in the light of its stated ‘revolutionary’ aims, was the extent of its moderation – its continuities with post-war Labour revisionism, its marked reluctance to look beyond the market economy, the degree of its preoccupation with Britain’s global-economic status, and its inability to break with Labourist politics of class co-operation in the national interest. While the book argues that the AES was the last ‘class politics’ socialist initiative in mainstream British politics, it also explores the ways in which its ideas perhaps prepared the way for New Labour in the 1990s, and its relationship with 'Corbynism' since 2015.

Forty-one (41) papers were submitted. Each subm- ted paper received three reviews by program committee members. The program committee consisted of 40 members. Papers submitted by program committee members were refereed separately. This ensured that reviewers could provide an honest feedback not seen by the paper submitters. In many cases, the program committee shepherded authors to signi?cantly improve their initial submission prior to completing the version contained in these proceedings. In the end, the program committee chose 25 papers for publication (60% acceptance).
