However, before the 1960s, positions on firearms rights did not necessarily map onto partisan affiliation. What explains this drastic shift? Patrick J. Charles charts the rise of gun rights activism from the early twentieth century through the 1980 presidential election, pinpointing the role of the 1968 Gun Control Act. Gun rights advocates including the National Rifle Association had lobbied legislators for decades, but they had cast firearms control as a local issue. After the assassination of President John F. Kennedy in 1963 spurred congressional proposals to regulate firearms, gun rights advocates found common cause with states’ rights proponents opposed to civil rights legislation. John Dewey (1859–1952) was a preeminent American philosopher who is remembered today as the founder of what is called child-centered or progressive education. In The Philosopher-Lobbyist, Mordecai Lee tells the largely forgotten story of Dewey’s effort to influence public opinion and promote democratic citizenship. Based on Dewey’s 1927 book The Public and Its Problems, the People’s Lobby was a trailblazing nonprofit agency, an early forerunner of the now common public interest lobbying group. It used multiple forms of mass communication, grassroots organizing, and lobbying to counteract the many special interest groups and lobbies that seemed to be dominating policymaking in Congress and in the White House. During the 1930s, Dewey and the People’s Lobby criticized the New Deal as too conservative and championed a social democratic alternative, including a more progressive tax system, government ownership of natural monopolies, and state operation of the railroad system. While its impact on historical developments was small, the story of the People’s Lobby is an important reminder of a historical road not traveled and a policy agenda that was not adopted, but could have been. Mordecai Lee is Professor of Governmental Affairs at the University of Wisconsin–Milwaukee. He is the author of several books, including The First Presidential Communications Agency: FDR’s Office of Government Reports, also published by SUNY Press, and Promoting the War Effort: Robert Horton and Federal Propaganda, 1938–1946.

It focuses on the battle for the cigarette market in early twentieth-century China between the British-American Tobacco Company, based in New York and London, and its leading Chinese rival, Nanyang Brothers Tobacco Company, whose headquarters were in Hong Kong and Shanghai. From its founding in 1902, the British-American Tobacco Company maintained a lucrative monopoly of the market until 1915, when Nanyang entered China and extended tis operations into the country's major markets despite the use of aggressive tactics against it. Both companies grew rapidly during the 1920s, and competition between them reached its peak, but by 1930 Nanyang weakened, bringing an end to serious commercial rivalry. Though less competitive, both companies continued to trade in China until their Sino-foreign rivalry ended altogether with the founding of the People's Republic in 1949. Debate over international commercial rivalries has often been conducted broadly in terms of imperialist exploitation and economic nationalism. This study shows the usefulness and limitations of these terms for historical purposes and contributes to the separate but related debate over the significance of entrepreneurial innovation in Chinese economic history. By analyzing the foreign Chinese companies' business practices and by describing their involvement in diplomatic incidents, boycotts, strikes, student protests, relations with peasant tobacco growers, dealings with the Kuomintang and Chinese Communist Party, and a host of other activities, the author brings to light the roles that big businesses played not only in China's economy but also in its politics, society, and foreign affairs.

Book excerpt: In time for the 225th anniversary of the Bill of Rights, David Kyvig completed an Afterword to his landmark study of the process of amending the US Constitution. The Afterword discusses the many amendments, such those requiring a balanced federal budget or limiting the terms of members of Congress, that have been proposed since the book was originally published and why they failed of passage. At a time when prominent scholars and other public figures have called for a constitutional convention to write a new constitution, arguing that our current system of governance is unsustainable Kyvig reminds us of the high hurdles the founders created to amending the constitution and how they have served the country well, preventing the amendment process from being used by one faction to serve the passions of the moment. In his farewell address, President Washington reminded his audience that the Constitution, "till changed by an explicit and authentic act of the whole people, is sacredly obligatory upon all." He regarded the Constitution as a binding document worthy of devout allegiance, but also believed that it contains a clear and appropriate procedure for its own reform. David Kyvig's illuminating study provides the most complete and insightful history of that amendment process and its fundamental importance for American political life. Over the course of the past two centuries, more than 10,000 amendments have been proposed by the method stipulated in Article V of the Constitution. Amazingly, only 33 have garnered the required two-thirds approval from both houses of Congress, and only 27 were ultimately ratified into law by the states. Despite their small number, those amendments have revolutionized American government while simultaneously legitimizing and preserving its continued existence. Indeed, they have dramatically altered the relationship between state and federal authority, as well as between government and private citizens. Kyvig reexamines the creation and operation of Article V, illuminating the process and substance of each major successful and failed effort to change the formal structure, duties, and limits of the federal government. He analyzes in detail the Founders' intentions; the periods of great amendment activity during the 1790s, 1860s, 1910s, and 1960s; and the considerable consequences of amendment failure involving slavery, alcohol prohibition, child labor, New Deal programs, school prayer, equal rights for women, abortion, balanced budgets, term limits, and flag desecration.
