Who in Britain, has the decisive word? Why is the Foreign Office the king-pin of the system? Why does Parliament count for so little? Does public opinion count at all? Originally published in 1968, these are some of the questions which this book considers in the course of a tightly argued but very readable analysis. Some had been considered on their own elsewhere, but this study represented the first attempt by a contemporary political scientist to pull together, in brief compass, all the relevant threads – including the constitutional, the political, the institutional and the sociological. It is done, moreover, on the basis of a sharp assessment of the type of foreign policy problem that most notably confronted Britain at the time. The author has been successively journalist, official of the Israel Government, and university lecturer in politics. Throughout, his special interests and activities have been in the sphere of international affairs and it was while teaching International Relations at the University of Sussex that he wrote this book. He combines the experience of one who has seen the policy being made from the inside with the theoretical insight of the political scientist; he assesses with a sympathetic but unemotional detachment the constraints on the formation of British foreign policy.

In other words, long-term developments and patterns in which the accumulated memory of what came earlier, can greatly (and sometimes subconsciously) influence subsequent policy choices. Working forward from the later seventeenth century, this book explores the ‘deep history’ of the changing and competing understandings within the Tory party of the role Britain has aspired to play on a world stage. Conservatism has long been one of the major British political tendencies, committed to the defence of established institutions, with a strong sense of the ‘national interest’, and embracing both ‘liberal’ and ‘authoritarian’ views of empire. The Tory party has, moreover, at several times been deeply divided, if not convulsed, by different perspectives on Britain’s international orientation and different positions on foreign and imperial policy. Underlying Tory beliefs upon which views of Britain’s global role were built were often not stated but assumed. As a result they tend to be obscured from historical view. This book seeks to recover and reconsider those beliefs, and to understand how the Tory party has sought to navigate its way through the difficult pathways of foreign and imperial politics, and why this determination outlasted Britain’s rapid decolonisation and was apparently remarkably little affected by it. With a supporting cast from Pitt to Disraeli, Churchill to Thatcher, the book provides a fascinating insight into the influence of history over politics. Moreover it argues that there has been an inherent politicisation of the concept of national interests, such that strategic culture and foreign policy cannot be understood other than in terms of a historically distorted political debate.

Is formal colonialism over, or a condition in the present, albeit mutated and evolved? In Critique of Political Decolonization, Bernard Forjwuor challenges what, in normative scholarship, has become a persistent conflation of two different concepts: political decolonization and political independence. This scholarly volume is an antinormative and critical refutation of the decolonial accomplishment of political independence or self-determination in Ghana. He argues that political independence is insufficiently a decolonial claim because it is framed within the context of a country, where a permanent colonial settlement was never deemed necessary for the consolidation of future colonial political obligations. So, while territorial dissolution was politically engineered by Ghanaians, the colonial merely reconstitutes itself in different legal and ideological forms. Forjwuor offers new methodological, theoretical, and conceptual approaches to engaging the questions of colonialism, political independence, political decolonization, justice, and freedom, and constructs multiple conceptual bridges between traditional disciplinary fields of inquiry including politics, history, law, African studies, economic history, critical theory, and philosophy and political theory. Using the Ghanaian experience as a rich case study, Forjwuor rethinks what colonialism and decolonization mean, and asserts that decolonization is primarily a question of justice.
