The role of wetlands in either cooling or warming the climate is analyzed as the net balance between carbon sequestration and emissions of methane and nitrous oxide. Wetlands start off having a net warming effect on the climate but in time switch to net cooling. Further, they remove 40% of the N and P from run-off and groundwater flow in agricultural areas, but wetlands need to amount to 10% of the total catchment area to make a difference. Reflecting on the recent large investment in wetland ecological studies in China and neighboring countries, the book addresses invasive species in coastal wetlands as well as the protection and wise use of tidal flats around the Yellow Sea. It also presents promising regional case studies on wetland restoration. The book is intended for academics, students and practitioners in the field of wetland ecology, management and restoration, as well as consultants and professionals working in conservation, wise use and environmental policy.

Book excerpt: "The U.S. Department of Agriculture Forest Service Center for Forested Wetlands Research has conducted or cooperated in studies designed to improve understanding of fundamental hydrologic and biogeochemical processes that link aquatic and terrestrial ecosystems. Five of these studies are discussed here. The first is based on observations made on long-term experimental watersheds established in the 1960s on the Forest Service Santee Experimental Forest in South Carolina. It quantifies the soil moisture dynamics, flow regimes, and water chemistry of low-gradient forested wetlands. The second study is being conducted in cooperation with North Carolina State University. It is a long-term project aimed at quantifying the effects of various water management and silvicultural management practices on hydrology and water quality at the Weyerhaeuser Company's managed pine forest in Carteret County, North Carolina. The third study is a long-term ecosystem study on MeadWestvaco's Coosawhatchie River bottomland hardwood site in South Carolina. It addresses questions related to public concerns about the need for protection, restoration, and sustainable management of forested wetlands. The fourth study, which was conducted between 1997 and 2000, examined the hydrology and water quality of intensively managed short-rotation woody crop plantations on International Paper's Trice experimental forest in the upper Coastal Plain of South Carolina. A fifth study was conducted between 1996 and 2004 at MeadWestvaco's Carolina bay site in the South Carolina upper Coastal Plain; it assessed the surface-water and ground-water interactions between Carolina bays and their surrounding uplands. Recommendations are provided for using knowledge gained through these and other studies as a basis for expanding needed hydrologic research with collaborators to address four major areas of water-related issues in the Southeast."--P. Such estimates are necessary before the unit hydrograph or other techniques can be used to predict the streamflow hydrograph. The authors describe the technique now used at the River Forecast Centers of the U.S. Weather Bureau for evaluating the effect of season, antecedent conditions, duration of rainfall and rainfall amount in determining the portion of the rainfall contributing to storm runoff. Special problems encountered in flood forecasting are emphasized. The technique, developed and tested over several years, yields a high degree of accuracy in estimated runoff. Although prepared by empirical procedures, the close agreement between relations for basins of similar hydrologic characteristics suggests that rational parameter have been adopted. The similarity between relations also simplifies the work required for their preparation.

Book excerpt: The Chesapeake Bay is North America's largest and most biologically diverse estuary, as well as an important commercial and recreational resource. However, excessive amounts of nitrogen, phosphorus, and sediment from human activities and land development have disrupted the ecosystem, causing harmful algae blooms, degraded habitats, and diminished populations of many species of fish and shellfish. In 1983, the Chesapeake Bay Program (CBP) was established, based on a cooperative partnership among the U.S. Environmental Protection Agency (EPA), the state of Maryland, and the commonwealths of Pennsylvania and Virginia, and the District of Columbia, to address the extent, complexity, and sources of pollutants entering the Bay. In 2008, the CBP launched a series of initiatives to increase the transparency of the program and heighten its accountability and in 2009 an executive order injected new energy into the restoration. In addition, as part of the effect to improve the pace of progress and increase accountability in the Bay restoration, a two-year milestone strategy was introduced aimed at reducing overall pollution in the Bay by focusing on incremental, short-term commitments from each of the Bay jurisdictions. The National Research Council (NRC) established the Committee on the Evaluation of Chesapeake Bay Program Implementation for Nutrient Reduction in Improve Water Quality in 2009 in response to a request from the EPA. The committee was charged to assess the framework used by the states and the CBP for tracking nutrient and sediment control practices that are implemented in the Chesapeake Bay watershed and to evaluate the two-year milestone strategy. The committee was also to assess existing adaptive management strategies and to recommend improvements that could help CBP to meet its nutrient and sediment reduction goals. The committee did not attempt to identify every possible strategy that could be implemented but instead focused on approaches that are not being implemented to their full potential or that may have substantial, unrealized potential in the Bay watershed. Because many of these strategies have policy or societal implications that could not be fully evaluated by the committee, the strategies are not prioritized but are offered to encourage further consideration and exploration among the CBP partners and stakeholders.
