Available in PDF, EPUB and Kindle. Book excerpt: Drawing on evidence from Irish national household surveys in 1987 and 1994 and Census of Population data from 1986 and 1991, this study attempts to answer these questions. It examines the underlying assumptions regarding the way in which household and spatial factors combine to create patterns of cumulative disadvantage. It explores what types of areas have particularly high rates of poverty, the extent to which people living in poverty or who are disadvantaged are concentrated in particular areas and whether such patterns have changed over time. The study makes an important contribution to the understanding of the spatial dimensions of poverty and disadvantage. It is particularly relevant in the context of the National Anti-Poverty Strategy, the national emphasis on area-based strategies to tackle unemployment and disadvantage and the reform of local government.

Contributors examine policy analysis at different levels of government and governance including international, national and local and in the civil service, as well as non-government actors such as NGOs, interest groups and think tanks. They investigate the influential roles of the European Union, the public, science, quantitative evidence, the media and gender expertise in policy analysis. Surveying the history and evolution of public policy analysis in Ireland, this authoritative text addresses the current state of the discipline, identifies post-crisis developments and considers future challenges for policy analysis.

Available in PDF, EPUB and Kindle. Book excerpt: This study analyses the spatial dimensions of deprivation in Ireland. Despite the economic boom in the Republic of Ireland, the number of poor people has remained high. There is a danger that the ongoing hype about the Celtic Tiger could serve to distract from the urgency of the situation. The high average prosperity masks massive internal inequality. This raises important questions about the nature and causes of poverty and social deprivation; in particular, there is a need for a greater understanding of the geographical dimensions of poverty and deprivation. The main aim of this report is to undertake a detailed analysis of socio-economic indicators at small-area level for all of Ireland, adopting a common methodology for both North and South.

Available in PDF, EPUB and Kindle. Book excerpt: Does the territorial state organisation matter for effective policy making, and if so, in what way? So far, we know relatively little about its effects on policy making and policy outputs. Starting from the hypothesis that decentralised policy making has positive effects whereas federalism has a slightly negative impact on policy performance, this book systematically tests the independent and interdependent effects of different combinations of federal/unitary and decentralised/centralised structures of decision making and implementation. Based on a mixed methods design it first quantitatively tests the relationships for the OECD countries in cross-sectional as well as panel designs. In a second step, qualitative case studies are conducted for four countries: federal-centralised Austria, federal-decentralised Switzerland, unitary-decentralised Denmark, and unitary-centralised Ireland. The authors study two space-related policy areas, both with regard to the decision making and the implementation stage of the policy-making process: regional policy and transport policy.

Book excerpt: The increasing impact of neoliberalism across the globe means that a complex interplay of democratic, economic and managerial rationalities now frame the parameters and practices of community development. This book explores how contemporary politics, and the power relations it reflects and projects, is shaping the field today. This first title in the timely Rethinking Community Development series presents unique and critical reflections on policy and practice in Taiwan, Australia, India, South Africa, Burundi, Germany, the USA, Ireland, Malawi, Ecuadorian and Peruvian Amazonia and the UK. It addresses the global dominance of neoliberalism, and the extent to which practitioners, activists and programmes can challenge, critique, engage with or resist its influence. Addressing key dilemmas and challenges being navigated by students, academics, professionals and activists, this is a vital intellectual and practical resource.
