John Dewey (18591952) was a preeminent American philosopher who is remembered today as the founder of what is called child-centered or progressive education. In The Philosopher-Lobbyist, Mordecai Lee tells the largely forgotten story of Deweys effort to influence public opinion and promote democratic citizenship. Based on Deweys 1927 book The Public and Its Problems, the Peoples Lobby was a trailblazing nonprofit agency, an early forerunner of the now common public interest lobbying group. It used multiple forms of mass communication, grassroots organizing, and lobbying to counteract the many special interest groups and lobbies that seemed to be dominating policymaking in Congress and in the White House. During the 1930s, Dewey and the Peoples Lobby criticized the New Deal as too conservative and championed a social democratic alternative, including a more progressive tax system, government ownership of natural monopolies, and state operation of the railroad system. While its impact on historical developments was small, the story of the Peoples Lobby is an important reminder of a historical road not traveled and a policy agenda that was not adopted, but could have been.

Book excerpt: For four decades, John Randolph Haynes (1853-1937) was in the forefront of social-reform crusades and political action in Los Angeles and California, with his most important legacies in the fields of direct legislation and public ownership of utilities. He was the individual most responsible for the adoption of the initiative, referendum, and recall in Los Angeles in 1902 and in California in 1911. His vigilant protection of these measures thereafter and his promotion of direct legislation throughout the nation earned him the title "father of direct legislation" in California. From 1910 until his death, Haynes's chief priority was to shape the Los Angeles Department of Water and Power into a glowing example of public ownership of utilities. Today, LADWP operates the world's largest municipal water and electrical power generation and distribution system, continuing to serve the needs of an ever-growing region whose extent even Haynes could not have envisaged. In many ways, Haynes is an enigma. He was not a typical progressive, having amassed a fortune in his medical practice and in real estate, mining, and other capitalistic ventures. However, he spent a large portion of his wealth to promote a form of gradual, democratic socialism in the United States. Haynes advocated the transformation of the nation's economy and government, yet he campaigned for morality laws that limited personal freedom. Haynes's motivation was not social status or money, both of which he had before his conversion to social reform. Nor was it political power: he never ran for office (except as a temporary freeholder) or created a personal political machine. His primary motive was a perhaps arrogant yet honest desire to aid in the creation of a more just society by improving the living and working conditions of the less fortunate. In one way or another, Haynes participated in all the major social and political events that shaped California and Los Angeles in a most dynamic era of their development. In a broader sense, Haynes's life serves as a yardstick with which to measure other progressives of his time and as a key for understanding the motivation of those idealists who helped shape our present political institutions.

Book excerpt: In time for the 225th anniversary of the Bill of Rights, David Kyvig completed an Afterword to his landmark study of the process of amending the US Constitution. The Afterword discusses the many amendments, such those requiring a balanced federal budget or limiting the terms of members of Congress, that have been proposed since the book was originally published and why they failed of passage. At a time when prominent scholars and other public figures have called for a constitutional convention to write a new constitution, arguing that our current system of governance is unsustainable Kyvig reminds us of the high hurdles the founders created to amending the constitution and how they have served the country well, preventing the amendment process from being used by one faction to serve the passions of the moment. In his farewell address, President Washington reminded his audience that the Constitution, "till changed by an explicit and authentic act of the whole people, is sacredly obligatory upon all." He regarded the Constitution as a binding document worthy of devout allegiance, but also believed that it contains a clear and appropriate procedure for its own reform. David Kyvig's illuminating study provides the most complete and insightful history of that amendment process and its fundamental importance for American political life. Over the course of the past two centuries, more than 10,000 amendments have been proposed by the method stipulated in Article V of the Constitution. Amazingly, only 33 have garnered the required two-thirds approval from both houses of Congress, and only 27 were ultimately ratified into law by the states. Despite their small number, those amendments have revolutionized American government while simultaneously legitimizing and preserving its continued existence. Indeed, they have dramatically altered the relationship between state and federal authority, as well as between government and private citizens.
