Book excerpt: Every 20 years since 1920, Madrid has undergone an urban planning cycle in which a city plan was prepared, adopted by law, and implemented by a new institution. This preparation-adoption-institutionalization sequence, along with the institution's structures and procedures, have persisted - with some exceptions - despite frequent upheavals in society. The planning institution itself played a lead role in maintaining continuity, traumatic history notwithstanding. Why and how was this the case? Madrid's planners, who had mostly trained as architects, invented new images for the city and metro region: images of urban space that were social constructs, the products of planning processes. These images were tools that coordinated planning and urban policy. In a complex, fragmented institutional milieu in which scores of organized interests competed in overlapping policy arenas, images were a cohesive force around which plans, policies, and investments were shaped. Planners in Madrid also used their images to build new institutions. Images began as city or metropolitan designs or as a metaphor capturing a new vision. New political regimes injected their principles and beliefs into the governing institution via images and metaphors. These images went a long way in constituting the new institution, and in helping realize each regime's goals. This empirically-based life cycle theory of institutional evolution suggests that the constitutional image sustaining the institution undergoes a change or is replaced by a new image, leading to a new or reformed institution. A life cycle typology of institutional transformation is formulated with four variables: type of change, stimulus for change, type of constitutional image, and outcome of the transformation. By linking the life cycle hypothesis with cognitive theories of image formation, and then situating their synthesis within a frame of cognition as a means of structuring the institution, this book arrives at a new theory

Available in PDF, EPUB and Kindle. Book excerpt: The Politics of Sustainable Developmentanalyzes how the theory of sustainable development has been related to the practice and how it has been applied within Europe at all levels of government from the EU down to the sub-national local level. The essays included here begin with an analysis of the ambiguities inherent in sustainable development and the contestable nature of the concept. The contributors explore how far it is possible to reconcile economic growth with environmental needs, asking whether sustainable development can promote equity and development. The book breaks fresh ground in assessing the impact of deep ecological thought on sustainable development as part of a new typology of the concept. The second section examines how sustainable development has been interpreted at EU and sub-national levels within the member states, with examples drawn from the Mediterranean and Northern European countries. Contrasting interpretations of sustainable development are examined, considering political and administrative conflicts, the influence of cultural factors, and tensions between different levels of government. The ambiguity of sustainable development has led to extensive confusion and created the need for a clearer consensus among policy-makers as to how the concept should be interpreted.

Available in PDF, EPUB and Kindle. Book excerpt: Among the most prominent of a new generation of Spanish architects, this Seville-based team has transformed the practice of architecture with the theory that "a building should explain itself." Through a language of industrial materials, Antonio Cruz and Antonio Ortiz demonstrate their technological prowess while at the same time creating simple geometries expressive of a spare modernism. Their work displays a remarkable ability to fuse the traditional architecture of their native Seville with the novelty of their abstract explorations of form. Works presented include Seville's Santa Justa Train Station, the Madrid Community Sports Stadium, the Huelva Bus Station, and a Housing Estate project in Tharsis. Cruz/Ortiz also contains a complete chronology of buildings and projects and an introduction by Rafael Moneo. The monograph documents the team's impressive work through numerous photographs and drawings, accompanied by project descriptions and commentary. Cruz and Ortiz are the recipients of the First National Prize for Spanish Architecture. Their work has been exhibited internationally

Available in PDF, EPUB and Kindle.
