Book excerpt: This paper uses a unique data set to analyze the migration dynamics of refugees, returnees, and internally displaced people during the Northern Mali conflict. Individuals were interviewed monthly using mobile phones. The results cast light on the characteristics of these three groups before and after the crisis. In addition, the paper tests how employment status, security, and expectations affect people's willingness to go back home. The findings suggest that the decision to return is affected by a comparison of (opportunity) costs and benefits, but also by other factors. Individuals who are employed while displaced are less willing to go back to the North, as are better educated individuals or those receiving assistance. The opposite is true for those whose ethnicity is Songhai, as well as for those who originated from Kidal. The results show that higher educated individuals performed better when displaced and in case they decide to return, they find a job more easily.

Book excerpt: A civil conflict broke out in northern Mali in 2012, which is continuing to the present day. Very little is known about its impact on civilians. In this paper we show how to use birth history data to build long time series of mortality rates, and we use novel synthetic control methods to estimate the impact of the Malian civil conflict on child mortality. We find that conflict produced a significant increase in under-5 mortality, and that the impact was negligible on infant mortality but large on child mortality. We analyse trends of key mortality determinants, and conclude that a reduction in vaccination rates and in access to health care in childhood were the most likely mediators of impact. Northern Mali is today one of the poorest and most neglected areas of the world where humanitarian assistance is urgently needed.

At the latest since the postcolonial debate, we know that we need to “test” our assumptions under radically different conditions. This book offers an extended perspective of local self-governance by examining cases from South Asia, Africa, and Latin America, together with a study of militias in the USA. The chapters present a wide variety of local actors who pursue different notions of order legitimized by local traditions based on hierarchy or deeply rooted communalism, Islamic theology, or grassroots democracy. Some local actors claim a state-like authority and challenge the territorial state. In such cases, there is no longer “a shadow hierarchy” but opposition to the state. Different violent actors fight for supremacy, and the state is just one actor among others. The empirical studies presented in this book show how different kinds of local self-governance are combined with varieties of statehood, and thus contribute to an understanding of the notion of governance in a fundamental sense that goes beyond the special case of the OECD world.

It sets out some working hypotheses on the determinants and socioeconomic implications of South-South migration. Contrary to popular perception that migration is mostly a South-North phenomenon, South-South migration is large. Available data from national censuses suggest that nearly half of the migrants from developing countries reside in other developing countries. Almost 80 percent of South-South migration takes place between countries with contiguous borders. Estimates of South-South remittances range from 9 to 30 percent of developing countries' remittance receipts in 2005. Although the impact of South-South migration on the income of migrants and natives is smaller than for South-North migration, small increases in income can have substantial welfare implications for the poor. The costs of South-South remittances are even higher than those of North-South remittances. These findings suggest that policymakers should pay attention to the complex challenges that developing countries face not only as countries of origin, but also as countries of destination.
