Book excerpt: The nucleus of this volume consists of a number of papers presented at the Advanced Research Workshop on liThe Impact of New Information Technologies on Library Management, Resources and Cooperation" , held in Luxembourg fran 19-23 November 1984. The oorkshop was a joint effort of four international organisations. The Scientific Affairs Division of the North .Atlantic Treaty Organization, through a personal canmitment and interest expressed by Dr. H. Durand, Assistant Secretary General for Scientific Affairs, was the first and major sponsor acting as a catalyst in enabling the Workshop to take place. Through its support for travel and subsistence costs of some of the North American participants, the Workshop could become a platfo~in for the exchange of ideas between parties concerned with information handling and transmission and information policy in Western Europe and North America. The Directorate General for Information Market and Innovation of the Canmission of the European Communities hosted the Vlorkshop in its facilities - the Jean l'bnnet Building in Luxembourg - also providing for simultaneous translation in the main languages of the European Community. Moreover, the Canmission generously funded the participation of key participants fran Community countries and provided participants with ample info~ination on existing Community programmes related to electronic publications, electronic transmission of documents, copyright problems, problems of standards, telecanmunication, and so on. 'I'he Council of Europe supported attendance fran Sweden, Austria and Spain. And lastly, the European Cultural Foundation organised the event on behalf of all these organisa tions.

It takes differences in needs and in democratically supported convictions seriously. A common core remains necessary, specifically concerning the basic principles of democracy, rule of law, fundamental rights and freedoms, and the common market. By taking this approach, the authors remove the pressure to embrace uniformity from the debate about the EU’s future. The book discusses forms of variation that fall both within and outside the current framework of European Union Treaties. The driving force behind the new association was a small dedicated group of European librarians, led by Jean-Pierre Clavel, Director of the Bibliothèque Cantonale et Universitaire, Lausanne. Their goal was to give European research libraries, national and university, a distinctive and compelling voice in the international library community. The chosen name LIBER (Ligue des Bibliothèques Européennes de Recherche) was redolent of both books and freedom. This history, covering the years from 1971 to 2009, documents a unique period in European history. The continent of Europe was divided into two separate blocs of West and East with very few contacts between librarians and scholars; in the late 1980s came the sudden collapse of Communism in Central and Eastern Europe and its consequences for libraries; and, thereafter, there arrived a ?new dawn? of renewed contacts between librarians and restored co-operation between research libraries across the whole of Europe leading to the robust research network that is being built today. The book also charts the revolution in information technology in European research libraries and its profound effects on how libraries serve their users. In this process, LIBER has played an active role in encouraging and developing a strong network of research libraries across Europe and in fostering positive co-operation among European research libraries. The author is the eminent Finnish national and university librarian and scholar Professor Esko Häkli, himself a former president of LIBER. He has meticulously researched the history of LIBER in a period of profound social and political change in Europe. From this rich background, he has woven an engrossing and yet contemplative account of LIBER's early struggles and successes in its mission to give European research libraries a distinctive voice.
